Deputy Prime Minister Dmitry Chernyshenko and Minister of Economic Development Maxim Reshetnikov spoke about the training of specialists for the tourism industry.

Today, more than 200 higher education institutions and 300 colleges across the country provide training for the tourism and hospitality industry. More than 320 thousand people receive specialized education there.

The admissions campaign is currently underway in Russian universities and institutions of secondary vocational education. In higher education areas related to tourism, applicants have already submitted applications to approximately 130 thousand competition groups, and about 120 thousand applications have been sent to institutions of secondary vocational education.

"President Vladimir Putin has set the task of increasing the tourist flow to 140 million people per year by 2030. To achieve this, large-scale investment projects are being implemented within the framework of the national project "Tourism and Hospitality". The key importance today is the training of specialized specialists for the tourism sector. In 2025, more than 80 thousand budget places have been allocated for universities and secondary vocational education institutions in the field of "Tourism and Hospitality", – emphasized Dmitry Chernyshenko.

Currently, the tourism industry employs about 1 million people. In 2024, educational institutions graduated about 55 thousand specialists for the tourism sector, including more than 6.4 thousand university graduates and over 48 thousand specialists with secondary vocational education.

In addition to basic training, work is also underway to improve the qualifications and professional retraining of already working specialists. According to the Ministry of Economic Development, until 2030, the tourism industry will additionally need up to 400 thousand employees, of which 45 thousand with higher education, with secondary professional – 116 thousand.

Minister of Economic Development Maxim Reshetnikov emphasized the need for a comprehensive approach: "It is important to integrate secondary vocational education with the demands of the tourism industry, cooperate with strong regional universities and increase labor productivity. For this purpose, competence centers in tourism have already begun operating at the Kavkaz.RF corporation. So that educational institutions can quickly and efficiently meet the industry's need for specialists."

In order to improve the quality of personnel provision for the tourism industry, federal resource centers for personnel training have been created within the framework of the national project "Tourism and Hospitality". They are located in the Moscow Region at the Russian State University of Tourism and Service (RGUTIS), Tatarstan and St. Petersburg.

Since 2023, more than 11 thousand people have been trained in the centers, and by the end of 2025, it is planned to train about 6.5 thousand more specialists. Among them are managers of hotel complexes, tour guides, specialists in the field of strategic planning in tourism and service organization.

In the Federal Resource Center for Personnel Training for the Tourism and Hospitality Industry, RGUTIS, more than half of the programs are aimed at developing human resources in the hotel industry and the catering industry, including optimizing the operation of accommodation facilities, managing modular hotels, and increasing the efficiency of business services. In addition, it is planned to build an educational campus for the RGUTIS branch on the territory of the Zavidovo resort in the Tver Region, where students will be able not only to study, but also to undergo practical training.

The Centre for the Development of Human Resources at the Volga Region State University of Physical Education, Sports and Tourism in Kazan trains highly qualified specialists from the regions who are capable of creating territories attractive to investors and tourists.

The International Competence Centre in St. Petersburg trains specialists in international tourism, including employees of tour operators, hotels, museums, guides and tour guides.

Meeting of Mikhail Mishustin with the founder of the company "OrenKlip" Mikhail Ivanov

Translation. Region: Russian Federal

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

The discussion focused on the company’s use of government measures to support producers, new innovative projects of OrenKlip, issues of localization of production and personnel training.

From the transcript:

M. Mishustin: Dear Mikhail Georgievich!

Your company has been on the market for over 20 years. You produce high-tech equipment, equip entire production lines with technologies that are in great demand in our industry today.

It is important that you not only create new products, but also provide warranty and service services, so that consumers can receive both spare parts and machine tool adjustments, and this is very important in such a high-tech and complex industry as machine tool manufacturing.

The President noted that it is necessary to support manufacturers. And the Government helps such companies using a whole range of tools. First of all, this is the Industrial Development Fund, preferential loans, preferential subsidies that you received. Such popular support measures as Rosagroleasing programs for purchasing Russian equipment were also, I know, used by your enterprise.

How much have these mechanisms helped you? And a few words about your enterprise in general.

Founder of the company "OrenKlip" Mikhail Ivanov.

M. Ivanov: Dear Mikhail Vladimirovich, thank you for paying close attention not only to machine tool building in general, but also to the food engineering industry in particular. Thanks to government support, the industry is experiencing a real renaissance today.

The OrenKlip Group of Companies manufactures equipment for the production of sausages and all types of semi-finished products. We also manufacture related equipment for freezing and wastewater treatment.

