The draft Strategy for the Development of the Automotive Industry will be updated taking into account the need to improve support measures for domestic manufacturers. This instruction was given by Prime Minister Mikhail Mishustin following the results of strategic session on the development of the Russian auto industry.

State support measures provided to Russian automobile industry enterprises are to be developed for the main segments of motor vehicles. At the same time, the conditions for access to them must be defined, including a high actual level of localization of products, consumer properties of the car, as well as prospects for export deliveries. Performance indicators for each support measure will be fixed in the state program "Development of Industry and Increasing Its Competitiveness". The authorized ministries must submit their proposals on this matter by the end of November.

The draft strategy being finalized should also provide for measures to increase labor productivity in the industry and reduce production costs. Another instruction concerns the formation of a forecast for the structure of the vehicle fleet, taking into account the development of the market for transport on alternative types of fuel, unmanned and connected transport. In the process of this work, long-term plans for the development of public transport infrastructure, increasing requirements for environmental protection, changing consumer preferences of citizens should be taken into account, and the segmentation of vehicles by type of fuel depending on the purpose of the transport and types of transportation, taking into account their range.

In the course of updating the draft strategy for the development of the automotive industry, the authorized ministries will also have to work out issues of forming a technological map of cooperation between manufacturers of vehicles, automotive components and materials, and software developers in a manner similar to that for national projects to ensure technological leadership.

In addition, Mikhail Mishustin instructed to take into account the need to establish legal foundations for the functioning of the institute of chief designers, bearing in mind their participation in the formation of technological policy.

The strategic session on the development of the automotive industry took place on June 17. Such priorities were identified by participants of the XI All-Russian Congress of Financial Education Volunteers.

The Congress traditionally brings together volunteers from all over the country and serves as a platform for exchanging experiences, developing and scaling initiatives, identifying modern trends and promising areas for promoting financial literacy.

Most of the initiatives presented at the congress are designed for adults. The emphasis is on a targeted approach, the ability to adapt an idea to the needs of the target audience. Financial activists also help organize training and employment for young people with disabilities, tell military personnel how to resist fraudsters, and explain the peculiarities of Russian financial legislation to residents of new regions.

"Teaching adults is not easy: everyone has their own life experience, education, priorities. Not everyone is ready to learn just because someone said it is important and necessary. But people are happy to learn when they are given knowledge at the right time and in a convenient form. Therefore, flexibility and a variety of formats are very important, and this is exactly what we are learning from you, from financial education volunteers," said Elvira Nabiullina, Chairman of the Bank of Russia.

Today, the register of financial education volunteers already includes 19 thousand activists: students, professional financiers, employees of educational institutions, public organizations, and commercial companies.

At a meeting on the development of checkpoints across the state border of the Russian Federation, the results of the movement of goods and freight vehicles on the main sections of the border were summed up.

The positive dynamics of freight vehicle traffic through automobile checkpoints is sustainable. Thus, the number of freight vehicles that passed through automobile checkpoints located on priority sections of the state border has increased by almost 70% over the past seven years and reached more than 6.5 million units in 2024.

At checkpoints on the Russian-Chinese section of the state border, the growth was almost 130% (from 229 thousand to 523 thousand units). In turn, the volume of transported goods increased by 34% and reached 46 million tons by the end of 2024.

High dynamics are also maintained in the movement of freight vehicles at checkpoints on the Russian-Mongolian section: 65% of the 2018 level, an increase from 34 thousand units in 2018 to 56 thousand units in 2024.

High rates are also observed on the Russian-Azerbaijani, Russian-Kazakh, and Russian-Georgian sections of the state border.

As part of the implementation of the order of the President of Russia to reduce the inspection time of freight vehicles to 10 minutes, the implementation of a pilot project at the Tagirkent-Kazmalyar automobile checkpoint on the Russian-Azerbaijani border continues. Thanks to the elimination of paperwork, the introduction of an intelligent checkpoint system and equipping the site with modern portal inspection and screening systems, the inspection time in test mode was just over 9 minutes.

By 2030, the implemented solutions will be scaled up to 55 priority checkpoints.
