State-owned companies' purchases from SMEs exceeded 3.8 trillion rubles in the first half of 2025

According to the results of the first half of 2025, the volume of purchases by government customers from small and medium-sized businesses under Federal Law 223 amounted to more than 3.8 trillion rubles, and the number of contracts exceeded 428 thousand. Almost 150 thousand SMEs became suppliers, which is 4.4% more than a year earlier.

"The participation of small and medium-sized businesses in state-owned company purchases gives them access to a stable sales market. We see how the number of SME suppliers increases year after year and the range of purchased products expands. If earlier small businesses mainly purchased office supplies, furniture or paper, now it is increasingly industrial products. This indicates that small businesses are able to meet the demand of large companies in terms of quality and volume. Compared to the same period last year, the number of SME suppliers who concluded contracts as a result of state purchases increased by more than 6.3 thousand and reached almost 150 thousand from all regions of Russia. By the end of 2025, the total volume of purchases from SMEs may exceed 9 trillion rubles," said Deputy Prime Minister of the Russian Federation Alexander Novak.

Alexander Novak emphasized the need to meet the payment deadlines for contracts with small and medium businesses. According to him, this is of strategic importance, since timely payments ensure the stability of SMEs, preventing cash flow gaps and creating conditions for the development of enterprises.

The leading regions in terms of the amount of purchases from small and medium businesses were Moscow (more than 1.2 trillion rubles), St. Petersburg (345 billion rubles), the Republic of Tatarstan (almost 250 billion rubles), Moscow Region (more than 200 billion rubles) and Sverdlovsk Region (almost 130 billion rubles).

"We are noting the positive dynamics of growth in the volume of purchases from small and medium-sized businesses in a number of regions. The Republic of Tatarstan showed significant growth – almost 25 billion rubles, Samara and Rostov regions – more than 24 and 23 billion, respectively, the Donetsk People's Republic – over 12 billion rubles, as well as the Yaroslavl region – more than 11.5 billion. The top ten leaders in terms of the rate of increase in purchases also included Primorsky Krai, Khanty-Mansi Autonomous Okrug – with volumes of over 11.3 billion rubles, the Republic of Sakha (Yakutia) – 11.3 billion, as well as the Irkutsk Region and the Udmurt Republic, where volumes exceeded 9 billion rubles. These results are an indicator of the active involvement of SMEs in the public procurement system and a reflection of targeted work to develop entrepreneurship in the regions," commented Deputy Minister of Economic Development of Russia Tatyana Ilyushnikova.

For companies with state participation, there is a mandatory 25% quota for purchases from small and medium-sized businesses. It was established by the Government of the Russian Federation, and compliance is monitored by the SME Corporation and regional government agencies. Expanding the participation of small and medium-sized businesses in purchases under Federal Law No. 223 is one of the objectives of the federal project "Small and Medium-sized Entrepreneurship" of the national project "Efficient and Competitive Economy".

Deputy Minister of Economic Development inspected the infrastructure of the Mamison resort

On July 17, 2025, Deputy Minister of Economic Development of Russia Sergey Nazarov visited North Ossetia on a working visit. The main point of the trip was the all-season tourist and recreational complex "Mamison", where an off-site meeting was held with the participation of the Minister of Economic Development of the Republic of North Ossetia Alania Marat Sokayev and representatives of "Kavkaz.RF".

During the meeting, key areas of further development of the resort were discussed, including the pace of construction of facilities and connection to utility networks. Sergey Nazarov inspected the transport, utilities and tourism infrastructure, including ski slopes, hotels, glampings and tent camps. In addition, the meeting participants tested the new Mamihdon trail from the upper cable car station to the tent camp (length over 4 km).

Today, the resort has two cable cars, 14 km of ski slopes, hotels, cafes and year-round recreation facilities. Due to the national project "Tourism and Hospitality Industry", 590 million rubles were allocated for infrastructure development in 2023-2024. In 2025-2027, financing in the amount of 150 million rubles is planned.

Construction and installation works at the 110/10 kV Mamison substation have been fully completed. In December 2024, an agreement was concluded between JSC Kavkaz.RF and PJSC Rosseti North Caucasus, ensuring the technological connection of the resort facilities. The redistribution of capacity in the amount of 4480 kW allows for the launch of the infrastructure in normal mode.

The main gas pipeline, 14.5 km long, is 90% complete, and 100% within the resort. Gas supply via this route is expected in the fourth quarter of 2025.

The water intake unit with a capacity of 4,500 m³/day has been operating since 2014 and was transferred to the balance of the republican water utility in 2024. The resort is connected to the centralized water supply according to a temporary scheme: water comes directly from wells, bypassing reservoirs. This ensures the functioning of the facilities, but requires additional measures to modernize the system.

"The creation of the Mamison resort is not only a contribution to the tourist attractiveness of North Ossetia, but also to the development of the entire economy of the region. Over the past two years, we have managed to overcome infrastructure barriers and move to the stage of stable operation. Today, the task is to ensure the stable operation of all engineering systems, involve investors and continue the comprehensive development of the resort," emphasized Sergey Nazarov.

