Deputy Prime Minister Dmitry Patrushev held a working meeting with Acting Head of Tambov Oblast Yevgeny Pervyshov. The parties discussed the development of agriculture and the implementation of the activities of the national project "Ecological Well-Being".

As noted, the Tambov Region's agro-industrial complex makes a significant contribution to ensuring the country's food security. In particular, traditionally high indicators are demonstrated by livestock farming, grain complex and gardening.

The harvesting campaign is currently underway in the region, and an increase in grain crop yields is noted. Evgeny Pervyshov reported that about 2.5 million tons have been threshed to date, with a yield of 49.6 c/ha, which is higher than the national average.

In 2025, the positive dynamics in the production of livestock and poultry will continue. Thus, over the first six months of the current year, the indicator has grown to almost 320 thousand tons.

Particular attention at the meeting was paid to the issues of achieving national goals in the field of environmental well-being. Within the framework of the national project "Ecology" in the Tambov Region, measures were implemented to eliminate three unauthorized landfills, modernize the infrastructure of solid municipal waste collection and accumulation facilities, reforestation and river cleaning. Over 940 million rubles were allocated from the federal budget for these purposes.

Within the framework of the national project “Environmental Well-being”, which was launched this year, work in these areas will continue.

529 student design bureaus (SDB), located in 78 regions of Russia, were able to attract more than a thousand industrial companies to joint activities in 2024 – this is twice as much as the year before.

The work of the SKB is aimed at developing students' design and construction skills, and allows team members to engage in scientific research and development, noted Deputy Prime Minister Dmitry Chernyshenko.

"On the instructions of President Vladimir Putin, a system of student design bureaus is being created in our country. It helps involve young people in the development of new technologies and products, and also helps improve the quality of engineering education. We see the active development of this system: in 2022, there were 58 SKBs operating in Russia, and today there are already 529. Over the past year, the number of industrial partners for student design bureaus has doubled," the Deputy Prime Minister noted.

He added that large Russian companies, including Rosatom State Corporation, Rostec State Corporation, Gazprom PJSC, Sberbank PJSC, and Russian Railways OJSC, are actively participating in the work of the SKB.

The activities of student design bureaus correspond to the priority areas of scientific and technological development of the country, noted the head of the Ministry of Education and Science, Valery Falkov.

"The most popular areas of activity in student design bureaus right now are information and additive technologies, robotics and biotechnology. In total, more than 83 thousand students, postgraduates, teachers, young scientists are involved in the SKB, and all of them, united by a keen interest in engineering activities, contribute to our country's achievement of technological leadership," said Valery Falkov.

The top five regions in terms of the number of student design bureaus were Moscow (66), Bashkortostan (30), St. Petersburg (29), Novosibirsk (25) and Tomsk (21) regions.

The top five universities by the number of SKBs included Orenburg State University (20), Ufa University of Science and Technology (16), Chuvashia State University named after I.N. Ulyanov (13), and Southern Federal University (11). Fifth place was shared between Novosibirsk State Technical University, Rybinsk State Aviation Technical University, and Samara National Research University named after Academician S.P. Korolev – each of them has nine bureaus.

It should be noted that SKB carries out a lot of work on career guidance for schoolchildren. Open days, excursions, meetings with young engineers, specialized master classes and competitions are held for the children – all this is aimed at involving schoolchildren in engineering creativity.

Let us recall that in April of this year, the winners of the first student bureau competition were announced: 15 universities received subsidies for the creation and development of their SKB.

On August 12, a meeting of the federal headquarters for stabilizing the situation in the electric grid complex and ensuring reliable energy supply to consumers of the Republic of Dagestan was held in Makhachkala. The meeting was chaired by Deputy Minister of Economic Development of the Russian Federation Sergey Nazarov and Deputy Minister of Energy of the Russian Federation Petr Konyushenko.

The event was attended by First Deputy Chairman of the Government of the Republic of Dagestan Manvel Mazhonts, Minister of Energy and Tariffs of the Republic of Dagestan Marat Shikhaliev, representatives of PJSC Rosseti, republican ministries and relevant departments.

The key topics were improving payment discipline, eliminating unauthorized connections, combating illegal mining, as well as measures to handle peak loads in the energy system during abnormal heat, as well as the results of the implementation of a “pilot” program for sustainable economic development of energy and housing and communal services enterprises.

"This year, in order to successfully implement the "pilot" program, the region needs to reach 90% in terms of collection for all utilities, as well as reduce losses in the networks. According to the results of the first half of the year, the lowest level of payment collection and the highest level of losses in the networks are still recorded in the electric power industry. I note that with the current level of payments for electricity (less than 70%) and losses in the electric networks at the level of 50%, PJSC Rosseti North Caucasus – Dagenergo actually has no sources for implementing measures to reconstruct and modernize the regional energy system. It is necessary to more actively interact with the population and business to increase the level of payments, and significantly improve the effectiveness of measures to identify facts of theft of electric energy," said Sergey Nazarov.

