Developing a long-term strategy is the next logical step. Already during the strategic session, we received proposals from State Duma deputies, specialized associations and experts. But the key part of this work is an open dialogue with businesses and the professional community. The survey conducted by the Center for Strategic Research is one of the most important feedback tools. Its results will form the basis for decisions and mechanisms aimed at creating conditions for the sustainable growth of creative industries in Russia," Tatyana Ilyushnikova emphasized.

On Wednesday, July 23, the Minister of Economic Development of the Russian Federation, Maxim Reshetnikov, presented the main results of the work of special economic zones (SEZ) over the 20 years since the mechanism was created at a meeting of the President with members of the Government.

“Exactly 20 years ago, on your instructions, a law was adopted on Special Economic Zones to create new growth points in the regions and stimulate investment,” the minister noted, addressing the head of state.

Since the mechanism was launched, 59 SEZs have been created in Russia. More than 1,300 resident companies have invested 2.7 trillion rubles and created 110 thousand jobs. Today, the zones are developing in various sectors – from industry, science and logistics to tourism.

"Special economic zones respond to key business needs. It is within the framework of SEZs that production facilities are launched that ensure technological sovereignty and replace imports," emphasized Maxim Reshetnikov.

The development of SEZs has accelerated especially in the last five years. Since 2020, more than half of the zones operating today — 34 — have been created. The influx of residents during this period was a record — 561 companies. Recent examples include the production of trailers in Tatarstan, medical furniture in the Tula region, pet food in the Lipetsk region, air filters and polymer products in the Novgorod region.

The head of the department separately noted the contribution of SEZs to the development of regional economies. The zones become drivers of diversification and create highly skilled jobs. According to the Ministry of Economic Development, the level of wages at resident enterprises is often 30-50% higher than the regional average.

In 2025, six new economic zones were created in Russia, and five more were expanded. Among the new ones are a tourist zone in Kuzbass, a machine-building cluster in the Chelyabinsk region, and an industrial and logistics hub in the Novosibirsk region. Applications for opening new sites are being developed, including a tourist SEZ in Mineralnye Vody.

According to the minister, the effectiveness of the mechanism is also confirmed from the point of view of the return of state investments: "The costs of benefits and the creation of infrastructure are recouped by the growth of the tax base. As of today, the budgetary effect from the work of the SEZ has exceeded 122 billion rubles," the head of the Ministry of Economic Development reported.

During his speech, the minister outlined further priorities for the development of the mechanism. Among them are the simplification of procedures for investors, the integration of infrastructure support measures, the expansion of tourism formats, and the active attraction of foreign companies. Today, more than 100 foreign investors from 34 countries work in Russian SEZs.

Among the commissioned objects, for example, the Alekseyevskoye-Almetyevsk road as part of the Shali (M-7) – Bavly (M-5) highway in the Republic of Tatarstan. Also in the Samara Region, a bypass of Tolyatti with a bridge across the Volga was built as part of the international transport route Europe – Western China. Marat Khusnullin added that this year, as part of the national project "Infrastructure for Life", in continuation of the IBC program, treasury infrastructure loans (TIL) are being launched. The Government Commission for Regional Development has begun approving the first applications from the regions. Thus, thanks to the TIL, it is planned to build the Bolshoy Smolensky Bridge in St. Petersburg. According to the First Deputy Minister of Construction and Housing and Public Utilities Alexander Lomakin, with the use of budget loans, work continues in 43 regions on 114 road facilities with a total length of 282.9 km.

"In 39 regions, work is ongoing on 103 road sections with a length of 260.6 km. Among them is the reconstruction of the road along Arkhitektorov Boulevard with the installation of a contact trolleybus network in Omsk Oblast. Also underway is the construction of a transport interchange at the junction of the bypass of the village of Ozhogino to the R-254 Irtysh highway in Tyumen Oblast, in Tomsk – the construction of the Small Transport Ring, in Leningrad Oblast – the Eastern Bypass of the city of Murino, and in Nizhny Novgorod they are building a new four-lane alternate for Gagarin Avenue. Within the framework of the SCC, 11 road facilities with a length of 22.3 km are still underway. In particular, the construction of a road from the village of Zaozerny to Khalaktyrsky Beach in Kamchatka Krai with a length of 4.5 km is underway," said Alexander Lomakin.

Vasily Kupyzin, General Director of the Territorial Development Fund, the operator of the infrastructure budget and special treasury loan programs, noted that a total of 216 road infrastructure facilities were allocated: approximately 229.4 billion rubles for 201 facilities under the IBC and 7.8 billion rubles for 15 facilities under the SKK.

"These are roads and bridges with a total length of 788.4 km in 53 regions of Russia. New road projects, which regions have the opportunity to implement on favorable terms without a heavy burden on the local budget, facilitate the movement of residents and goods, improve the accessibility of remote settlements and help attract investment. In Gorno-Altaisk, the construction of a modular emergency department for the Republican Hospital is nearing completion. This is the first modular emergency department within the new national project "Long and Active Life" out of 21 planned for commissioning in 2025. The department covers the full cycle of emergency patient admission and treatment and will be equipped with everything necessary for prompt diagnostic and emergency treatment, including in the event of a mass admission of patients.

The new department includes a diagnostic unit (CT, X-ray, ultrasound, ECG, endoscopy, express laboratory), a resuscitation and operating unit, a unit for emergency medical care patients, and an administrative and economic unit. It is integrated with the main hospital complex through a heated passage for unimpeded patient transportation. The opening of the new admission department will relieve the main hospital buildings and improve emergency care.

M. Mishustin: Friends, I want to thank you all. Two and a half months – and the building, they call it the emergency department, is ready. But this is practically a full-fledged hospital, a field hospital, with modern equipment, which can be converted into an operating room. And all this for reasonable funds. This project costs approximately 643 million rubles. The region invested 100 million, the rest of the funds are from the federal budget.

But the most important thing is the people, the doctors. I am very happy to see such a team here. Andrey Anatolyevich (Turchak) attracts the best. Anton Viktorovich (Khazov) recently returned from a special military operation, he was in charge of the hospital and saved people. I want to thank him for such prompt and professional organization of this work. Everything here is at the highest level. I am sure that the professionals who came here will provide high-quality medical care, and this is very important for the republic, where more and more people are now going.

The presidential program to support doctors and nurses, mid-level medical personnel is also very important – doctors who work in small, remote settlements, villages, as well as nurses, mid-level personnel are paid an additional 50 thousand rubles. All this also helps to attract qualified personnel.