This year our company turned 20 years old. We have a staff of slightly more than 300 people, taking into account the new site introduced in the Orenburg region. The production base is equipped with a modern machine park with a high share of domestic equipment. In our production, it exceeds 65%, and if you look at the turning/milling group, which we use to produce food equipment, it is about 90%. Machines for laser cutting, cutting, laser welding, laser cleaning – all 100% of the machines at both sites are produced by Unimash, Morsvyazavtomatika, the city of St. Petersburg, our good long-standing partner. The turning/milling group at our enterprise is also represented by machines from Stankomashkompleks, the city of Tver. We have no other machines.

We started with purchasing machines localized in the Russian Federation, in Ulyanovsk. DMG was there before, and after DMG left, we work entirely with Stankomashkompleks. We also have machines specifically for the production of particularly complex technological products. These are machines manufactured in the Orenburg Region – the South Ural Mechanical Plant, the city of Kuvandyk. This is especially gratifying. We are also now putting into operation a new metal heat treatment shop. Here we will have equipment from Intercelt, the city of St. Petersburg. And the list can go on for quite a long time. We have a lot of domestic developments. We strive to produce domestic food equipment on Russian-made machines, using domestically produced raw materials and Russian consumables and components. And I think that we will come very close to this goal with the commissioning of the Russian Stainless Company plant this year. The main raw material for our production will be cold-rolled stainless steel up to 3 mm. This is what is needed in the food and many other industries.

Today we have another achievement – this year we opened an automation and robotics plant in the territory of the special economic zone "Orenburg", the plant began work in early January of this year with a metalworking shop. On June 10 of this year we launched the full cycle.

We also use quite broad support measures. We work closely with the FRP. The first support measures of the regional industrial development fund helped us to establish the initial production of components for high-speed thermoforming machines for packaging sausages.

We implemented the second support measure – a loan of 126 million – to increase the number of spare parts produced and to localize the production of high-speed thermoforming machines more.

The next stage of development was the construction of a site for the production of these high-speed thermoforming machines. At the food engineering forum, we announced a preferential leasing program for Russian manufacturers of food equipment in 2023. And the first machine produced by the automation and robotics plant – a high-speed thermoforming machine – is under the preferential leasing program.

M. Mishustin: For the success of the projects that you are planning within the industrial technology park, including high-tech processes, competent personnel are, of course, necessary. We are actively working on the instructions of the head of state to form a single, integrated system of personnel training. From the school bench, when entire engineering classes are created or classes by specialty. Then – professionalism. Moreover, clustering, professionalism is carried out jointly with companies like yours, which can already look in advance, select the guys needed for production, and participate in the methodology of the educational process. And ending with higher education institutions, institutes, universities. You know about our advanced engineering schools, about the Strategy-2030 program. This is very important.

Do you use programs related to professionalism and advanced engineering schools to attract young personnel? Because it is very important for young people to adapt to new industries. Do you participate in such programs?

M. Ivanov: Yes, we participate in the "Professionality" program. We cooperate with four colleges in Orenburg. This is the College of Computer Science. Our entire group of young IT specialists are college graduates, and this is the first or second year. When there was a shortage of personnel in the IT industry, we simply attracted students from this college. And we did very well. This is the Humanities and Technical College. This is also the college of Orenburg State University.

M. Mishustin: What about universities?

M. Ivanov: We cooperate with the university, which also makes us happy. Alma mater is Orenburg State University. This year, as anchor partners of Orenburg State University, we will participate in submitting an application for an advanced engineering school. Orenburg State University also has a “road map” for development, robotics and automation, and, accordingly, special personnel are being trained for this program – we are also actively participating in this, we have several partner programs in this area.

M. Mishustin: It is obvious that this year the market volume of the products you deal with has grown significantly – by about a third. This is primarily equipment for the food and processing industry. This is, of course, largely due to the achievements of our agricultural industry as a whole. There is growth in both key industries, including livestock farming and meat processing, and in other promising ones.

This means that demand for your products is growing – these are modern machines, equipment lines. Moreover, the tasks of developing our own production in this sector have not yet been solved. For now, the share of domestic equipment on the domestic market is slightly more than half.

What interesting and new things can you offer to the agricultural industry? What innovative developments are you going to implement in your production?

M. Ivanov: Among our modern and interesting projects is a joint project with Vkusno i Tochka and the Cherkizovo group of companies, this is the production of high-performance production lines for the well-known nuggets, fully prepared products.

M. Mishustin: What localization?

M. Ivanov: Localization, I think, 90%.

M. Mishustin: Great.

M. Ivanov: Our company is already making lines with a capacity of 2.5-3.5 tons per hour for our major client, Abi Product – Myasnaya Galereya (Vladimir). And together with Vkusno i Tochka and Cherkizovo, we want to make a line with a capacity of 5 tons per hour. Only three companies in the world make such lines today. We want to be among them.

