For six months of 2025 complaints The number of complaints to the Bank of Russia from consumers of financial services and investors increased by 18.6% compared to the same period last year. A total of 182.4 thousand complaints were received.

At the same time, quarterly dynamics show a decrease in the number of complaints: in April-June of this year, it decreased by almost 7% compared to January-March.

Complaints about banks increased by 28.6%. Claims are most often related to blocking transactions, accounts and bank cards, as well as suspension of remote banking services. Banks are taking such measures to combat financial fraud.

At the same time, consumers complained almost twice as rarely about the imposition of additional services when taking out a loan.

The number of complaints against insurers has decreased by 47%. Thanks to the fact that citizens can independently clarify the value of the bonus-malus coefficient and challenge it through the website of the National Insurance Information System, template complaints have practically ceased to arrive: 80 against 10.4 thousand for the first half of 2024.

The number of complaints about microfinance organizations has increased slightly. The 3.6% increase is due to difficulties in returning funds for additional services and in obtaining credit holidays. There are fewer complaints related to new cases of imposition of additional services and credit histories.

The situation with claims against professional participants in the securities market developed in a similar way – they decreased by 19%. The smallest number of complaints related to sanctions restrictions were received against brokers (a 3.2-fold decrease) and depositories (a 2.5-fold decrease).

Complaints about non-state pension funds (NPF) increased by 17.7%. The reason is the growth of claims regarding the execution of long-term savings agreements. However, in absolute figures, there are few such complaints: 193 for more than 5.6 million concluded agreements. Complaints about disagreement with the transition from the Social Fund of Russia to NPF, as well as between NPFs, decreased by 40.3%.

What innovations are available to VTB Online users?

Internet services capabilities VTB expanded – the bank has added more functions to the clients’ personal account for managing personal finances. Thus, in the transactions department, users have access to:

tracking of any receipts and expenses, including transfers and cash withdrawals; control of balance dynamics; analysis of expenses by individual brands; the ability to group transactions into your own categories.

“The key innovation is the creation of personal categories that allow you to group expenses and immediately see what amounts were spent, including by transferring funds,” VTB Bank noted.

To create your own spending group, you need to select any operation and specify the category name, as well as set the color for a visual display of expenses. The function will be useful for people who want to competently analyze and effectively plan their budget.

How do customers of other banks track transactions?

The advanced functionality for tracking receipts and expenses is a unique solution in the industry. Competitors offer budget analytics using standard tools:

Sber allows you to track transactions by category, it is possible to move transactions to other groups without the ability to create your own subgroups;
T-bank also allows you to change the category of expenses, but only within the framework of a ready-made set;
Alfa-Bank allows you to change the expense category and add a transaction if the payment was made in cash.

VTB Bank offers its clients a wide range of tools for filtering and grouping transactions. Another useful feature is the availability of tips that will help increase cashback depending on the user's payment behavior. In the future, VTB plans to launch a separate large service that simplifies personal budget management – the content and details have not yet been disclosed.

The Bank of Russia has approved the methodologies of two credit rating agencies (CRAs) for assigning non-credit ratings to ordinary shares. This is a new product on the market, which represents an assessment of the fair value of companies. It will become an additional reference point for investors when making investment decisions.

The pilot included OOO National Credit Ratings and OOO National Rating Agency. When assessing issuers, the CRAs will take into account how companies comply with corporate legislation, including investor protection standards, then assign "stars" to shares and accompany the ratings with extended analytics.

The first issuers to be rated will be companies fromShareholder Value Creation Programs.

At the end of the year, the Bank of Russia will analyze the experience gained and, if it proves positive, will consider the possibility of using stock ratings in financial regulation.

Marat Khusnullin: Traffic has been launched on the reconstructed overpass on the Adler bypass

Translation. Region: Russian Federal

Opening of traffic on the reconstructed overpass on the A-149 Adler – Krasnaya Polyana highway.

The opening of traffic on the reconstructed overpass on the A-149 Adler – Krasnaya Polyana highway took place. It is part of the future interchange at the eastern portal of the Adler bypass, which will later become part of the prospective highway from the M-4 "Don" highway to Sochi and will connect the village of Kudepsta with the village of Vysokoe. This was reported by Deputy Prime Minister Marat Khusnullin.

