A meeting of the Presidium of the Government Commission on the Development of Unmanned Aircraft Systems (UAS) was held in Moscow under the chairmanship of Deputy Prime Minister Vitaly Savelyev. The event was attended by Transport Minister Andrei Nikitin, Minister of Industry and Trade Anton Alikhanov, representatives of the Ministry of Education and Science, constituent entities of the Russian Federation, as well as manufacturers of unmanned aircraft systems.

The Deputy Prime Minister presented the results of the commission's work in terms of developing a regulatory framework for the further development of the use of unmanned aircraft systems. In order to simplify the use of UAS for monitoring extended objects, forest protection activities and agriculture:

— the period for obtaining a flight permit has been reduced from 3–5 days to 24 hours;

— administrative barriers to access to the operation of individual UAS units upon receipt of an airworthiness certificate based on an assessment report have been eliminated;

— rules for performing UAS flights have been established that were previously absent. In particular, a separate procedure for preparing and performing UAS flights has been established for various operating conditions: visual flights, flights beyond the horizon, flights outside populated areas, flights over populated areas.

In order to develop the use of UAS in agriculture:

— the procedure for using UAS in agriculture during flights at an altitude of up to 30 m has been simplified;

— the possibility of using the declarative certification method for agrodrones weighing up to 495 kg is provided.

The Minister of Transport Andrey Nikitin reported on the development of a "road map" for the creation of a remote identification system for unmanned vehicles in the Russian Federation, which provides for the creation of a unified UAS identification system based on the ERA-GLONASS State Automated Information System. Since this year, UAS manufactured by the Transport of the Future company and equipped with an ERA-GLONASS transponder have been used within the framework of an experimental legal regime in the Samara Region.

The meeting participants also discussed the status of preparations for the upcoming international forum on the development of unmanned systems "Unmanned Systems: Technologies of the Future", during which the project and educational intensive course "Archipelago-2025" will be held. The work is being carried out by the Ministry of Industry and Trade together with the Ministry of Transport of Russia, the Moscow government, the NTI Platform, and the Agency for Strategic Initiatives. The business program will be held at the Skolkovo Innovation Center on August 14-17 and will bring together participants from more than 25 countries. The construction of non-residential real estate plays an important role in the comprehensive formation of a comfortable urban environment. The construction of commercial, industrial, administrative and social buildings contributes to the creation of a balanced infrastructure and sustainable economic growth, and also provides employment for the population. This was reported by Deputy Prime Minister Marat Khusnullin.

"The construction of non-residential infrastructure is a prerequisite for the harmonious development of settlements and improving the quality of life of people. Schools, clinics, enterprises and shopping centers create an environment in which residential areas become truly comfortable for living. In the first six months of this year, 14.2 million square meters of non-residential premises were commissioned in the country, which is 11% more than last year. This generally indicates the development of business activity and the improvement of infrastructure provision in the country. If we talk about the distribution by region, then about 63% of the total volume of non-residential construction in Russia falls on three federal districts – Central, Volga and Northwestern," said Marat Khusnullin.

According to the Deputy Prime Minister, the largest increase is observed in the sphere of retail space – its commissioning increased by 25.3%, reaching 4.9 million sq. m. The volume of commissioned administrative buildings also increased significantly – by 21.9% (to 543.8 thousand sq. m). The industrial sector also shows positive dynamics: in the first half of the year, 2.8 million sq. m of facilities were commissioned, which is 6.2% more than a year earlier.

Among the federal districts, the leaders in terms of growth in the commissioning of non-residential real estate were the Urals (44% compared to the same period last year, about 1.3 million sq. m were commissioned in the first half of 2025), Far Eastern (30%, 664 thousand sq. m were commissioned) and Northwestern (25%, almost 1.6 million sq. m were commissioned) districts.

"Statistics of non-residential building commissioning by federal districts are quite diverse, since for certain types of buildings, there is an obvious multiple increase in the volume of commissioning. For example, the Volga, Ural and Far Eastern Federal Districts have the main growth in commercial real estate, the Central and Northwestern Federal Districts – in the administrative real estate sector, the Southern Federal District is the best in commissioning industrial space, and the North Caucasian Federal District is the leader in commissioning agricultural buildings. At the same time, in terms of federal districts, the commissioning structure is stable," noted Minister of Construction and Housing and Public Utilities Irek Faizullin.

Among the subjects of the Russian Federation in the first half of 2025, the leaders in terms of total commissioning of non-residential buildings were Moscow Region, where about 1.9 million square meters were commissioned, Moscow (more than 1 million square meters), Sverdlovsk Region (656.4 thousand square meters), St. Petersburg (557.2 thousand square meters), Krasnodar Region (501.3 thousand square meters) and the Republic of Tatarstan (493.8 thousand square meters).

Deputy Prime Minister Dmitry Chernyshenko and Minister of Economic Development Maxim Reshetnikov spoke about the training of specialists for the tourism industry.

Today, more than 200 higher education institutions and 300 colleges across the country provide training for the tourism and hospitality industry. More than 320 thousand people receive specialized education there.

The admissions campaign is currently underway in Russian universities and institutions of secondary vocational education. In higher education areas related to tourism, applicants have already submitted applications to approximately 130 thousand competition groups, and about 120 thousand applications have been sent to institutions of secondary vocational education.

"President Vladimir Putin has set the task of increasing the tourist flow to 140 million people per year by 2030. To achieve this, large-scale investment projects are being implemented within the framework of the national project "Tourism and Hospitality". The key importance today is the training of specialized specialists for the tourism sector. Currently, the tourism industry employs about 1 million people. In 2024, educational institutions graduated about 55 thousand specialists for the tourism sector, including more than 6.4 thousand university graduates and over 48 thousand specialists with secondary vocational education.

Minister of Economic Development Maxim Reshetnikov emphasized the need for a comprehensive approach: "It is important to integrate secondary vocational education with the demands of the tourism industry, cooperate with strong regional universities and increase labor productivity. For this purpose, competence centers in tourism have already begun operating at the Kavkaz.RF corporation. So that educational institutions can quickly and efficiently meet the industry's need for specialists."

In order to improve the quality of personnel provision for the tourism industry, federal resource centers for personnel training have been created within the framework of the national project "Tourism and Hospitality". They are located in the Moscow Region at the Russian State University of Tourism and Service (RGUTIS), Tatarstan and St. Petersburg.

Since 2023, more than 11 thousand people have been trained in the centers, and by the end of 2025, it is planned to train about 6.5 thousand more specialists. Among them are managers of hotel complexes, tour guides, specialists in the field of strategic planning in tourism and service organization.

In the Federal Resource Center for Personnel Training for the Tourism and Hospitality Industry, RGUTIS, more than half of the programs are aimed at developing human resources in the hotel industry and the catering industry, including optimizing the operation of accommodation facilities, managing modular hotels, and increasing the efficiency of business services. Monitoring of NPS entities is carried out by the Bank of Russia in accordance withLaw on NPSAndBy Bank of Russia Instruction No. 6950-U “On the procedure for implementing monitoring in the national payment system”.

Monitoring of the national payment system is carried out on an ongoing basis and includes:

Monitoring activities of NPS entities and (or) the functioning of observation objects
Rating activities of NPS entities and (or) the functioning of observation objects
Initiating Change— preparation based on the results of the assessment of proposals for changing the activities of NPS entities and (or) the functioning of observation objects

The Bank of Russia regularly discloses information on the results of monitoring in the NPS in reviews.
