Resolution of August 26, 2025 No. 1274

On the instructions of the President, the "Zemsky Trainer" program will be launched in the Far Eastern and Central Federal Districts in 2025, and in all regions of Russia from 2026. Within its framework, workers in the field of physical culture and sports who have moved to work in small settlements with a population of up to 50 thousand people will be able to receive one-time compensation payments in the amount of 1 million to 2 million rubles.

By a decree signed by Prime Minister Mikhail Mishustin, the necessary changes for this were made to the state program “Development of Physical Culture and Sports.”

According to the document, specialists with higher or secondary vocational education will be able to receive state support. To do this, they must sign a full-time contract with a physical education and sports organization, committing to work there for at least five years.

If the settlements are located in the Far East and in the new regions, the lump sum payment will be 2 million rubles. For other regions – 1 million rubles.

The Prime Minister inspected the new school building, sports grounds, school buses and talked to students.

The new school in the village of Lopatino, Tarussky District, Kaluga Region, was built on the site of an old building that was demolished in 2021, and opened its doors to students on September 1, 2025. The construction was carried out within the framework of the state program "Education Development" and the national project "Education".

The school has equipped a sports hall, a library, an organizational room, a social initiatives room, premises for the additional education center "Growth Point", spaces for students to relax and work individually, and separate wardrobes for senior and junior classes.

New classrooms and rooms that were not in the old school building were equipped: a food block with a canteen, a medical block, an auditorium with a stage.

The canteen and food block are equipped with separate workshops (hot workshop, cold workshop, meat and fish, vegetable, washing room for tableware, washing room for kitchenware, freezer, warehouse for storing dry products, cloakroom for food block staff with separate toilet and shower).

The spacious, bright gym with changing rooms is equipped with toilets and showers.

Two rooms have been specially allocated for creative and active groups of students. These are the organizational room and the room for social initiatives. Now the children will have a place to gather to discuss and implement their creative initiatives and projects.

After the opening, the school plans to host an exhibition of the patriotic project “History of the Village,” dedicated to the native land and the participants of the Great Patriotic War from these places.

Elevators are provided to ensure convenient movement between floors for people with limited mobility.

A new modern automated boiler house has been built.

The school territory is divided into zones for active recreation and sports for children of different age groups. Now, in addition to the universal sports ground, there is a running track, volleyball and basketball courts, play areas for primary school students.

To reduce volatility risks and ensure liquidity, price limits during weekend trading are narrowed to 3% of the last current price of the previous trading day.

Liquidity for instruments during weekend trading is supported by market makers.

From August 16, 2025, trading will take place on weekends became available also on the Moscow Exchange futures market.

Now MFIs will be required to verify the name, patronymic (if any) and last name (or the first letter of the last name) of the person who wants to take out a loan and the owner of the account or card to which the money will be received. To do this, they will request information about the owner of the account or card from the bank. In addition, the person can provide a certified certificate from the Federal Tax Service about the accounts and cards opened by him. This will speed up the receipt of the loan.

Marat Khusnullin: Over 800 km of roads leading to educational institutions have been updated under the national project “Infrastructure for Life”

Thanks to the national project "Infrastructure for Life", the renovation of sections of regional and local roads leading to educational and children's leisure institutions continues. By Knowledge Day, work has been completed on more than 800 km, Deputy Prime Minister Marat Khusnullin reported.

"Improving the quality of education and increasing the comfort of students are under special control of the state. In recent years, a colossal amount of work has been done to build new schools and kindergartens, as well as to repair and reconstruct existing ones. Of course, each educational institution should have a comfortable and safe infrastructure: convenient access roads, safe crossings, pedestrian zones, sidewalks. We are actively carrying out this work under the national project "Infrastructure for Life". In anticipation of September 1, road works were completed on 323 sections of the regional and local road network leading to children's educational and leisure institutions – this is 837 km," said Marat Khusnullin.

By the end of the year, the number of updated school routes will increase significantly.

"In 2025, in order to achieve the national project indicators, it is planned to bring 870 objects up to standard – this is more than 3 thousand km of roads to schools, kindergartens, secondary specialized and higher educational institutions. Large-scale work is carried out both within the boundaries of populated areas and beyond them – on regional and inter-municipal roads, along which school routes also pass. Particular attention is paid to strict quality control of road works at all stages – from design to commissioning of objects. This guarantees not only compliance with standards, but also the durability and reliability of the infrastructure being created," said Minister of Transport Andrei Nikitin.

Road workers pay special attention to ensuring road safety.

"As a rule, when carrying out repair work, school routes are equipped with safety elements in accordance with modern standards. This includes the installation of pedestrian crossings, speed bumps, traffic lights, and pedestrian barriers. In addition, thanks to the federal project "Road Safety", large-scale work is being carried out to prevent child road traffic injuries and to form a culture of safe behavior on the roads. Thus, within the framework of the national project "Infrastructure for Life", a whole range of measures is being implemented aimed at ensuring maximum safety for children on the roads," emphasized the head of the Federal Road Agency, Roman Novikov.

In the village of Chigiri in the Amur Region, on the eve of September 1, construction of a road along Krasnaya Street, 0.75 km long, was completed. It leads from Vasilenko Street to the new building of the Chigirin school.

In the Udmurt Republic, of the 63 road facilities planned to be updated this year under the national project "Infrastructure for Life", 48 lead to schools, kindergartens or are a school route. Their total length is 51.8 km.

In the Sharkansky district of Udmurtia, a section of Centralnaya Street in the village of Porozovo was repaired before the start of the school year. Its length is 1.2 km.

One of the longest regional facilities – routes to educational institutions – is an almost 6-kilometer section of the Krasnooktyabrsky – Kurdzhipskaya – Dagestanskaya road in the Maykop district. It passes through the settlement of Krasnooktyabrsky along Kubanskaya Street. Educational Center No. 2 of the Maykop district is located here, with more than 1,000 students. Work on the facility has been completed.
