We are talking about plans for the development of 15 Arctic support agglomeration settlements. These include Tiksi – Naiba, Salekhard – Labytnangi, Pevek – Bilibino, Norilsk – Dudinka, Dikson, Naryan-Mar, Noyabrsk, Novy Urengoy, Vorkuta, Egvekinot, as well as the Arkhangelsk, Kem-Belomorskaya, Murmansk, Kirov-Apatity and Monchegorsk agglomerations.

The plan also calls for major renovations of educational, sports, and social institutions, including work at Republican Boarding School No. 1, the Miners' Palace of Culture, and the Yubileiny Stadium. Other important projects for the urban agglomeration include the creation of a coal chemicals plant, the closure of the municipal solid waste landfill, and the improvement of Vorkuta's courtyards and public spaces.

In the Kirov-Apatity agglomeration, the plan includes the development of ski tourism in the Khibiny Mountains. Priority tasks include reconstructing the Khibiny Airport runway and upgrading the Apatity-Kirovsk highway. In addition, several hotel complexes will be built and renovated in Kirovsk and Apatity.

Deputy Prime Minister Alexey Overchuk, leading a Russian delegation, arrived in the capital of Malaysia to participate in events organized by the Association of Southeast Asian Nations (ASEAN).

Resolution of October 24, 2025 No. 1657

A new professional holiday, Court Employee's Day, will be celebrated annually on November 5th. A resolution to this effect has been signed.

The celebration commemorates the issuance of Emperor Peter I's decree "On the Form of the Court." This decree was issued in 1723.

The document established the procedure for hearing cases by the courts and stipulated that civil cases and most criminal cases be heard with the direct participation of both parties. The 11th All-Russian Prize "For Loyalty to Science" award ceremony is taking place in Moscow. Deputy Prime Minister Dmitry Chernyshenko delivered a message of greetings from President Vladimir Putin.

The "For Loyalty to Science" awards are presented to journalists, bloggers, and science popularizers who, among other things, help enhance the prestige of the scientific profession and attract new talent to the field for the country's technological leadership. This year, more than 2,000 applications from 81 regions of Russia were submitted to this large-scale competition.

The "Digital Content Author" nomination was among the top three most popular in 2025, with "Science for Children" and "Science Press Service of the Year" also among the most popular nominations.

Specialists who have made significant contributions to the development of the hydrometeorological service and achieved significant achievements in scientific, managerial, educational, and pedagogical activities will be recognized with the Yevgeny Konstantinovich Fyodorov Prize (1910–1981). The decree establishing this prize was signed by Prime Minister Mikhail Mishustin.

Three prizes, each worth 1 million rubles, will be awarded every three years. The first awards will be presented in 2027.

The awards will be decided based on proposals from a special interdepartmental council, which will be based at the Federal Service for Hydrometeorology and Environmental Monitoring.
