In Khabarovsk, the settlement of 240 apartments built under the presidential program "Affordable rental housing in the Far Eastern Federal District" has begun. At the moment, the total number of apartments provided to tenants is 1,107 in seven regions. This was reported by Deputy Prime Minister Marat Khusnullin.

"The development of the Far East is a strategic task set by the President. One of the most important areas is the creation of comfortable living conditions for people. Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko, as part of a working visit to the Republic of Belarus, spoke at a foresight session in the field of artificial intelligence (AI) on the topic “International Scientific Foresight of AI: the Future of Artificial Intelligence in Cooperation”.

The foresight session brought together more than 90 representatives of the scientific community from Russia and the Republic of Belarus. The organizers were the Strategic Agency for Support and Formation of AI Developments and the International Alliance in the Sphere of AI.

"We hold an annual conference called "Journey into the World of Artificial Intelligence" – AI Journey, which is traditionally attended by our President Vladimir Putin. He ordered this international foresight session to be held. This was dictated, among other things, by the fact that the International Alliance in the Sphere of Artificial Intelligence was organized, which included 14 countries, including the Republic of Belarus. And fulfilling its tasks, we, together with scientists and international experts, identified 10 key areas of fundamental scientific research in the field of AI, which, in our opinion, should predetermine the future. They formed the basis of this international foresight," said Dmitry Chernyshenko.

This year, 12 foresight sessions have already taken place, seven of which were held outside the Russian Federation – in Morocco, the UAE, Serbia, Pakistan, Uzbekistan and two sessions in China, and another five – at the Sber technohub, MIPT, Lobachevsky State University of Nizhny Novgorod, NTI Platform and Lomonosov Moscow State University. This year, Belarusian scientists from the United Institute of Informatics Problems of the National Academy of Sciences of Belarus and the IT holding BelHard also participated in two foresight sessions – in St. Petersburg and Uzbekistan.

The final report analyzing the results obtained from such foresights is expected to be ready in October.

“The results of the foresight should be published so that each scientist can make their own contribution and see the results of their activities,” the Russian Deputy Prime Minister noted.

Foresight participants from Russia and the Republic of Belarus focused on four key areas of AI development: "Architectures, Machine Learning Algorithms, Optimization, and Mathematics", "Fundamental and Generative Models", "Control, Decision Making, and Agent/Multi-Agent Systems", and "AI for Narrow Tasks". They proposed developing large visual-linguistic and multimodal AI models, as well as developing multimodal and multidimensional transformers.

According to Dmitry Chernyshenko, one of the key formats could be the joint work of leading research teams in the field of AI from the Republic of Belarus, as well as business representatives with 13 Russian research centers in the field of AI. Russian centers received grants as part of the second and third selection waves and conduct research in the areas of strong, multi-agent, trusted, applied artificial intelligence.

The Deputy Prime Minister invited the participants of the foresight session to visit research centers in the field of artificial intelligence in Russia and study their experience.

"This is in line with the Main Directions for the Implementation of the Provisions of the Treaty on the Creation of the Union State for 2024-2026. And I think it will be a significant milestone for the creation of joint sites and research projects between Russia and Belarus," concluded Dmitry Chernyshenko.

During his working visit to the Republic of Belarus, Deputy Prime Minister Dmitry Chernyshenko discussed with Prime Minister of the Republic of Belarus Alexander Turchin issues of bilateral cooperation between the countries in the fields of science, education, youth policy, tourism and the cultural and humanitarian sphere.

He noted that every year the integration of the Union youth into the agenda of events in Russia and Belarus is increasing. Only through Rosmolodezh the number of their participants from the republic has increased several times over the past two years – up to 1250 people.

Cooperation between Russia and Belarus is actively developing within the framework of the formation of a single scientific and technological space of the Union State.

Since 2020, the government quota for the education of Belarusian citizens in Russia has been increased more than 5 times. Today, about 15 thousand students from Belarus study at Russian universities. Citizens of the Republic of Belarus have the right to enroll in budget places in Russian colleges on a general basis. In order to develop professional education, the Association of Colleges of Russia and Belarus was created.

Russian and Belarusian universities interact with each other within the framework of the Eurasian Network University and the CIS Network University.

Since 2021, on the instructions of President Vladimir Putin, Russia has been holding the International Financial Security Olympiad. In the 2025 final, Belarus will be represented by 10 winners of the national selection from leading universities.

Dmitry Grigorenko reported to the head of state on a new approach to providing government services – transferring them to the format of "life situations". Each such service on average combines about 17 government services and helps to receive them comprehensively, quickly and in a "single window" mode. This approach allows collecting all the services needed by a citizen in a specific situation on one page – there is no need to search for each of them on the pages of different departments. The Deputy Prime Minister emphasized that the launch of "life situations" significantly reduces the time frame and simplifies the procedure for providing services.

"When we switch to 'life situations', on average the service provision time is reduced by 35%, the number of documents is reduced by a third, the number of visits to receive the service is reduced by two thirds – by 64%. This is really very convenient," noted Dmitry Grigorenko.

At the request of the President, the first package of 30 initiatives to combat telephone and Internet fraud was adopted at the beginning of this year. It provides for mandatory labeling of calls from organizations, a ban on the use of messengers by employees of government agencies, banks and telecom operators when communicating with clients, and a number of other measures.

Among the most popular measures of the first package, Dmitry Grigorenko highlighted the possibility of issuing a self-prohibition on loans and credits through the public services portal. To date, about 15 million Russians have established such a self-prohibition. It can be applied to any consumer loans and credits. Restrictions can be either complete or partial. For example, only remote registration of loans can be prohibited.

The law prepared by the Government on criminal liability for droppers – persons who provide their bank cards or e-wallets for the transfer of illegal funds – also came into force. The law provides for imprisonment of up to three years for front men through whom stolen money is cashed, and up to six years for the organizers who recruit droppers, coordinate transfers and receive the main income from the schemes.

Dmitry Grigorenko emphasized that the Government is systematically strengthening measures to protect citizens from fraudsters.

"All work is carried out jointly with the Central Bank and with colleagues from law enforcement agencies. We even created a kind of advisory body within the Government. We meet regularly, and the measures themselves are formed based on an analysis of practice, what is happening on the market, the situation," noted Dmitry Grigorenko.

Another topic of the meeting was the discussion of tasks for debureaucratization and digitalization of processes within government bodies. The government is scaling up a pilot project to optimize document flow to federal ministries and departments. It is aimed at reducing the bureaucratic burden in the public administration system and increasing the real efficiency of the state apparatus.

Since the beginning of 2025, such a project has been launched at the Government Office. Today, all of its structural divisions are already participating in it. Clear KPIs have been set for each of them to reduce bureaucracy. According to Dmitry Grigorenko, thanks to digitalization, the share of electronic document management in the Government Office has already exceeded 90%, and the time it takes to prepare government decrees and orders has been reduced by 4 times.
