Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko approved the temporary procedure for managing and monitoring the unified plan for achieving Russia’s national development goals for the period up to 2030 and for the long term up to 2036. The unified plan links national goals, state programs and projects, and also determines the logic of their implementation.

A temporary procedure has been prepared to organize the management and monitoring of a single plan. It is implemented using a specialized digital system. Federal executive authorities, regions and organizations involved in the implementation of national projects and state programs are connected to it.

The digital monitoring and management system allows you to see in real time at what stage of implementation the projects are and to control the implementation of activities carried out for their implementation. "The uniqueness of the system is that for the first time artificial intelligence technologies have been used to manage a large state strategic program. The digital management system has been applied by the Government since 2020 and is used to implement key projects and tasks. It is also used in managing the implementation of Russia's national development goals, national projects and state programs.

The temporary procedure will be in effect until the approval of the Resolution of the Government of the Russian Federation “On the management system of the Unified Plan for Achieving National Development Goals of the Russian Federation”, which will take place before the end of 2025.

The Unified Plan defines strategic priorities for achieving national goals and indicators characterizing them for the next 12 years. The document is interdepartmental and intersectoral in nature. Also, for Soyuz-5, an emergency engine protection system for the first and second stages has been developed and is being manufactured, which will allow cyclically with a duration of several milliseconds to assess the state of the engine based on its operating parameters. The control will help to identify a possible emergency situation, prevent its further development and promptly issue a command to shut down the engine. In the event of an abnormal situation on the first stage engine, it will save the rocket and the launch complex, and during the flight of the second stage, if it is possible to continue the flight on one of the engine blocks, it will turn off two chambers of the emergency block, and two chambers of the second block will work. Such a scheme will be used for the first time on domestic rockets.

Nine regions of the country have summed up the results of the regional stages of the federal program "Mom-entrepreneur", aimed at supporting women with minor children or on maternity leave. Participants received grants in the amount of 150 thousand rubles to implement their projects.

Inga Ankhimova became the winner of the regional stage in the Republic of Karelia. She won with the project "Ekovetvi" – a workshop for creating furniture and decor from living twigs. Until the end of this year, we will extend the rules for providing state guarantees for loans and bond loans. Including in terms of refining the state information system, which contains the results of all domestic research and development work. Access to them is open for companies and enterprises so that they can choose the best solutions for practical application and eliminate duplication of costs for similar developments.

The changes will also affect the Federal Information System of State Scientific Certification, the services of which are planned to be transferred to a registry model, which will allow receiving electronic documents instead of paper ones when submitting applications through the state services portal. This also applies to the procedure for issuing a certificate of recognition of an academic degree or title awarded in a foreign country, and applications from scientists for housing certificates.

Organizations engaged in scientific research activities will be able to submit an application for tax benefits through a single portal.

It is important to simplify access to government services for people and businesses so that these procedures are not burdensome and convenient.

Almost 1.8 billion rubles will be allocated from the federal budget in 2025 to the Altai Territory, Oryol and Pskov Regions to co-finance the construction of hospitals. The orders to this effect were signed by Prime Minister Mikhail Mishustin.

The grant support program for veterans and participants of the special military operation "Agromotivator" has been in effect since the beginning of 2025. 200 million rubles have already been allocated from the federal budget for these purposes, which were sent to 19 regions.
