Also, in parallel, work is planned to update the social infrastructure: repair of schools, kindergartens, reconstruction of the city drama theater building, construction of the Ice Palace, art school and a new museum building with a library. Another project is the creation and commissioning of a national genetic information database. This work will be carried out in several stages. By the end of 2025, the database should be 100% filled with genetic data produced before September 1, 2025. It is expected that at least 60 organizations conducting research in the field of genetic technologies will provide the specified information, the total volume of which will be at least 1 petabyte by the end of 2025 and will constantly increase, and by 2030 will reach 35 petabytes.

Other projects include the development of a national dictionary fund. By the end of 2025, seven standard dictionaries of the Russian language will be loaded into this state information system, and by 2027 – 33 standard dictionaries. After that, the GIS of the national dictionary fund will be launched into operation.

Strategic directions for digital transformation of key sectors of the economy and social sphere are sectoral strategic planning documents developed by the Government on the instructions of the President. They are synchronized with current state programs and national projects and are approved for the period up to 2030. In order for the documents to remain relevant, amendments may be made to them once a year.

The state nature reserve "Donetsk Steppe" has been created in a number of territories of the Donetsk People's Republic and Zaporizhia Oblast. The decree on this was signed by the Chairman of the Government Mikhail Mishustin.

The new specially protected natural area includes 4 clusters – “Kalmiussky”, “Stone Graves”, “Chalk Flora” and “Khomutovskaya Steppe”, which were previously parts of the steppe reserve created in 1961. Their total area is more than 3 thousand hectares.

The clusters represent different types of steppe landscapes, each with its own species of flora and fauna. Many of them are listed in the Red Book of Russia, including the Schrenk tulip, golden eagle, osprey, white-tailed eagle, demoiselle crane and others.

The creation of the reserve will ensure a special protection regime for a significant number of rare and endangered species of plants, birds and animals, and will contribute to an increase in their numbers and natural migration.

The work is being carried out within the framework of the implementation of the state program "Environmental Protection" and the program of socio-economic development of the Donetsk People's Republic, Lugansk People's Republic, Zaporizhia and Kherson regions.

Construction of a transport interchange at the intersection of the third launch complex of the Central Ring Road and Dmitrovskoe Highway

In the Moscow Region, the implementation of the infrastructure project for the construction of a transport interchange at the intersection of the third launch complex of the Central Ring Road and Dmitrovskoye Highway continues. At present, the construction of layers of road pavement has begun at the site, and the excavation work here has been completed by 50% of the planned volume. This was reported by Deputy Prime Minister Marat Khusnullin.

"The construction of new roads is inextricably linked with the modernization of the existing network, including the creation of modern interchanges. This ensures smooth integration of traffic flows, reduces the load on key nodes, minimizes congestion and improves traffic safety. An integrated approach to the development of road infrastructure allows us to avoid imbalances in the transport system and use each new facility as efficiently as possible. In the Moscow Region, we are implementing a project to build a transport interchange at the intersection of the Central Ring Road with Dmitrovskoye Highway. Currently, specialists are carrying out excavation work, 50% of which has already been completed. In parallel, the site has begun to install structural layers of the asphalt concrete road surface. In addition, the foundations and supports of all three future overpasses have been built and their superstructures have been partially installed," said Marat Khusnullin.

The Deputy Prime Minister added that transition plates and expansion joints are currently being installed on artificial structures.

A complex of works is expected ahead, including the installation of asphalt concrete pavement layers, drainage structures and strengthening works. In addition, it is necessary to install metal span structures over the current section of the Central Ring Road with intensive traffic. A large volume of work on the installation of road safety elements is also envisaged.

According to the Chairman of the Board of the state company Avtodor, Vyacheslav Petushenko, the project also includes the construction of four exits and the reconstruction of the A-107 Moscow Small Ring road.

"As part of the reconstruction, a set of works will be carried out to change the longitudinal profile and geometric parameters of the road. This will improve its transport and operational characteristics. It is planned to replace all culverts to protect the roadway from water, preserve natural watercourses, and prevent flooding. It is also planned to install outdoor electric lighting lines for comfortable travel at night and in poor visibility. To improve road safety, a metal barrier fence will be installed. The total length of the reconstructed section is about 2.3 km. In general, the new interchange will improve the accessibility of adjacent areas, redistribute traffic flows from the A-107 "MMK" highway to the Central Ring Road and significantly improve the conditions for transit traffic bypassing Moscow," said Vyacheslav Petushenko.

About 230 people and 85 units of road construction equipment are involved in the construction of the interchange. The launch of vehicle traffic on the new facility is planned for 2026.

The Government has approved an action plan for the implementation of the second stage of the Concept for the Development of Supplementary Education for Children, designed for 2025–2030.

Within the framework of the second stage, work will continue aimed at improving the quality and accessibility of additional education, developing the material and technical support of this sphere, infrastructure and human resources, improving legal regulation and methodological support of the additional education system.

At the first stage of the concept implementation, work was carried out to disseminate the target model for the development of additional education in the regions. It involves a transition to personalized financing – the issuance of social certificates, according to which a child can attend clubs and sections for free. Within the framework of the second stage, it is planned to annually provide such certificates to at least 30% of children in each region. It is also planned to increase the number of places for training in additional general education programs in children's art schools.

Special attention is paid to children with disabilities, disabled children and orphans. Educational institutions will continue to create the necessary conditions for their involvement in the system of additional education, intellectual and creative competitions, sports events. Best practices for increasing the availability of additional education for disabled children and children undergoing long-term treatment will be disseminated in the regions.

In addition, at the second stage of the concept implementation, it is planned to continue updating the material and technical base of additional education organizations, actively involve young specialists in the educational process, and create conditions for regular children's excursions on historical, cultural, scientific, educational, and patriotic topics.

The service of registration for additional education programs via the unified portal of state services will also be modernized. Its functionality will be supplemented by the ability to subscribe to notifications about the availability of registration for additional programs.

The President instructed the Government to approve the Concept for the Development of Additional Education for Children following a meeting of the Council for the Implementation of State Policy in the Sphere of Family and Child Protection in 2021. Its first stage, designed for 2022–2024, has been fully implemented.
