Deputy Prime Minister Marat Khusnullin conducted a working visit to the Luhansk People's Republic. In Severodonetsk, he inspected facilities, including a restored dental clinic, and at meetings in the regional capital, he summarized the LPR's socioeconomic development over the past year.

"The main goal of my visit to Severodonetsk is to expedite the resolution of the complex heat supply issue. Not all networks are ready to supply heat. Measures have been taken, and specialists will be working around the clock. As the operational task is completed, more homes with heating radiators should be added. We have two weeks for this. Otherwise, road repairs and home restoration are progressing well in Severodonetsk, and we have approved plans for 2026 to continue this work. During his inspection of the restored facilities, the Deputy Prime Minister visited a dental clinic, which will begin accepting visitors from across the Severodonetsk agglomeration by the end of the year.

"The clinic is designed to accommodate approximately 250 patients per day—importantly, including children. We need to increase the medical staff to handle this volume and all areas of care. Everything has been fully restored and renovated under the supervision of the Single Customer; all that remains is the installation of the equipment," said Marat Khusnullin.

At meetings in Luhansk, he summarized the year's results for the republic's socio-economic development and discussed issues of industry and agriculture with those gathered.

"The Luhansk People's Republic has become a consistent leader in cash flow and program implementation. I thank the head of the region, Leonid Ivanovich Pasechnik, and his team for this work. However, there is still room for improvement. The main issue we discussed today was economic planning, which is how we can achieve growth. Without this, it will be difficult to reach the Russian average. We agreed with representatives of the federal Ministry of Industry and Trade, the Ministry of Agriculture, and the Chairman of the LPR Government, Yegor Viktorovich Kovalchuk, to develop a unified economic development plan. It is important to focus on attracting investment, creating jobs, and increasing the tax base. He added that 188 industrial enterprises have been launched in the LPR to date, providing jobs for over 16,000 people. Thirty-one large food and processing enterprises are developing in the region's agricultural sector.

First Deputy Prime Minister Denis Manturov held a regular meeting on assistance to the Kursk Region. The event was attended by the heads of the Ministry of Finance, Anton Siluanov; the Ministry of Economic Development, Maxim Reshetnikov; the Ministry of Labor, Anton Kotyakov; Kursk Region Governor, Alexander Khinshtein; and representatives of the Ministry of Construction and other ministries.

Over the past two years, federal budget funds allocated to Kursk Oblast for assistance have totaled over 220 billion rubles. Of this, approximately 190 billion rubles have been allocated for targeted support measures for residents of the affected areas: one-time financial assistance, compensation for property loss and health damage, and housing certificates.

According to the First Deputy Prime Minister, work to restore the Kursk region's economy is now on schedule, allowing for the reallocation of resources from temporary solutions to systemic mechanisms.

"First and foremost, this concerns monthly financial assistance payments of 65,000 rubles to the region's residents. This was in place until the liberation of the Kursk Region and was extended in May at the governor's request. Since the beginning of the year, over 82 billion rubles have been allocated from the federal budget for these purposes. The government has decided to make the December payment and then use the funds for other regional life support measures," said Denis Manturov.

The First Deputy Prime Minister emphasized the need to continue issuing housing certificates, taking into account citizens' rights to use them in other districts of the region or regions of Russia, and also issued a number of instructions for additional support for residents of the Kursk region:

Develop funding for the repair of housing that was not directly damaged by the Ukrainian Armed Forces but was abandoned for security reasons and became unusable due to weather conditions. This support measure will be promptly reviewed by the Russian Ministry of Finance and launched next year;

to legally regulate the issue of issuing housing certificates to owners of shared property;

Consider allocating funds from the federal budget to compensate residents of the region for the loss of vehicles as a result of the actions of the Ukrainian Armed Forces.

"I would like to emphasize that all the instructions given by the President have been fulfilled or are in the process of being implemented. Everyone has a roof over their heads, even those who are currently unable to physically return to their permanent place of residence for safety reasons. They are either able to rent housing, or we are placing them in temporary accommodation centers, while, of course, increasing the issuance of certificates," the Kursk Region Governor emphasized.

Special attention was given to the restoration of affected businesses. Aid totaling 2.2 billion rubles has already been provided to 19 agricultural companies. Denis Manturov noted that agricultural support is being closely monitored by the relevant ministries.

"As for industrial facilities, the primary mechanism here is loans and grants from the regional Development Fund. 2.4 billion rubles have been allocated from the federal budget to its capital. And payments to Kursk Region enterprises are already being made. It's important to deliver all planned tranches to recipients by the end of the year," the First Deputy Prime Minister stated. He added that an additional 2 billion rubles have been allocated by the end of the year from the Ministry of Economic Development to support more than 150 small and medium-sized businesses.

