Funds totaling 90.6 million rubles will be allocated to 26 regions that applied for subsidies in 2025. These include the Republics of Buryatia and Yakutia; the Trans-Baikal, Kamchatka, Primorsky, and Khabarovsk Krais; the Amur, Belgorod, Bryansk, Vladimir, Voronezh, Ivanovo, Kaluga, Kostroma, Kursk, Lipetsk, Moscow, Oryol, Ryazan, Smolensk, Tambov, Tver, Tula, Yaroslavl, and Jewish Autonomous Oblasts; and the Chukotka Autonomous Okrug. By the end of the year, these regions are expected to recruit approximately 80 specialists.

Under the program, physical education and sports workers relocating to communities with populations of up to 50,000 will receive one-time compensation payments. For communities located in the Far East, the one-time payment will be 2 million rubles. For other regions, the one-time payment will be 1 million rubles.

State support will be available to specialists with higher or secondary vocational education. To qualify, they must sign a full-time employment contract with a physical education and sports organization, committing to work there for at least five years.

Speaking about the decision taken at a meeting with deputy prime ministers on October 20Mikhail Mishustin noted that it is important for qualified specialists to be present in sports organizations in small towns and for children to train under their guidance.

"This will help them improve their health and, perhaps, reach a professional level, prove themselves in high-performance sports, and become champions," the prime minister added.

The head of state instructed the government to take measures to implement the "Zemsky Trainer" program following a meeting of the Presidential Council for the Development of Physical Culture and Sports in 2024. The program will be launched in all regions of Russia starting in 2026.

The government has increased the maximum annual subsidy for preferential loans issued to defense industry enterprises for the production of civilian products from 600 million to 3.5 billion rubles. Prime Minister Mikhail Mishustin signed the corresponding order.

This decision will provide additional support to defense industry organizations ready to implement projects in priority civilian industries and accelerate the launch of these projects. The implementation of integrated territorial development projects in Russia ensures the commissioning of new real estate and the comprehensive renewal of the urban environment. Currently, the total volume of properties commissioned through this instrument has reached 2.8 million square meters, according to Deputy Prime Minister Marat Khusnullin.

"The regions have been tasked with the high-quality renewal of populated areas. To achieve this, a mechanism for integrated territorial development has been introduced, enabling the renewal of residential buildings, modernization or creation of necessary infrastructure, and the re-use of inefficiently used land, thereby stimulating the development of populated areas. I would like to note that the integrated territorial development mechanism has only recently begun to be actively implemented in the regions and is gradually gaining momentum. Regions are systematically joining this effort. Thus, more than 2.8 million square meters of real estate, including almost 2.4 million square meters of housing, have been commissioned under integrated territorial development projects to date. In total, approximately 1,200 integrated territorial development projects, covering an area of almost 24,300 hectares, are in the active implementation phase in 78 regions across the country," said Marat Khusnullin.

The Deputy Prime Minister added that the urban development potential of the KRT projects in the active implementation phase amounts to almost 185 million square meters of real estate, of which 138.7 million square meters is housing.

The selection of new sites for integrated development continues across the country. Currently, 1,717 sites, totaling over 40,000 hectares, are being developed. The urban development potential of these projects reaches 288.7 million square meters, of which 214.5 million square meters is residential.

"Another important social task addressed by integrated territorial development is the resettlement of residents from uninhabitable housing. Currently, resettlement of dilapidated and hazardous housing under KRT projects is underway in 32 regions. To date, nearly 18,300 people have been able to improve their housing conditions, and this work continues," said First Deputy Minister of Construction, Housing and Utilities Alexander Lomakin.

Housing construction projects can also be implemented on land owned by the Russian Federation. The Government Commission for Housing Development and Evaluation of the Efficiency of Land Use Owned by the Russian Federation has approved 96 such housing construction projects in 45 regions with a total urban development potential of 19.3 million square meters. The total area of these projects is 4,360 hectares.

Since 2024, with the support of the Federation Council, the State Duma, and the Ministry of Construction, the institution of an integrated territorial development operator has been enacted into law. The Territorial Development Fund serves as the federal operator of the integrated territorial development operator.

"In this case, the Fund performs the following functions: developing a territorial development concept, formulating proposals for the most effective mechanisms for engaging territories to ensure their guaranteed development, and developing comprehensive utility and transport support schemes. This allows us to bring inefficiently used or unused land into economic circulation. First Deputy Prime Minister of the Russian Federation Denis Manturov visited industrial sites in Fryazino, Moscow Region: the Istok-RTU MIREA innovative technology park, the Istok research and production enterprise named after A.I. Shokin, and VPG Lazeruan.

The Istok-RTU MIREA innovative technology park was built with the support of the Rostec State Corporation. This educational space, covering over 3,700 square meters, is equipped with modern laboratories, a drone testing ground, a cyberdrome, and an arena for the "Robot Battle." It will provide practical training for schoolchildren and students for companies in the electronics industry, including through the "Rostec Code" educational and professional track.

The technology park was created within the advanced engineering school of microwave electronics with the participation of the Shokin Scientific and Production Enterprise Istok (part of the Rostec State Corporation's RosEl holding company) and the Russian Technical University MIREA. The educational complex is equipped with modern laboratories for studying natural sciences, information technology, radio electronics, design fundamentals, 3D printing, computer modeling, assembly, and automation. Students will also have access to courses in programming in various languages, cybersecurity, electronic product design, circuit design, smart home systems, chemistry, materials science, and other areas. The technology park also features an eSports center and testing grounds for drone and robot competitions.

Here, schoolchildren and students will undertake internships and participate in projects for Rostec enterprises. Successful projects and developments will be implemented in real production while still in training. This approach fosters innovative thinking and unlocks the potential of each student.

"The technology park will become a breeding ground for a new generation of engineers with cutting-edge practical knowledge in microwave electronics. Today, this is a key competency for industry and design. Educational programs here will be based on real-world cases and enterprise challenges, meaning schoolchildren and students will be involved in work directly related to production needs from the very beginning. They will be mentored by experienced specialists from the state corporation. This approach will help develop a workforce with honed practical skills, starting from their school and university years. As a result, enterprises will recruit specialists who understand the industry's needs and are ready to create breakthrough solutions for the country, ensuring its technological independence," noted Denis Manturov.

"Radioelectronics is one of the country's key industries, and its development is impossible without a strong school system. The technology park will become a platform for laying the foundation for engineering education, and thus the basis for future technological breakthroughs. Here, students will have the opportunity not only to gain a theoretical foundation but also to master the practical skills needed in real-world production. For example, at the school, they can assemble devices of varying complexity—from a radio receiver to a robot—and write programs to control them. Here, students will understand that our industry is an exciting and promising undertaking," emphasized Sergey Sakhnenko, CEO of RosEl Holding and a member of the Union of Mechanical Engineers of Russia.

The First Deputy Prime Minister also visited the production site of the Shokin Scientific Production Enterprise Istok, where modern and advanced electronic products and radio equipment are developed and mass-produced.

During his working visit, Denis Manturov also toured the VPG Laseruan production facility. This modern, dynamically developing company specializes in laser and fiber technology and produces lasers and technological systems for all sectors of industry, science, and medicine. Denis Manturov was shown laser welding, glass cutting, pipe processing, and surgical and cosmetic lasers. The company supplies its products to virtually all regions of Russia and is actively expanding its presence in the international market, exporting to friendly countries in Asia and the Middle East.