During the trip, the delegation also visited one of the key power supply centers of Makhachkala – the 110 kV "Novaya" substation, where power engineers installed an additional transformer with a capacity of 16 MVA and replaced 12 cable power lines to improve the reliability of power supply. Later, Sergey Nazarov took part in a working meeting with the Head of the Republic of Dagestan Sergey Melikov, which was also attended by Deputy Minister of Energy of the Russian Federation Petr Konyushenko. The development of the region's electric grid complex and the implementation of a "pilot" program for sustainable economic development of energy and housing and communal services enterprises were discussed.

Aide to the President of Russia Andrei Fursenko and Deputy Prime Minister Dmitry Chernyshenko held a meeting of the council for the implementation of the Federal Scientific and Technical Program for the Development of Synchrotron and Neutron Research and Research Infrastructure for the Period up to 2030 and Beyond.

It was also attended by the Minister of Education and Science Valery Falkov, the President of the National Research Center "Kurchatov Institute" Mikhail Kovalchuk, Deputy Minister of Finance Pavel Kadochnikov, Deputy Minister of Industry and Trade Vasily Shpak, Deputy Minister of Healthcare Tatyana Semenova, and representatives of other interested organizations. During the meeting, the current status of work on the creation of unique scientific installations of the "megascience" class and complexes of nuclear medicine and hadron therapy was discussed.

Andrey Fursenko noted the importance of meeting deadlines when creating such installations and complexes, and also paid special attention to the development of technologies that will be developed on the basis of the research stations of the SKIF Center for Collective Use.

Dmitry Chernyshenko emphasized that measures for the development of synchrotron and neutron research and research infrastructure in Russia are enshrined in the corresponding decree of President Vladimir Putin.

"Our country is implementing a program to create and modernize a network of unique scientific installations of the "megascience" class, nuclear medicine and hadron therapy complexes. They are called upon to make an important contribution to achieving the national goal set by President Vladimir Putin – technological leadership. Thanks to these installations, our country will be able to further realize its scientific potential, provide breakthrough research in a whole range of areas, including the nuclear industry, materials science, and medicine. Today, 12 such projects are being implemented within the framework of the federal scientific and technical program," the Deputy Prime Minister noted.

Among them are the SKIF Collective Use Center in the Novosibirsk Region, the RIF on Russky Island, PIK and the Nuclear Medicine and Hadron Therapy Center (modernization of five complexes) in the Leningrad Region, Sila and Omega in the Moscow Region, the Zelenograd Technological Storage Complex, and KISI-Kurchatov in Moscow. The Deputy Prime Minister paid special attention to the progress of creating a 4th generation synchrotron radiation source at the SKIF Collective Use Center and the commissioning of 25 research stations at the International Center for Neutron Research based on the PIK high-flux reactor.

The head of the Ministry of Education and Science, Valery Falkov, presented a report on the current status of work on the creation of unique scientific installations of the “megascience” class.

"The event to create such a research infrastructure is the key and most resource-intensive in the federal scientific and technical development program. As a result, a network research infrastructure will be created with localized sources in various regions of Russia," he noted.

The Minister also spoke about the implementation of the project to create a 4th generation synchrotron radiation source at the SKIF Center for Collective Use.

"We have created a large-scale program, and it is moving forward. Now it is important to make an effort and see it through to the end. There is a great responsibility in construction, because the volume is really serious. What we are doing can be done by only a few countries," said Mikhail Kovalchuk.

In December 2024, the linear accelerator (part of the SKIF structure) was launched. In May of this year, the booster synchrotron was launched, and the first synchrotron radiation was obtained at the facility. By the end of August, it is planned to reach the design power parameter of 3 GeV (one of the two main parameters of the synchrotron radiation source). Currently, scientists from the G.I. Budker Institute of Nuclear Physics SB RAS (the main manufacturer of equipment for the accelerator-storage complex) are doing a lot of work in this area.

The manufacturing of the SKIF main storage device equipment is 95.5% complete. It is fully located on the site of the facility, and large-block assembly of accelerator elements is underway in the manufacturing stand building.

In parallel with this, the team that will work on the installation is being trained. The main source of personnel for SKIF will be Novosibirsk State University.

In general, the SKIF CCU is a complex of 34 buildings and structures, as well as engineering and technological equipment. The readiness of the equipment of the seven experimental stations of the first stage is more than 95%.

The Ministry of Education and Science is working to attract industrial partners interested in the operation of such mega-science installations. During a series of events, they formulated requests for research, including in the fields of petrochemistry, biology, microelectronics, and others.

Director of the Kurchatov Institute National Research Center Yulia Dyakova spoke about the implementation of 12 megascience class installations and nuclear medicine complexes within the framework of the program. In particular, she noted that 11 out of 20 stations have already been manufactured and delivered for the commissioning of 25 research stations of the PIK reactor, and 9 stations are still being developed. She emphasized that the modernization of such installations as KISI-Kurchatov, Omega, TNK Zelenograd, RIF, Luch U-70 and Luch-Proton is on schedule. It is expected that the Luch-Proton complex will create the first domestic gantry system in Russia – a radiation installation for medicine.