Another promising development we have is robotization of all types of processes. This is robotization of cutting lamb, robotization on the cutting line for cattle and pigs, robotization of the stacking of finished sausage products (sausages, sausages, etc.), as well as end processes. We pay great attention to this issue.

M. Mishustin: I visited one of the enterprises when we were in the Caucasus – “Damate”. And its director, Naum Aleksandrovich (Babaev), who showed me the entire production system, spoke about the demand for domestic equipment and promised (this was several years ago) to place as many orders as possible specifically for domestic equipment.

When do you think we will be able to assemble the necessary equipment for such enterprises entirely from domestic technological means – both machine tools and other equipment?

M. Ivanov: Mikhail Vladimirovich, today, I believe, we are ready. I am talking not only about my enterprise, but also about the pool of enterprises that has formed in Russia. We are ready. We only need projects.

M. Mishustin: And demand, right? That is, demand needs to be generated.

M. Ivanov: Demand is needed. And Naum Aleksandrovich, to his credit, is a pioneer in this matter.

M. Mishustin: Do you know each other?

M. Ivanov: Yes. The plant in Cherkessk, which you visited.

M. Mishustin: Is your equipment there?

M. Ivanov: 100% of the plant was supplied by us. And the level of localization there is quite high.

Several years ago, quite a long time ago, the overall level of localization was about 30%. But, for example, the lamination line, the largest in Eurasia, is already 95% localized. And such a section as the boning line is also 90% of Russian production.

M. Mishustin: It seems to me, Mikhail Georgievich, that this is very important, right step by step. It all starts with the little things. I always say: from some cutting table to a panel – we must try to produce everything in the Russian Federation. After all, we have a huge number of talented technologists, engineers, designers. Technological and industrial sovereignty in any industry, especially in industries like yours, is simply necessary for us.

I would like to wish you and your company good luck and success.

Almost 6 billion rubles received the SMEs of the North Caucasus with the help of “umbrella” guarantees

Translation. Region: Russian Federal

Source: Ministry of Economic Development (Russia) – Ministry of Economic Development (Russia) –

An important rejection of responsibility is at the bottom of this article.

Enterprises of small and medium-sized businesses of the North Caucasus Federal District (SCF) increased the volume of bank loans attracted to 5.76 billion rubles using the “umbrella” guarantees of the MSP Corporation in the first half of 2025. This is 6% more than in the same period last year.

“The North Caucasian region is actively using the mechanisms of state support to attract financing. According to the results of the first half of the year, thanks to the financial instruments of participants in the national guarantee system, small and medium -sized businesses of the North Caucasus was able to attract 22.3 billion rubles, which is 56% more than in the first six months of 2024. One of the most popular tools was the “umbrella” mechanism of the SME Corporation, which allowed entrepreneurs to attract the necessary funding in the absence or insufficiency of the pledge. And the banks thus received an additional incentive to support local business projects, ”said Alexander Novak, deputy chairman of the Government of the Russian Federation.

The leaders in attracting financing using the mechanism of “umbrella” guarantees were the Stavropol Territory (3.54 billion rubles), the Chechen Republic (0.86 billion rubles) and the Republic of North Ossetia-Alania (0.54 billion rubles), the Kabardino-Balkarian Republic (0.43 billion rubles) and the Republic of Dagestan (0.26 billion rubles). The largest increase in financing with “umbrella” guarantees is noted in the Chechen Republic (+74%), the Stavropol Territory (+24%) and the Republic of North Ossetia – Alania (+13%).

“According to the results of the first half of 2025, in fact, every fourth ruble received by the entrepreneurs of the North Caucasus in the form of borrowed banking financing was obtained using the mechanism of“ umbrella ”guarantees. The procedure for obtaining them is automatically, without the participation of an entrepreneur. The guarantee itself is free for business: the bank pays the commission. For the North Caucasus Federal District, special limits of guarantees of the SME Corporation were allocated and there are no restrictions on industries. This year, our “umbrella” guarantees most often used enterprises in the segment of information and communication – compared to the same period last year, growth was more than six times, ”said Alexander Isaevich, General Director of the SME Corporation.

The growth of “umbrella” support was shown by enterprises in the processing segment (92%), services (88%), transportation and storage (40%), agriculture (34%), healthcare and social sphere (51%), culture and sports. In addition to the “umbrella” guarantees of the SME Corporation, the small and medium business of the North Caucasus Federal District, following the results of the first six months of 2025, received more than 8 billion rubles of financial support in the subsidiary of the SME Bank in the form of loans and warranty support. This is three times more than according to the results of the same period a year earlier.

The “umbrella” mechanism involves the provision of guarantees to banks – partners of the MSP Corporation, within the framework of which financial organizations issue loans to entrepreneurs provided by the guarantees of the SME Corporation. Such guarantees cover up to 50% of the bank loan. The amount of one guarantee can reach 1 billion rubles in a period of up to 10 years. The mechanism guarantees the bank the fulfillment of obligations on such a loan, thereby reducing reserves and releasing liquidity for additional lending to the business.

