The Russian Ministry of Transport and JSC GLONASS will make public data on the actual mileage of highly automated freight vehicles. The statistics are being collected online by the unified identification system for driverless vehicles based on ERA-GLONASS, which is being created at the request of Russian President Vladimir Putin.

To date, more than 60 autonomous trucks on the M-11 "Neva" and Central Ring Road highways are connected to the state information system. Information will be posted on the websites of the agency and the ERA-GLONASS operator.

It's clear proof of the ability of domestic developers to create and scale cutting-edge transport technologies that will shape the future of logistics in Russia. This initiative is fully aligned with our strategic goal of creating the world's first universal solution for identifying all driverless vehicles based on ERA-GLONASS. Transparency and openness of information allow all parties—from regulators to the general public—to see real successes and progress in the development of driverless vehicles, which is critical for the widespread adoption of this technology. The public counter will record the achievement of the indicators necessary for scaling driverless logistics and help objectively assess technological maturity," emphasized Andrey Nikitin.

According to Alexey Raikevich, CEO of JSC GLONASS, this counter will initially display quantitative data, with qualitative metrics to be added later. Objective data verified by ERA-GLONASS will increase public and government trust in the technology and ensure transparency in the use of unmanned aerial vehicles.

According to the draft federal law on automated vehicles, the procedure for connecting to the unified identification system based on the ERA-GLONASS state information system will be established by the Russian government. Its commercial operation will begin in March 2026.

Denis Manturov outlined the Strategy's priority areas, including improving the institution of industrial product conformity assessment and oversight, finalizing the development of regulatory solutions to curb the online sale of illegal goods, and eliminating fictitious manufacturers passing off goods of unknown origin as Russian.

Denis Manturov also noted that product identification marking is an example of an effective way to combat illegal product trafficking. This marking tool already covers 33 product groups, and experiments are underway on 12 more.

"The operator, CRPT, has invested over 100 billion rubles in private investment into the creation of the labeling system. And we see the unique effectiveness of this tool. The government and businesses have collectively received approximately 2 trillion rubles in additional revenue from the cleansing of the economy and the release of demand. Importantly, the labeling system is not only scalable to new industries but is also expanding with key functionality. Specifically, this concerns the automatic prevention of illegal product sales to consumers at checkout. A similar mechanism is being developed to address the supply of unsafe products to social institutions," the First Deputy Prime Minister emphasized.

One of the key objectives of the updated Strategy is the effective implementation of state oversight over certain types of products. Denis Manturov emphasized the need to reinstate this oversight for certain building materials: cement, cables, heating radiators, and other products.

"During the year of the experiment, Rosstandart conducted approximately 35,000 preventative and control measures. Based on these results, we have observed a decline in the number of detected violations, from 91% in January to 68% currently. This positive shift is also confirmed by construction associations, which have recorded a decline in the volume of unsafe products on the market. Therefore, there are objective grounds for resuming state oversight of these product categories," the First Deputy Prime Minister noted.

"The strategy includes an analysis of the results achieved in combating illegal trafficking of industrial products over the past five years. It also assesses the current situation, identifies key issues, mechanisms, and measures for implementing the Strategy, as well as the expected results," said Ekaterina Priezzheva, Deputy Minister of Industry and Trade of the Russian Federation.

The meeting participants supported the draft law "On Amendments to the Federal Law "On Industrial Policy in the Russian Federation" and the Repeal of Certain Provisions of Legislative Acts of the Russian Federation," which provides for the establishment of a separate type of state control over compliance with mandatory requirements for certain types of industrial products.

The meeting participants also approved a draft federal law developed by Rospotrebnadzor on the introduction of a system of automatic fines for violations of mandatory requirements for the labeling of goods with identification means.

The Digital Transport and Logistics Association is organizing the international forum "Digital Transportation 2025." The event, now in its third year, traditionally brings together government officials, company executives, and industry experts.

At an exhibition held as part of the forum, the Deputy Prime Minister was presented with practical examples of digital products and services used in transport: driverless cars and Russian software for the safe operation of airlines, rail transport, and transport infrastructure facilities.

Addressing the forum participants, Deputy Prime Minister Vitaly Savelyev discussed in detail the Government's key areas of work in the digital sphere.

As part of the federal project "Unmanned Logistics Corridors," a roadmap for the development of highly automated vehicles through 2028 has been developed. Currently, 90 unmanned trucks are already operating on highways and testing grounds. Over the past two and a half years, unmanned trucks have traveled over 8.5 million kilometers. The key objective remains reaching Level 5 autonomy and developing a full-fledged market for ground transportation by unmanned trucks. The Ministry of Transport is drafting a federal law regulating the use of highly automated vehicles on public roads. It is scheduled to come into force in the third quarter of 2027.

The market for unmanned aerial systems (UAS) continues to develop. Class H airspace was established in July of this year. This simplifies the use of UAS at altitudes of up to 150 meters and within designated routes at altitudes of up to 3,050 meters. Russia is currently among the leaders in developing a regulatory framework for UAS use. The United States and China are also moving toward establishing separate airspace.

One of the goals is to be the first in the world to create a universal identification system for unmanned vehicles. This platform will be based on the ERA-GLONASS system, and its commercial operation will begin on March 1, 2026. Tests have already been conducted on connecting unmanned aerial vehicles (UAVs) to the system in 25 regions of the country, autonomous trucks on the M-11 highway and the Central Ring Road (TsKAD), and unmanned boats in Sakhalin and the Murmansk Region. The identification system will ensure transparency in the use of unmanned vehicles on land, water, and air.

Digital logistics solutions are developing successfully. The Electronic Shipping Documents State Information System (GIS) was launched in 2022, and its use will become mandatory on September 1, 2026. This will significantly simplify interactions between shipping parties and reduce overall time costs.

Active work to replace foreign software continues. To this end, the Ministry of Transport operates four industrial competence centers in key transport areas: maritime and river transport, aviation, rail transport and logistics, and airports. Twenty-three projects are being implemented within these centers, 12 of which have already been completed. The results of these centers' work will be scaled up to organizations across the transport sector.

"Developing the digital potential of the transport industry is essential to addressing the strategic challenges of maintaining a high level of national security and building technological sovereignty. The Russian transport sector occupies a global leadership position in the depth of its implementation of digital technologies and services.