Denis Manturov supported the Ministry of Finance's initiative to extend the deferral of tax and insurance premium payments for businesses in the Kursk region's border region for another 12 months, which will free up some of their working capital to support their ongoing operations.

Work to restore the socio-economic potential of the Kursk region is being carried out within the framework of the program for the restoration and development of border regions approved by order of the President.

Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko met with Omar bin Sultan Al Olama, Minister of State for AI, Digital Economy, and Remote Working Applications of the United Arab Emirates. One of the priority objectives of the "Infrastructure for Life" national project is improving the quality of life for Russians. A key factor in achieving this goal is the development and modernization of the road network. This year, thanks to the national project, more than 200 km of regional and local roads have been built and reconstructed across the country, according to Deputy Prime Minister Marat Khusnullin.

"Modern roads, bridges, and overpasses create comfortable living conditions for people, open up new economic opportunities, and enhance the tourist appeal of areas. Therefore, we pay close attention to the construction of new facilities and the modernization of existing ones. This year, 68 facilities were commissioned under the federal project "Regional and Local Road Network" of the national project "Infrastructure for Life." These include 38 road sections with a total length of 207 km and 30 artificial structures with a length of over 3,000 linear meters. In total, more than 140 facilities will be built or reconstructed by the end of the year—340 km of roads and 5,000 linear meters of artificial structures," said Marat Khusnullin.

Construction and reconstruction work on many road facilities is carried out over several road seasons.

"This year, construction and reconstruction work was carried out on 320 projects. These included 185 road sections with a total length of over 900 km and 135 bridges and overpasses with a total length of over 32,000 linear meters. These projects include those that will be commissioned in the coming years. When implementing multi-year contracts, it is important to monitor each stage of the work and the materials and technologies used on site. Continuous monitoring allows us to promptly identify and correct even the slightest deviations from the plan. The implementation of large-scale projects became possible thanks to uninterrupted federal support.

"Thanks to the support of the President of the Russian Federation, the Government of the Russian Federation, and the Ministry of Transport of Russia, we are successfully developing transport infrastructure in the regions. The professionalism of our road and bridge builders, the efficient organization of the production process, and stable funding allow us to commission large-scale projects ahead of schedule. This year alone, 176 billion rubles have been allocated for construction and reconstruction activities under the federal project 'Regional and Local Road Network,' of which almost 100 billion rubles are federal funds," said Kairat Tursunbekov, Deputy Head of the Federal Road Agency.

One of the largest projects planned for 2025 is the construction of the Yuzhno-Lytkarinskaya Highway in the Moscow Region. The highway will improve accessibility for more than 3.5 million residents of Moscow and the Moscow Region, relieve congestion on the eastern part of the Moscow Ring Road, and reroute traffic flows from the southeast bypassing Moscow.

This road season, construction work on four of the most significant sections, totaling 17.2 kilometers, was completed. Overall, the project includes the construction of a 45-kilometer highway, as well as 64 artificial structures, including 11 interchanges, 27 overpasses, and 10 bridges. The project is scheduled to be fully operational in 2026.

A 10-kilometer section of the Urlu-Aspak – Karakol highway has been completed in the Altai Republic. The highway will become part of the prospective Kyzyl-Ozyok – Aleksandrovka – Urlu-Aspak – Karakol – Elekmonar route, linking scenic spots in the Altai Republic. It will positively impact tourism development and improve transport accessibility for remote villages in the region.

One of the most significant projects under the national project in the Republic of North Ossetia-Alania is the restored bridge across the Terek River at the 3rd kilometer of the bypass around the village of Nogir. Built in 1972, it served for over 50 years. In May 2023, flooding caused the collapse of an intermediate support and two spans of the bridge, disrupting freight and passenger transport routes. Thanks to the national project, the structure was reconstructed.

Also this year, a section of the Transkam – Verkhniy Zgid – Matsuta highway was reconstructed in the Republic of North Ossetia – Alania. The road leading from the Alagir Gorge to Digorskoye was completely destroyed by a flood in 2002. Construction and installation work took two years: the road base was built practically from scratch and a two-layer asphalt concrete surface was laid. Specialists renovated seven bridge structures, installed culverts under the roadway, and installed reinforced concrete channels along the highway to drain water.

In addition, in the settlements of Sadon, Galon and Kuraitta, located along the road, artificial lighting has been installed with a total length of 1.8 km.

Kadyrov Square, and a medical center.
