The government is scaling up a pilot project to optimize document flow to federal ministries and departments. It is aimed at reducing the bureaucratic burden in the public administration system and increasing the real efficiency of the state apparatus. This work is being carried out under the leadership of Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko.

Federal ministries and departments, with the support of analysts from the Government Office, have already begun assessing their work processes. Key areas for optimization include reducing redundant documents and reporting, reducing manual data entry and unnecessary actions in IT systems, and eliminating unnecessary approvals and paper copies. Based on the results of the analysis, departments will present specific indicators and checkpoints for restarting their work.

Since the beginning of 2025, such a project has been launched at the Government Office. Today, all of its structural divisions are already participating in it. Clear KPIs for reducing bureaucracy have been established for each of them. They are directly related to the regulatory tasks of the structural division.

In particular, the Government's Protocol Support Department will reduce the number of redundant documents by half (by 3,000 documents) by the end of 2025, and the Department of Culture, Sports and Tourism will speed up internal document processing processes on average by half (by 20 days). These changes will affect optimized processes.

"We have consistently achieved 100 percent executive discipline by increasing the speed of work with documents. At the same time, analytics have shown that a significant portion of these documents are redundant. Now our task is not just to speed up approvals and control the execution of tasks, but to increase the real efficiency of the state apparatus. In essence, we are introducing a fundamentally new approach to civil service, and the focus is not on bureaucratic procedures, but on real changes and measurable results," said Dmitry Grigorenko.

All optimization results are recorded on a special dashboard, which reflects key improvements in the work of departments in real time. These include a reduction in manual data entry by half, the cancellation of more than 1.8 thousand redundant documents. In addition, the duration of operational processes was reduced by a total of 244 days.

The project will continue to develop to reduce the administrative burden and improve the quality of work of government agencies.

Order dated July 26, 2025 No. 2010-r

The list of projects to be implemented using federal budget funds within the framework of the comprehensive state program "Construction" has been expanded. An order has been signed to include the school in the All-Russian Children's Center "Orlyonok" and the infrastructure of the Talagi airport in Arkhangelsk.

The construction of a school for 1,100 students in the Orlyonok children's center is being carried out on the instructions of the President of Russia. The new educational institution will increase the number of participants in autumn and winter shifts in children's camps operating within the Orlyonok structure. In addition, the new school will become an experimental, pedagogical and methodological platform for the country's general education system. It is expected that the construction of the educational institution, the total area of which will be more than 17 thousand square meters, will be completed in 2028.

Another new project is the renovation of several taxiways at Talagi Airport in Arkhangelsk. The modernization will take place as part of the II, III and IV stages of the airport reconstruction work.

The comprehensive state program "Construction" was launched by order of the President of Russia in February 2023. It replaced the Federal Targeted Investment Program.

The list of facilities to be built under the state program was approved in 2023. It includes priority construction projects in terms of state funding. These are large social institutions in various regions of the country – medical, sports and educational centers, museums, public utilities and transport infrastructure. A resolution was signed on the integration of the new state information system “Centralized system for collecting information from 112 systems”, operating on the basis of the unified GosTech platform, into the information space of regional 112 call systems.

This integration will allow for the automatic generation of internal information on the measures taken to respond to calls to a single number. It will be sent to various federal and regional authorities, including the Ministry of Emergency Situations, the Ministry of Internal Affairs, and the Ministry of Health, to improve work with emergency calls.

Deputy Prime Minister of the Russian Federation Alexander Novak, as co-chairman, held the 61st meeting of the Joint Ministerial Monitoring Committee of OPEC countries via videoconference.

The parties reviewed crude oil production data for May and June 2025 and noted the high level of compliance by OPEC and non-OPEC countries participating in the Declaration of Cooperation.

The meeting participants confirmed the importance of adhering to the agreements within the OPEC deal, as well as achieving full compliance with quotas and compensations for oil production. Countries that allowed production in excess of the standards established for them must submit updated compensation plans to the OPEC Secretariat by August 18, 2025.

The Joint Ministerial Monitoring Committee reserves the right to convene additional meetings or request a ministerial meeting of OPEC and non-OPEC members, as agreed at the 38th Ministerial Meeting held on 5 December 2024.

Monitoring of compliance with the production adjustments agreed at the 38th OPEC-non-OPEC Ministerial Meeting and additional voluntary production adjustments announced by OPEC Group of Eight countries will continue.

The next, 62nd meeting of the Joint Ministerial Monitoring Committee is scheduled for October 1.

Omsk State University named after F.M. Dostoevsky is the first university in the region. It was founded on April 28, 1973. The name of Fyodor Mikhailovich Dostoevsky was given to Omsk State University in 2004.

The university structure includes an institute of secondary vocational education, 8 faculties, 33 departments, 3 research laboratories, a business education center, etc. About 6.8 thousand students study here, including more than 400 foreigners from 20 countries.

Omsk University trains specialists in the fields of physics and chemistry, mathematics, information technology, lawyers and economists, philologists, linguists and journalists, historians, etc.

In 2025, 1,505 people graduated from Omsk State University, 404 of whom received diplomas with honors.

Currently, Omsk State University is conducting scientific research in the field of chemistry, the results of which can be used in the production of medicinal drugs, in particular anti-cancer drugs, and applied in various fields of medicine: traumatology, orthopedics, and dentistry. Seven higher education institutions and four scientific organizations located in the Omsk region are participating in the project to create an inter-university campus.

It is planned to create a single ecosystem "kindergarten – school – secondary vocational education/university – enterprise". Such integration will allow schoolchildren to use university laboratories, and students to work at the production sites of companies, solving real cases through internships and joint projects.

The planned area of campus facilities will be 215 thousand square meters. Of these: 5 academic buildings – 30 thousand square meters; technology park – 40 thousand square meters; flagship school – 30 thousand square meters; student dormitories – 40 thousand square meters (7.8 thousand places to stay); apart-hotel – 25 thousand square meters; sports and leisure center – 15 thousand square meters; business center – 25 thousand square meters; events area – 10 thousand square meters.

The campus specializations are determined based on the order of the real sector of the economy, as well as in accordance with the priority areas of scientific and technological development and the list of the most important science-intensive technologies: "Space and intelligent engineering", "ChemBioTech", "Biofortification in the agro-industrial complex", "Construction engineering and energy", "Social well-being of the future", "Digital logistics and supply chain management", "Instrument engineering and radio electronics". Three end-to-end centers are also planned: an additive technology center, a computing center, and a certification center.

The key partners of the project are JSC GC Etalon and PJSC Sberbank of Russia. Industrial partners are the state corporations Rostec, Roscosmos, Rosatom, the United Engine Corporation, JSC Russian Railways, and the Titan Group of Companies.