The discrepancy was identified during meetings in the format of incident No. 42 "Fishing vessels" chaired by Deputy Prime Minister Dmitry Patrushev. Thus, the changes introduced by the Government will allow new contracts to be concluded with investors for the freed up shares of the investment quota.

Construction work on the new airport complex in Blagoveshchensk began in 2023. To date, the installation of the building's metal structures and 3,000 square meters of wall sandwich panels has been completed, and the installation of facade and stained glass structures is underway. The airport's landscaping area is underway. Its park section will be converted into a recreational area of over 5,500 square meters. The small aircraft apron is currently being reconstructed. Two more taxiways are planned to be put into operation by the end of the year.

Over 6 years, the passenger flow of Blagoveshchensk airport has grown more than 2.2 times – from 418 thousand people in 2018 to 928 thousand in 2024. More than a million passengers are expected in 2025.

Since May 2025, the regional highway Blagoveshchensk – Bibikovo, which connects the regional capital with the Ignatievo International Airport, has also been reconstructed. The project provides for the expansion of the road to four lanes and the separation of flows, as well as a comprehensive modernization of utility networks and outdoor lighting systems, the reconstruction of communication networks, electrical and heating networks, the organization of storm sewers and water drainage.

Today, the section of the Blagoveshchensk-Bibikovo road, running from the regional capital to the settlement of Aeroport, is the busiest highway in the region.

Kani-Kurgan is one of the key border crossings on the Russian-Chinese border. On June 10, 2022, the official ceremony of opening the movement of freight transport through the border bridge crossing took place and the first trucks went through the Kani-Kurgan-Heihe checkpoint. The nature of the international traffic is freight and passenger.

Currently, a temporary scheme of operation of the automobile checkpoint (ACP) with restrictions on infrastructure and throughput capacity has been implemented on the Russian side. The temporary scheme was created for the period until the completion of the creation of the permanent ACP Kani-Kurgan. At the same time, on the Chinese side, a permanent ACP with a throughput capacity of 1,100 vehicles per day operates.

To launch the movement of freight transport in the conditions of the temporary scheme of work of the APP Kani-Kurgan, the service "Electronic queue for vehicles" was created. With the efforts of the attracted investor, at a distance of 4 km from the APP, an accumulation site for 250 trucks for registration and waiting for departure to the checkpoint was equipped. Own software for managing the process of formation of the queue of vehicles was developed and implemented.

As of July 7, 2025, over 170 thousand vehicles have crossed the bridge during the entire period of operation. This year, the maximum level of traffic flow was recorded in May and amounted to 7943 vehicles, and the average daily figure was 265 vehicles per day.

Packaging, tires, auto parts, equipment, building materials, clothing, electrical appliances, wheeled special equipment and cars are imported through the border bridge crossing. Soybean and sea buckthorn oil, legumes, lumber, veneer, cosmetics, raw materials for Chinese traditional medicine, and dry milk are exported.

Since August 2023, transportation of dangerous goods has been open. Helium, liquefied natural gas (LNG), liquefied petroleum gas (LPG) are currently exported. In 2025, the export flow of transport with dangerous goods increased from 91 vehicles in January to 225 vehicles in June.

In addition, a regular international passenger route between the cities of Blagoveshchensk and Heihe was opened via the bridge on December 10, 2024.

The government continues to assist regions in creating a comfortable urban environment. An additional 1 billion rubles will be allocated for bank protection and subsequent construction of the Volgograd Reservoir embankment in Saratov. An order to this effect has been signed.

Financing from the Government's reserve fund will speed up the pace of work. Thus, it is expected that by the end of 2025, the work of the second stage of coastal protection of the section from the first berth to the Zaton solarium will be fully completed, as well as 70% of the work of the third stage. The government has expanded the list of modern technologies for concluding special investment contracts

The list of modern technologies, during the development or implementation of which companies can conclude special investment contracts with the state (SPIC 2.0), has been expanded by another 21 items. The order to supplement the existing list was signed by Prime Minister Mikhail Mishustin.

The updated list includes technologies that can be used in medicine, the chemical and food industries, agriculture, energy, and construction.

These technologies include new methods for producing hydrogen, ammonia, nitric acid, granulated urea, building materials, new generation feed enzyme preparations, bread and bakery products with an extended shelf life, vegetable oil and other products.

Commenting on the signed documentGovernment meeting on July 17, Mikhail Mishustin emphasized that it will attract additional private investment in priority areas, and will also help develop the production of products that are critically important for the country.

In a new format, the special investment contract mechanism has been in effect since the end of 2020. It allows attracting large private capital investments in the development of innovative solutions and the creation of high-tech production facilities for the production of competitive domestic products.

Within the framework of the SPIC mechanism, the investor undertakes to implement an investment project for the introduction or development and introduction of modern technology for the development of serial production of industrial products on the territory of Russia within the timeframes specified in the contract.

The state, for its part, guarantees such an investor favorable, clear and unchangeable conditions for investments, including tax benefits and special conditions for land lease without tenders. Contracts are concluded for a period of up to 15 years if investments in the project do not exceed 50 billion rubles. For a larger amount, the period of the agreement may be extended to 20 years.