"A developed road network with reliable artificial structures is one of the drivers of the country's socio-economic development. That is why we are actively working on updating and building modern highways. Thus, as part of this large-scale work, traffic was launched on the reconstructed overpass at 6 km of the A-149 Adler – Krasnaya Polyana highway. This is a major event in the framework of the implementation of the project to build an Adler bypass, which will later become part of the promising highway from the M-4 Don highway to Sochi and connect the village of Kudepsta with the village of Vysokoe. During the reconstruction of the overpass, specialists completed a large amount of work. By adding metal consoles on both sides, the existing overpass was widened to 13.5 m. Now Sochi residents and its guests will be able to move more conveniently both towards Adler and towards Krasnaya Polyana, bypassing a long turn through the entire interchange," said Marat Khusnullin.

The Deputy Prime Minister added that the completion of the reconstruction of the overpass and the launch of vehicle traffic on it will allow them to begin the main task – the preparation and drilling of vehicle tunnels from Ivanovskaya Street to Kudepsta.

According to the Chairman of the Board of the state company Avtodor, Vyacheslav Petushenko, the reconstruction of the overpass began in November last year, and work on the site was carried out in two shifts.

"For the convenience of local residents, the overpass was equipped with noise protection screens, and in order to improve traffic safety, we installed lights, a barrier fence, and a storm drain. Also, during the reconstruction, we paid close attention to the quality and durability of the road surface. Thus, for laying asphalt concrete, we used the Superpave technology. This is an innovative method that takes into account climatic and transport loads, ensures high resistance of the surface to cracking due to temperature fluctuations, deformation and fatigue failure. This method helps to predict the condition of the road surface over time, taking into account the influence of climatic features of a particular region and the level of transport load," said Vyacheslav Petushenko.

The eighth stream of training in the Unified Technology for Designing Solutions for Life Situations has started

Translation. Region: Russian Federal

Source: Ministry of Economic Development (Russia) – Ministry of Economic Development (Russia) –

An important disclaimer is at the bottom of this article.

Its participants included teams representing 17 regional centers for optimization of public services "My Documents" (MFC), as well as teams from the "Central Bank" and JSC "Analytical Center" (a subordinate institution of Rossotrudnichestvo). They will have to immerse themselves in the basics of the Unified Technology for Designing Solutions for Life Situations of the Agency and the State Corporation "Rosatom" over the course of four days. Another organizer of the educational process will be the Center for Strategic Research. The training is being conducted on the initiative of the Ministry of Economic Development of Russia, and the Lipetsk Region is the host.

"In Russia, there is an example of a working digital platform that provides access to a huge number of public services, which is constantly evolving and improving. At the same time, there are requests for new tools and services that can also be transferred to an electronic format, making them more accessible and transparent. Lipetsk Oblast has experience in implementing electronic technologies using standardization and structuring of requests, which can also contribute to the development of new proposals for various life situations," Lipetsk Oblast Governor Igor Artamonov addressed the training participants.

The idea to create a model of a unified national system for managing project arrays “Strong Country: Unified Technology for Integrating Projects and Initiatives” was submitted by the Governor of the Lipetsk Region Igor Artamonov and was included in the top 100 ideas of the forum.

The model is aimed at improving the quality of life of citizens by increasing the efficiency of implementing projects and initiatives, as well as changing the paradigm of the system of interaction between government bodies and citizens by increasing the effectiveness and satisfaction with the solution of problems. The effects of implementing the model solution will be a reduction in duplication of processes in public administration, an increase in citizen satisfaction with services and savings in budget funds due to optimization.

A unified technology for designing solutions for life situations of ASI and Rosatom can become a key tool for the future model of a unified national system for managing project arrays.

"As part of the training, its participants will develop life situations using advanced optimization tools: service design and lean technologies. They will examine in detail the updated version of the federal register of public services FRGU 3.0, which will become a single source of reference data on all services provided in the country, and will become familiar with the functionality of the system in detail. The main result of the training is the formation of a systemic understanding of the tasks in creating a client-centric state and the digitalization of public services," commented State Secretary – Deputy Minister of Economic Development of Russia Alexey Khersontsev.

It is expected that the training will improve the competencies of the RCO employees in various areas of their activities. For example, to optimize work processes, increase the level of human-centricity in the provision of services, and develop a description of the target state for state and municipal services (SMS). Using the Unified Technology, training participants will be able to analyze a state (municipal) service in order to improve the customer journey, as well as effectively transfer the provision of state and municipal services to the Unified State Services Portal to an electronic format.

"The main idea of creating regional optimization centers was initially to use the existing potential of highly qualified MFC employees and form competence centers from among them to help government agencies implement federal tasks to optimize public services. The ROCs met all expectations, and I admire their willingness to absorb new knowledge, pick up and test promising methods in order to stay on top!" – noted Natalia Yakovleva, Director of the MFC Development Center CSR.

