Every year on January 25, Russia celebrates Russian Students' Day, established by presidential decree in 2005. The holiday commemorates the founding of Moscow University in 1755.

Deputy Prime Minister Dmitry Chernyshenko congratulated the students on the holiday.

"Student life is one of the most interesting and challenging periods of life. It's a time of acquiring knowledge and skills, choosing a career path, making friendships, and, for many, starting a family. Today, there are more than eight and a half million students enrolled in universities and colleges across our country. The national project 'Youth and Children,' launched at the direction of President Vladimir Putin, helps create broad opportunities for their development. I wish every student good health, successful studies, and the fulfillment of their potential for the benefit of our country," the Deputy Prime Minister said.

Currently, over 5,000 educational institutions in Russia train personnel in higher and secondary vocational education programs. Dmitry Chernyshenko thanked their staff for their contribution to the development of the younger generation.

The "Youth and Children" national project's measures for students, colleges, and universities include the "Priority 2030" program, the "Professionalism" and "Creating a Network of Modern Campuses" federal projects, and much more. The Deputy Prime Minister recalled that President Vladimir Putin recently opened new university campuses in three regions.

Furthermore, advanced engineering schools are being established within universities to train engineering personnel: there are already 50 of them in 23 regions. By the President's instruction, a network of 100 advanced engineering schools will be created by 2030 as part of the federal project "Universities for a Generation of Leaders." Engineering and technical specialties are generally the most popular among applicants.

On Students' Day, the Rosmolodezh.Grants competition for higher education institutions in 2026 was launched. Applications can be submitted from January 25 to March 10 in 18 categories. Detailed information is available atwebsite.

"The Rosmolodezh grant competition is part of the national project 'Youth and Children.' It aims to support innovative solutions that promote youth policy, social adaptation, and student professional growth. The competition will award a total of 900 million rubles in grant support to university projects over two years," said Dmitry Chernyshenko.

"This year, we increased the maximum grant amount from 22.5 million to 30 million rubles to enable universities to comprehensively develop youth policy initiatives and projects within their educational institutions. The winners will receive support for the development and implementation of comprehensive programs at their universities for two years," noted Grigory Gurov, head of the Federal Agency for Youth Affairs.

He emphasized that universities have the opportunity to receive support: up to 10 million rubles for 1,200 university project participants, up to 20 million rubles for more than 2,400 participants, and up to 30 million rubles for more than 4,600 participants.

Additionally, the "Student Startup" competition, part of the "Efficient and Competitive Economy" national project, is supporting entrepreneurship. In 2025, 2,500 students were selected and awarded a grant of 1 million rubles to implement their business ideas.

Dmitry Chernyshenko congratulated Moscow State University on its founding day

Deputy Prime Minister Dmitry Chernyshenko congratulated faculty, scientists, and students on the Foundation Day of Moscow State University, which celebrates its 271st anniversary this year.

The Deputy Prime Minister emphasized that the founding date of Lomonosov Moscow State University marked the beginning of the Student Day celebrations.

"MSU is the premier talent pool, where true leaders are nurtured and the intellectual foundation for our country's development and prosperity is provided. These are the words of our President, Vladimir Vladimirovich Putin. Last year, the university celebrated its anniversary. Preparations for it enabled the implementation of many significant projects. This includes the largest campus renovation in half a century, the launch of new educational programs, and the opening of the Faculty of Artificial Intelligence and a research center in this promising field," emphasized Dmitry Chernyshenko.

The Deputy Prime Minister noted that, with the support of the Russian Government, Moscow State University has become a participant in a program to create advanced engineering schools, which has combined the potential of several faculties.

"Just recently, you launched a laboratory for the development of biological drugs. MSU's leadership in supercomputing and research in areas such as space, genetics, ecology, and others is undeniable. You have proven time and again that you are at the forefront of Russian science and are making a significant contribution to Russia's technological leadership," said Dmitry Chernyshenko.

He noted that MSU's achievements are the result of the talent and colossal work of Rector Viktor Sadovnichy and his team.

"MSU has created all the conditions necessary to nurture a generation of young specialists—the future of our country. I wish each of you good health, prosperity, inspiration, and exciting scientific discoveries," the Deputy Prime Minister noted in his congratulatory message.

On January 23 and 24, Moscow State University is hosting events to mark Student Day and Moscow University Foundation Day. Exactly 35 years ago, student celebrations were reinstated after a long hiatus during the Soviet era.