The “umbrella” mechanism of guarantees was launched in 2021 on behalf of the President of Russia and is currently being implemented at the national project “Effective and Competitive Economics”.

The Chairman of the Government of the Russian Federation signed the Resolution prepared by the Ministry of Economic Development of Russia on changing the requirements for the list of minimum necessary services provided at road service facilities. From March 1, 2026, at filling stations (AZS) in the right-of-way of highways, it must be possible to use DC charging stations with a capacity of at least 44 kW for electric vehicles.

The changes will affect petrol stations located on public roads of federal, regional, inter-municipal and local significance. The resolution supplements the list of minimum necessary services provided at road service facilities, and also regulates the minimum necessary requirements for the capacity of electric vehicle chargers.

"Over the past three years, there has been a threefold increase in the number of electric vehicles in the country. At the moment, more than 67 thousand "electric trains" have already been registered. Their operation is largely limited to city streets, where the density of electric charging stations is significantly higher than on highways. One of our implemented initiatives was the adjustment of requirements for filling stations in the right-of-way of public roads. Fast charging stations with a capacity of at least 44 kW will appear at new filling stations. This will generally increase the mobility of electric vehicles, the speed of their movement over long distances, and reduce the time required to charge an electric vehicle," commented Deputy Minister of Economic Development of Russia Mikhail Kaminsky.

The work is being carried out within the framework of the implementation of the activities of the federal project “Production of Innovative Transport”, which is part of the new national project “Industrial Support of Transport Mobility”.

Financial news: Complaints against insurers have decreased, against banks – have increased: results of the first half of 2025

Translation. Region: Russian Federal

Source: Central Bank of Russia –

An important disclaimer is at the bottom of this article.

For six months of 2025 complaints The number of complaints to the Bank of Russia from consumers of financial services and investors increased by 18.6% compared to the same period last year. A total of 182.4 thousand complaints were received.

At the same time, quarterly dynamics show a decrease in the number of complaints: in April-June of this year, it decreased by almost 7% compared to January-March.

Complaints about banks increased by 28.6%. Claims are most often related to blocking transactions, accounts and bank cards, as well as suspension of remote banking services. Banks are taking such measures to combat financial fraud.

At the same time, consumers complained almost twice as rarely about the imposition of additional services when taking out a loan.

The number of complaints against insurers has decreased by 47%. Thanks to the fact that citizens can independently clarify the value of the bonus-malus coefficient and challenge it through the website of the National Insurance Information System, template complaints have practically ceased to arrive: 80 against 10.4 thousand for the first half of 2024.

The number of complaints about microfinance organizations has increased slightly. The 3.6% increase is due to difficulties in returning funds for additional services and in obtaining credit holidays. There are fewer complaints related to new cases of imposition of additional services and credit histories.

The situation with claims against professional participants in the securities market developed in a similar way – they decreased by 19%. The smallest number of complaints related to sanctions restrictions were received against brokers (a 3.2-fold decrease) and depositories (a 2.5-fold decrease).

Complaints about non-state pension funds (NPF) increased by 17.7%. The reason is the growth of claims regarding the execution of long-term savings agreements. However, in absolute figures, there are few such complaints: 193 for more than 5.6 million concluded agreements. Complaints about disagreement with the transition from the Social Fund of Russia to NPF, as well as between NPFs, decreased by 40.3%.

Sber allows you to track transactions by category, it is possible to move transactions to other groups without the ability to create your own subgroups;
T-bank also allows you to change the category of expenses, but only within the framework of a ready-made set;
Alfa-Bank allows you to change the expense category and add a transaction if the payment was made in cash.

VTB Bank offers its clients a wide range of tools for filtering and grouping transactions. Another useful feature is the availability of tips that will help increase cashback depending on the user's payment behavior. In the future, VTB plans to launch a separate large service that simplifies personal budget management – the content and details have not yet been disclosed.

An important disclaimer is at the bottom of this article.

The Bank of Russia has approved the methodologies of two credit rating agencies (CRAs) for assigning non-credit ratings to ordinary shares. This is a new product on the market, which represents an assessment of the fair value of companies. It will become an additional reference point for investors when making investment decisions.

The pilot included OOO National Credit Ratings and OOO National Rating Agency. When assessing issuers, the CRAs will take into account how companies comply with corporate legislation, including investor protection standards, then assign "stars" to shares and accompany the ratings with extended analytics.

The first issuers to be rated will be companies fromShareholder Value Creation Programs.

At the end of the year, the Bank of Russia will analyze the experience gained and, if it proves positive, will consider the possibility of using stock ratings in financial regulation.
