New rules in the field of forest seed production will come into force on September 1. The Forest Code has a separate chapter devoted to this area. Previously, this issue was not reflected in the legislation. At the same time, for reforestation and afforestation, they must be grown in forest nurseries. This guarantees the use of only high-quality planting material for forest reproduction.

In addition, it is now possible to use a new method – molecular genetic analysis – to conduct state monitoring of forest reproduction and state forest pathology monitoring.

The federal project "Forest Preservation" is aimed at achieving the national goal "Environmental Well-Being" defined by the decree of the President of Russia. Among its target indicators and tasks are the preservation of forests and biological diversity, sustainable development of specially protected natural areas and the creation of conditions for ecological tourism in all national parks.

Construction and repair of bypasses of large settlements is carried out throughout the country, including in Donbass and Novorossiya. Such facilities help optimize traffic flows. By diverting transit traffic outside of settlements, they help relieve both entry and internal roads. Thus, on the bypass of Makeyevka in the DPR, major repairs of the road surface with a length of more than 10 km have been completed. This was reported by Deputy Prime Minister Marat Khusnullin.

"The creation and restoration of bypass roads is an important element in the development of the road network of Donbass and Novorossiya, since they play a key role in relieving traffic flows in large settlements. Such highways allow transit traffic to be redirected, bypassing the central streets of cities, which significantly reduces traffic congestion, reduces congestion and improves overall road safety for local residents. For example, in Makeyevka, major repairs have been completed on a 10-kilometer bypass road around the city," the Deputy Prime Minister said.

More than 2.7 billion rubles will be allocated from the Government’s reserve fund to ensure the balance of the budgets of the Altai Republic and the Jewish Autonomous Region.

The funds will be used to co-finance priority and socially significant expenses of these regions. This includes wages for public sector employees, social payments to citizens, mandatory medical insurance for unemployed citizens, and the maintenance of budget institutions.

The decision was made on the instructions of Prime Minister Mikhail Mishustin following a working visit to the Far Eastern and Siberian Federal Districts, which took place on July 21–28, 2025, and based on appeals from regional heads.

The Kaliningrad Region will receive federal funding for the purchase of environmentally friendly public transport. The order to allocate 500 million rubles for these purposes was signed by Prime Minister Mikhail Mishustin.

The funds will come from the Cabinet's reserve fund. They will be used to purchase modern trolleybuses under financial leasing from one of the leading domestic manufacturers.

Such trolleybuses have an increased reserve of autonomous running. They are equipped with high-power air conditioners and media systems that provide passengers with information in audio and video format.

The government continues to work on writing off debt on budget loans to regions that have implemented infrastructure modernization projects. The list of projects financed under state programs, as well as from the National Welfare Fund (NWF), has been supplemented with 29 new items. An order to this effect has been signed.

Thus, the list includes the construction of a medical unit for the creation of a clinical center for ionic carbon therapy in the city of Protvino in the Moscow region, the creation of an experimental testbed complex for space plasma engines and technologies at the Kurchatov Institute in Moscow, and the construction of research vessels.

The updated list also includes projects related to the development of airport infrastructure in Krasnodar and Yuzhno-Sakhalinsk, and the reconstruction of airport complexes in Sochi, Blagoveshchensk, and Balakovo (Saratov Region).

Most of the positions are devoted to the construction of bridges and roads. Among them are the construction of a bridge across the Tumannaya River in Primorsky Krai, the construction and reconstruction of sections of the M-1 Belarus, M-2 Crimea, M-3 Ukraine, and M-4 Don highways.

In addition, the list has been supplemented with a position providing for a comprehensive reconstruction and restoration of the B.A. Pokrovsky Chamber Stage of the Bolshoi Theatre of Russia.

The projects presented in the list are subject to special control by state bodies. Such monitoring allows to exclude corruption violations and to increase the efficiency of spending budget funds and funds of the National Welfare Fund.
