From September 1, 2025, banks that issued a payment card to a client are required to check, when issuing cash through ATMs, whether the person is under the influence of fraudsters, and whether the transaction is being carried out by an intruder. The Bank of Russia determined nine signs, which will be used by credit institutions.

If the transaction meets at least one of the criteria, the bank will immediately notify the client and impose a temporary limit on cash withdrawals from an ATM for 48 hours — up to 50 thousand rubles per day. A larger amount can be withdrawn during this period at a bank branch. The method of notification is stipulated by the client's agreement with the bank. As a rule, this is an SMS message or a push notification.

Signs of possible fraud include atypical behavior when withdrawing money. The bank will take into account an unusual time of day, an atypical amount or location of the ATM, as well as a request to issue funds in an unusual way for the client, for example, not from a card, but by QR code or digital (virtual) card. Another sign is the availability of information from the credit institution that at least 6 hours before the transaction, the person's telephone activity changed, the number of SMS messages from new numbers increased, including in messengers.

The bank may decide that the client is under the influence of fraudsters if he or she withdraws money within 24 hours after taking out a loan (credit) or increases the limit on cash withdrawals, including by credit card, and also transfers more than 200 thousand rubles to his or her account via the SBP from his or her account in another bank or closes a deposit for a similar amount early.

The list of suspicious signs also includes a change in the phone number for authorization in the Internet bank, receiving information (including from telecom operators) that the characteristics of the phone with which the client withdraws money have changed, or the presence of malware on his device. Separate criteria are provided for withdrawing money using tokenized cards.

The government has introduced a new temporary ban on the export of motor gasoline. The restrictions will be in effect from September 1 to October 31, 2025 inclusive.

From September 1 to September 30, 2025, the ban will apply to all exporters, including direct producers of petroleum products. From October 1 to October 31, restrictions will be lifted for gasoline producers.

The decision is aimed at maintaining a stable situation on the domestic fuel market.

The previous export ban was established by the Government in February 2025. It is valid from March 1 to August 31, 2025 inclusive. At present, the restrictions also apply to supplies carried out by direct producers of petroleum products.

Exactly 5 years ago, on August 27, 2020, President Vladimir Putin launched traffic on one of the largest and most significant federal highways in Crimea – the A-291 Tavrida highway. Since then, more than 27.6 million vehicles have traveled along it. This was reported by Deputy Prime Minister Marat Khusnullin.

"The A-291 Tavrida highway is a key element in the development of Crimea and the entire Southern Federal District. The highway, which is over 256 km long, has become a technical and infrastructural breakthrough for the peninsula, connecting the city of Kerch in the east with Sevastopol in the west via Feodosia, Belogorsk, Simferopol and Bakhchisarai. The opening of the road has directly affected the safety and comfort of travel, time savings, as well as the further economic development of the entire region. The demand for Tavrida is evidenced by the figures: over 27.6 million cars have traveled along it in five years," said Deputy Prime Minister Marat Khusnullin.

The construction of the Tavrida highway has become a key part of federal programs aimed at developing Crimea. Before this, the peninsula's road network could not cope with the growing load, and it was necessary to create a modern and safe road system. The project was included in the transport strategy of the south of Russia and the federal target program for the development of Crimea. The work began in May 2017 and was carried out around the clock with the involvement of more than 5 thousand specialists from all over Russia.

During construction, for the first time in the country, innovative asphalt concrete mixtures were used, providing a durable and strong surface.

Today, Tavrida is a modern four-lane road. Its infrastructure includes almost 100 artificial structures, 21 interchanges, 30 overground pedestrian crossings, bus stops, lighting systems and 42 road service facilities.

The road provides transport links between Simferopol and the western regions of the peninsula and the Krasnodar Territory, and allows for the relief of the street network of populated areas from heavy and transit traffic. Previously, the road from Kerch to Sevastopol took drivers a whole day. Completion of this project reduced travel time across the Crimean peninsula to 2.5 hours.

"The professional team of Rosavtodor specialists pays special attention to the comprehensive maintenance of the A-291 Tavrida highway. More than 15 thousand cars pass along it every day, and comfortable and safe driving conditions are created for each of them. Scheduled work is carried out to maintain the highway in a standard condition and ensure safety. For us, the priority remains the creation of the most reliable and comfortable environment for drivers at any time of day and in various weather conditions," emphasized the head of the Federal Road Agency Roman Novikov.

The national project "Infrastructure for Life" also plans to equip the A-291 "Tavrida" highway with modern stationary lighting. The first stage includes a section from Kerch to the village of Primorsky, 78 km long, where about 3.7 thousand supports with LED lamps will be installed. The project provides for an automatic online monitoring system for uninterrupted lighting. Currently, design documentation is being developed, and the start of construction and installation work is scheduled for 2026.

Deputy Prime Minister Dmitry Patrushev, as part of a working visit to the Irkutsk Region, held a meeting on the issues of eliminating accumulated environmental damage from the activities of the Baikal Pulp and Paper Mill and the socio-economic development of the city of Baikalsk. It was attended by the leadership of the Ministry of Natural Resources, the state corporation Rosatom, Rosprirodnadzor, the head of the Irkutsk Region Igor Kobzev and representatives of other interested departments and state corporations.

"We are located on the territory of the former Baikal Pulp and Paper Mill. It began its operations in the 1960s. And for more than half a century, its work led to the accumulation of a large volume of hazardous waste. After the closure of the mill, its facilities were mothballed for several years, which created risks for the ecosystem of Lake Baikal. The Russian Government has already allocated more than 11 billion rubles to implement measures to eliminate the accumulated damage. In total, it is planned to allocate more than 15 billion. Financing is carried out within the framework of the national project "Ecological Well-Being", – said Dmitry Patrushev.

The Deputy Prime Minister recalled that, by decision of the President, the Ministry of Natural Resources and Rosatom are engaged in eliminating the accumulated damage in this area. In total, more than 6.5 million cubic meters of waste must be disposed of.

During his working visit, Dmitry Patrushev visited the sites of the Baikal Pulp and Paper Mill: the Babkhinsky landfill, the Solzansky landfill, and the former central treatment plant. At the moment, infrastructure is being created to clean polluted water, after which its processing will begin. In parallel, the site is being reclaimed. The main part of the project is planned to be completed by the end of 2027. The Deputy Prime Minister also inspected the All-Russian Ecological Campus ECO.CEH, created by VEB.RF on the territory of the former industrial site.

Dmitry Patrushev instructed the Ministry of Natural Resources and the state corporation Rosatom to monitor the issue of eliminating accumulated damage and maintaining an optimal pace of work.

The meeting also considered the issue of socio-economic development of the city of Baikalsk, founded at the same time as the construction of the plant. In 2022, the Government approved a corresponding program until 2040, which includes four basic areas: economy, infrastructure, social sphere and ecology.

"Our main top-level task is to create a comfortable and safe environment for people to live in. At the same time, we must ensure the preservation of the unique ecosystem of Lake Baikal. Given the high social significance of the issues we discussed today, their solution requires maximum involvement of the region and each department involved," Dmitry Patrushev emphasized.

Following the meeting, the Deputy Prime Minister instructed the Ministry of Economic Development, together with VEB.RF, other departments and the region, to determine priority tasks within the framework of the program for the socio-economic development of Baikalsk.

In order to regularly monitor the progress of the work, Dmitry Patrushev also decided to include the implementation of the socio-economic development program of Baikalsk in incident No. 62 “Implementation of measures for the development of the Siberian Federal District”, which the Deputy Prime Minister heads as the curator of the Siberian Federal District.