Following the in-person training, teams from 17 constituent entities of the Russian Federation will work for 15 weeks to simplify the service provision scenario, reduce the number of interactions between citizens and departments, reduce the time it takes to provide services, and increase the demand for services.

The speakers of the program will be Andrey Kapalin, Director of ASI programs, Sergey Artemyev, Head of the project of JSC PSR of the State Corporation Rosatom, as well as Vyacheslav Nazarov, Head of the Department of Digital Transformation of Administrative Regulations of the Competence Center for Digital Transformation of Public Services of the CSR.

"Increasing citizens' satisfaction with the quality of public services is one of the Agency's key tasks, which was included in the new approved ASI Strategy until 2030. The training has already proven its effectiveness: socially significant projects based on human-centric principles are being launched in the regions. Involvement of departments in the Unified Technology project is an important step in continuing work on removing administrative barriers in obtaining key public services. The Unified Technology is already being used in the work of employment services, and now multifunctional centers will also receive our tool for work," explained ASI Program Director Andrey Kapalin.

Let us recall that 59 subjects have already completed training under the joint program with the State Corporation Rosatom "Unified Technology for Designing Solutions for Life Situations". The Federal Center for Competence in Employment has also joined the project: priority areas of work concern issues of employment of citizens returning from the SVO zone and their family members, as well as employment of young people – graduates of secondary specialized educational institutions and universities.

After the training, a solution accelerator is planned for three and a half months, then – the defense of projects before the Ministry of Economic Development of Russia and their testing at the MFC in the regions. ASI and the State Corporation Rosatom provide methodological support for solutions. Some regions have already successfully launched their practices. Among them are solutions related to assistance to participants of the SVO, families with children and people with disabilities.

Published business program International Forum "Islands of Sustainable Development: Climate Aspect", which will be held in Sakhalin Oblast on August 1-2. The event will be held as a visiting venue of the Eastern Economic Forum. The operator is the Roscongress Foundation.

"We are confident that the forum will become a platform for strategic dialogue on climate policy and a low-carbon future. Here we will discuss specific steps towards carbon neutrality and prospects for the Russian economy. Participants will see that "growth islands" are not a theory, but real projects in the economy, ecology and social sphere that comply with the principles of sustainable development, ESG standards and the UN Goals. Sakhalin Oblast is strengthening its leadership in this area in order to contribute to the achievement of national priorities," emphasized Sakhalin Oblast Governor Valery Limarenko.

The key event will be the plenary session "Russia – on the way to a low-carbon future". Its main topics include carbon regulation, the creation of a national system for monitoring climate-active substances, harmonization of approaches to the implementation of national environmental policies of the EAEU, SCO and BRICS states, and others. The forum will also include more than 10 business events dedicated to climate projects and adaptation to climate change, "green" energy, international scientific cooperation, interaction on environmental issues within the framework of integration associations, and other issues. Particular attention will be paid to the implementation of the Sakhalin climate experiment to achieve a carbon balance of greenhouse gas emissions and absorption.

The forum will be attended by the Assistant to the President of the Russian Federation, Special Representative of the President of the Russian Federation on Climate Issues Ruslan Edelgeriev; the Minister of Economic Development of the Russian Federation Maxim Reshetnikov; the Director of the Institute of Global Climate and Ecology named after Academician Yuri Izrael (IGCE) Anna Romanovskaya; representatives of the State Duma of the Federal Assembly of the Russian Federation, the state corporation VEB.RF and the ANO "Agency for Strategic Initiatives to Promote New Projects", as well as representatives of large Russian businesses, the scientific community, development institutions, entrepreneurs and experts from Russia, India, China, South Africa and other countries.

Marat Khusnullin: Russians received more than 33 million express extracts from the Unified State Register of Real Estate on the State Services portal

Translation. Region: Russian Federal

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

Digital services on the unified portal of public services allow citizens to be provided with the necessary services quickly and efficiently, including in the field of construction and housing and communal services. For example, since March 2023, Rosreestr has issued more than 33 million express extracts from the Unified State Register of Real Estate (USRRE) on the public services portal, Deputy Prime Minister Marat Khusnullin reported.

"Digitalization helps improve the quality of various services provided to citizens, including in the real estate sector. On the "EGRN Data Showcase", it is possible to order an express extract online free of charge. Unlike a regular extract, the production time of which takes up to three working days, an express extract is generated within a few seconds, which is very convenient. Over the two and a half years of the service, we have seen stable dynamics: 13.2 million express extracts were issued in 2023, 13.8 million in 2024. In the first half of this year, residents of the country received another 6 million extracts. An express extract has the same legal force as a document ordered from the MFC," said Marat Khusnullin.