Yuri Trutnev: The Far East is fulfilling the orders of the President of Russia.

Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev held a meeting to review the results of 2025 and identify priorities for 2026. The meeting was attended by the leadership of the Ministry for the Development of the Russian Far East, the Far East and Arctic Development Corporation (FEACDC), heads of Far Eastern regions, and representatives of federal agencies and development institutions.

"Every year, we meet with regional leaders to understand where we are, what we're doing, and how our work benefits Russia. A special military operation has been underway for three years and 11 months. Our friends and loved ones are fighting for Russia's independence. Many of you in this room took part in the special military operation. I want to thank them again. The fact that our country is fighting for independence places certain obligations on all of us. These obligations are to work hard and achieve results: to build new businesses, create jobs, and invest in the Far East and the Arctic. This should result in an improvement in people's quality of life," Yuri Trutnev opened the meeting.

Attracting investment remains the core activity of the Plenipotentiary Representative's Office, the Ministry for the Development of the Russian Far East, and the Far East Development Committee. "Investment creates the foundation for further development. Over the past ten years, the influx of investment in the Far East has been one and a half times higher than the national average. The preferences adopted in accordance with the decisions of the President of the Russian Federation leave us with no other options. We must develop faster than other regions of the country," emphasized Yuri Trutnev.

Five main preferential regimes operate in the Far East and the Arctic (Advanced Development Areas, the Free Port of Vladivostok, the Arctic Zone of the Russian Federation, the Kuril Islands of the Russian Federation, and the International Advanced Development Area). These regimes represent approximately 4,000 residents and 11.5 billion rubles in planned investment, of which 5.1 billion rubles have already been invested.

"More than a thousand enterprises have been commissioned. This creates the opportunity to create new jobs. Currently, 176,000 have been created in the Far East. New jobs offer new employment opportunities. Wages are significantly higher. Labor productivity is also higher," noted Yuri Trutnev.

At the direction of the head of state, a law on a new preferential regime is being prepared. It will consolidate all existing preferential regimes. According to Deputy Minister for the Development of the Russian Far East Vitaly Altabaev, the concept of the law has been approved by federal ministries and agencies.

The Far Eastern concession mechanism has been reconfigured to support cost-effective projects. Two new projects were approved in 2025 (a park in Blagoveshchensk and the Solnechny family recreation complex in Primorsky Krai). The plan for 2026 is to structure 10 projects worth 70 billion rubles.

Artem Dovlatov, Deputy Chairman of VEB.RF, discussed the state corporation's performance in the Far East in 2025 and its priorities for 2026. "The concessional financing mechanism launched by VEB.RF jointly with the Ministry for the Development of the Russian Far East and Arctic is supporting the implementation of 53 projects in the region worth over 1.7 trillion rubles, of which the approved concessional investments amount to over 180 billion rubles. These projects cover a wide range of areas for the socioeconomic development of the Far Eastern Federal District, including the creation of new manufacturing facilities, the construction of transport infrastructure facilities and airports, initiatives aimed at improving the quality of the urban environment, and the creation of energy infrastructure. VEB.RF's main focus in the Far East in 2026 is expanding its current toolkit and implementing new approaches to financing investment projects," he noted.

Additional energy capacity is required for economic development. At the direction of the Russian President, the Ministry for the Development of the Russian Far East and the Ministry of Energy have prepared a program for the development of the electric power industry and submitted it to the government for approval. The program aims to improve the efficiency of existing capacity, create new generating capacity, and take into account future developments.

Particular attention is being paid to housing construction and social infrastructure development. Under the "Far Eastern Quarter" program, nearly 2 million square meters of housing will be built in seven Far Eastern regions. The first 119,000 square meters of housing will be delivered this year in four Far Eastern regions. Under the "Affordable Rental Housing in the Far Eastern Federal District and the Arctic Zone of the Russian Federation" program, 12,000 apartments will be rented out at a preferential rate to attract qualified specialists. In 2025, 3,030 apartments were delivered under the program. This year's plan is 1,485 apartments.

Large-scale renovation of 25 Far Eastern cities is ongoing. "Implementing master plans is another area, in addition to attracting investment, that requires constant attention. Thanks to the decisions of the President of Russia, we have the opportunity to rebuild the Far East and create better conditions for people in cities and towns," said Yuri Trutnev.