According to the head of Rosreestr Oleg Skufinsky, in general, compared to 2020, the share of Rosreestr electronic services has increased more than 3 times – to 67%.

"The share of electronic mortgages has increased 10-fold, to 90%, and the share of electronic registration of equity participation agreements has increased 5-fold, to 99.9%. This has made it possible to increase the accessibility and convenience of receiving government services in the field of land and real estate," the head of the department noted.

In general, the most popular among Russians since the beginning of 2025 have been extracts from the Unified State Register of Real Estate on the rights of an individual to the real estate objects he/she owned (has). Over 38 million of them were provided in the first 6 months of 2025. This is 35.7% of the total number of all issued extracts from the Unified State Register of Real Estate. They allow you to confirm what real estate a person owned during a certain period of time.

In second place are extracts from the Unified State Register of Real Estate on a real estate object, which contain information on the characteristics of the object. From January to June 2025, more than 32 million of them were issued, which is 4% more than the same period last year.

In third place are extracts from the Unified State Register of Real Estate on the main characteristics and registered rights to a real estate object, which provide the most complete publicly available information about the object. Over the first 6 months of 2025, 22.8 million such documents were provided.

Dmitry Chernyshenko: Three out of five in-demand specialties among applicants are engineering

Translation. Region: Russian Federal

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

The acceptance of applications for budget places in bachelor's, specialist and basic higher education programs has ended. However, the acceptance of documents for master's and postgraduate programs continues.

"During the admissions campaign, more than 1.3 million applicants have already applied to universities, half of them using the "Online University Admission" service. It is important to note that three out of five in-demand specialties among applicants are engineering. President Vladimir Putin said that by 2030, Russia needs to train at least 2 million specialists in this field – they will be the ones who will ensure Russia's technological leadership in the future," said Deputy Prime Minister Dmitry Chernyshenko.

Among the five most popular areas of study on a budget basis, three are in the field of “Engineering, Technology and Technical Sciences”.

The admissions campaign started in Russia on June 20. During this time, 1 million 363 thousand applicants applied to more than 11.7 million competitive groups. More than half of applicants used the "Online University Admission" service when submitting documents to universities. Many also used the service to track the status of their submitted application.

67% of applicants chose regional universities. The head of the Ministry of Education and Science Valery Falkov noted that the super service "Online University Admission" opens up new directions for academic mobility of applicants.

"This is not just a tool for submitting documents online. We see that thanks to the super service, applicants from the regions see a completely different picture of opportunities; they choose not only home universities and universities in Moscow and St. Petersburg, but also universities in other regions of our country," the minister said.

According to the service "Online University Admission", the top five regions in terms of demand among applicants, in addition to Moscow and St. Petersburg, included universities in the Republic of Tatarstan, Sverdlovsk and Novosibirsk regions. Since 2025, universities in the DPR, LPR, Zaporizhzhya and Kherson regions have joined the super service "Online University Admission" for the first time.

Also this year, applicants have the opportunity to submit documents online through "Gosuslugi" for master's and postgraduate programs. Applications for these programs are still being accepted.

The head of the Ministry of Education Sergey Kravtsov spoke about the admission campaign in pedagogical universities. This year, a record number of applications were submitted for teacher training programs.

"This year, as in the past, we see a growing interest of young people in pedagogical fields. This indicates that the profession is becoming more in demand. During the current admissions campaign, according to data as of July 28, a record number of applications were submitted in pedagogical fields to pedagogical universities – 514,193. At the same time, 25% more applications were received for bachelor's and specialist's degree programs in pedagogical fields than according to the results of the admissions campaign of the 2024/2025 academic year – 471,405. I am sure that young specialists will come to schools and continue the best traditions of the national education system. It is gratifying that the direction "Education and Pedagogical Sciences" occupies one of the leading positions in the number of applications submitted for budget places," said Sergey Kravtsov.

Currently, the competition for admission to pedagogical universities is 16 people per place, while last year there were 10 people per place. The leaders in the number of applications are the Russian State Pedagogical University named after A.I. Herzen, Moscow State Pedagogical University and Novosibirsk State Pedagogical University.

36 pedagogical and more than 200 classical universities train personnel for the education system. This year, more than 75 thousand budget places have been allocated for pedagogical programs, of which almost 38 thousand are for universities subordinate to the Russian Ministry of Education.