"Last year's most important achievement was the unprecedented allocation of funding for master plan development. Key decisions included caps of up to 5% on project implementation in industry-specific state programs, treasury infrastructure loans, specific sections of new national projects, and other instruments. All of this provided over 700 billion rubles for the next five years," explained Alexey Chekunkov, Minister for the Development of the Russian Far East and Arctic.

Since 2023, construction and reconstruction of 165 master plan projects have been completed. According to Elvira Nurgalieva, Deputy Minister for the Development of the Russian Far East, sociological surveys show that 84% of residents consider the implementation of master plans a useful initiative, and two-thirds of respondents report positive changes.

A separate Far Eastern competition for improvement projects remains an important tool for implementing master plans. Since last year, construction projects have been adapted to the Far East's climatic conditions. Work has begun on creating indoor, multifunctional, landscaped spaces for sports, educational, and cultural events year-round.

In 2026, priority funding for master plan projects will continue through the presidential Far Eastern unified subsidy. The program to create workshops in colleges, as mandated by the President of Russia, is being completed. A new program for the construction of year-round school greenhouses and a pilot project to modernize lighting systems in Far Eastern cities will be launched.

Support for the SVO by Far Eastern enterprises within the framework of the Patriotic Priority Development Area was discussed separately.

Attention was paid to training personnel for the civil service and development institutions of the Far East and the Arctic. Thanks to the Muravyov-Amursky 2030 program, the Far East has already received over 100 new managers serving in senior positions in regional executive bodies, organizations, and universities. The selection process for the fifth cohort of the program recently began.

"We continue to focus our efforts on attracting investment. The Far East exceeds the Russian average in this area, as well as in housing construction and commissioning. However, this positive trend does not mean that all issues have been resolved. Many challenges remain, primarily in the area of demographics. We need to pay attention to public health and promoting a healthy lifestyle. Overall, the Far East is fulfilling the objectives set by Russian President Vladimir Putin," concluded Yuri Trutnev.

Marat Khusnullin: During the New Year holidays, traffic on the M-12 "Vostok" highway increased by 22% compared to last year.

The development of the country's road infrastructure directly impacts the growth of domestic tourism, as evidenced by the increased traffic on the country's highways, which Russians use during the New Year holidays. For example, during the holidays, traffic on the M-12 "Vostok" highway increased by 22% compared to last year, according to Deputy Prime Minister Marat Khusnullin.

“The New Year holiday period is traditionally associated with active travel. An increase in traffic was also noted on the M-12 Vostok high-speed highway. From December 27, 2025 to January 12, 2026, motorists traveled from Moscow to Kazan an average of 15.2 thousand times per day, which is 22% higher than last year's figures. Moreover, a significant increase – up to 56% compared to last year – is shown by sections of the M-12 Vostok located beyond Arzamas. The peak load on the highway occurred on December 30, 2025. On this day, the maximum average daily traffic intensity was recorded – more than 22.7 thousand trips along the entire road. Moreover, on certain sections of the M-12, this figure reached 52.7 thousand trips. On another federal highway, the M-11 Neva, the average daily traffic intensity on this day exceeded 23 thousand trips, the maximum was recorded on the Solnechnogorsk bypass – 33.3 "Thousands of trips. On the M-4 "Don" highway, the average traffic volume was over 33,000 trips, and on the Central Ring Road, approximately 20,000 trips," said Marat Khusnullin.

According to Vyacheslav Petushenko, head of the state-owned company Avtodor, along with the M-12 Vostok highway, an increase in holiday traffic was also recorded on the M-11 Neva highway between Moscow and St. Petersburg.

“The average daily traffic volume on it during pre-holiday and holiday days increased by 6% compared to last year and amounted to 16.2 thousand trips per day. Furthermore, the M-4 "Don" Highway, the country's key artery leading to the Black Sea and Azov Sea coasts, saw an average of 24,300 trips per day, 3% higher than last year. Moreover, the largest increase in traffic volume compared to the same period last year was recorded on two sections of the main road to the south. For example, the Yefremov bypass in the Tula region saw a 9% increase, while the Yelets bypass in the Lipetsk region saw a 7% increase. A significant increase in traffic was also recorded on the Central Ring Road during these days. Drivers made an average of approximately 11,600 trips per day, 19% higher than last year. This is due, in part, to the launch of a new interchange at the intersection of the Central Ring Road and Dmitrovskoye Highway at the end of last year," noted Vyacheslav Petushenko.
