On the instructions of the President, the "Zemsky Trainer" program will be launched in the Far Eastern and Central Federal Districts in 2025, and in all regions of Russia from 2026. Within its framework, workers in the field of physical culture and sports who have moved to work in small settlements with a population of up to 50 thousand people will be able to receive one-time compensation payments in the amount of 1 million to 2 million rubles.

By a decree signed by Prime Minister Mikhail Mishustin, the necessary changes for this were made to the state program “Development of Physical Culture and Sports.”

According to the document, specialists with higher or secondary vocational education will be able to receive state support. To do this, they must sign a full-time contract with a physical education and sports organization, committing to work there for at least five years.

If the settlements are located in the Far East and in the new regions, the lump sum payment will be 2 million rubles. For other regions – 1 million rubles.

An order on the distribution of subsidies to regions of the Far Eastern and Central Federal Districts for the implementation of this program in 2025 is also being prepared for signing.

The head of state instructed the Government to take measures aimed at implementing the Zemsky Trainer program following a meeting of the Presidential Council for the Development of Physical Culture and Sports in 2024.

The Prime Minister inspected the new school building, sports grounds, school buses and talked to students.

The new school in the village of Lopatino, Tarussky District, Kaluga Region, was built on the site of an old building that was demolished in 2021, and opened its doors to students on September 1, 2025. The construction was carried out within the framework of the state program "Education Development" and the national project "Education".

During the construction of the new building, schoolchildren studied in Tarusa, in schools No. 1 and No. 2, in the first and second shifts.

The design capacity of the new school is 250 students. The area of the new building is 5047 sq. m (3 floors). 24 employees will work here, including 14 teachers.

The school has 17 classrooms: 2 math classrooms, 2 Russian language and literature classrooms, 2 foreign language classrooms, chemistry and physics classrooms with lab assistants, an IT classroom with a lab and server room, a classroom for “Fundamentals of Security and Defense of the Motherland,” a history, social science and geography classroom, a music classroom, a visual arts classroom, 3 workshops, as well as 4 primary school classrooms with a recreation area for active recreation of younger students, which are located in a separate block, isolated from the senior level.

The school has equipped a sports hall, a library, an organizational room, a social initiatives room, premises for the additional education center "Growth Point", spaces for students to relax and work individually, and separate wardrobes for senior and junior classes.

New classrooms and rooms that were not in the old school building were equipped: a food block with a canteen, a medical block, an auditorium with a stage.

The canteen and food block are equipped with separate workshops (hot workshop, cold workshop, meat and fish, vegetable, washing room for tableware, washing room for kitchenware, freezer, warehouse for storing dry products, cloakroom for food block staff with separate toilet and shower).

The spacious, bright gym with changing rooms is equipped with toilets and showers.

Two rooms have been specially allocated for creative and active groups of students. These are the organizational room and the room for social initiatives. Now the children will have a place to gather to discuss and implement their creative initiatives and projects.

After the opening, the school plans to host an exhibition of the patriotic project “History of the Village,” dedicated to the native land and the participants of the Great Patriotic War from these places.

Elevators are provided to ensure convenient movement between floors for people with limited mobility.

A new modern automated boiler house has been built.

The school territory is divided into zones for active recreation and sports for children of different age groups. Now, in addition to the universal sports ground, there is a running track, volleyball and basketball courts, play areas for primary school students.

Thanks to the national project "Infrastructure for Life", the renovation of sections of regional and local roads leading to educational and children's leisure institutions continues. By Knowledge Day, work has been completed on more than 800 km, Deputy Prime Minister Marat Khusnullin reported.

"Improving the quality of education and increasing the comfort of students are under special control of the state. In recent years, a colossal amount of work has been done to build new schools and kindergartens, as well as to repair and reconstruct existing ones. Of course, each educational institution should have a comfortable and safe infrastructure: convenient access roads, safe crossings, pedestrian zones, sidewalks. We are actively carrying out this work under the national project "Infrastructure for Life". In anticipation of September 1, road works were completed on 323 sections of the regional and local road network leading to children's educational and leisure institutions – this is 837 km," said Marat Khusnullin.

By the end of the year, the number of updated school routes will increase significantly.

"In 2025, in order to achieve the national project indicators, it is planned to bring 870 objects up to standard – this is more than 3 thousand km of roads to schools, kindergartens, secondary specialized and higher educational institutions. Large-scale work is carried out both within the boundaries of populated areas and beyond them – on regional and inter-municipal roads, along which school routes also pass. Particular attention is paid to strict quality control of road works at all stages – from design to commissioning of objects. This guarantees not only compliance with standards, but also the durability and reliability of the infrastructure being created," said Minister of Transport Andrei Nikitin.

Road workers pay special attention to ensuring road safety.

"As a rule, when carrying out repair work, school routes are equipped with safety elements in accordance with modern standards. This includes the installation of pedestrian crossings, speed bumps, traffic lights, and pedestrian barriers. In addition, thanks to the federal project "Road Safety", large-scale work is being carried out to prevent child road traffic injuries and to form a culture of safe behavior on the roads. Thus, within the framework of the national project "Infrastructure for Life", a whole range of measures is being implemented aimed at ensuring maximum safety for children on the roads," emphasized the head of the Federal Road Agency, Roman Novikov.

In the village of Chigiri in the Amur Region, on the eve of September 1, construction of a road along Krasnaya Street, 0.75 km long, was completed. It leads from Vasilenko Street to the new building of the Chigirin school.

In the Udmurt Republic, of the 63 road facilities planned to be updated this year under the national project "Infrastructure for Life", 48 lead to schools, kindergartens or are a school route. Their total length is 51.8 km.

In the Sharkansky district of Udmurtia, a section of Centralnaya Street in the village of Porozovo was repaired before the start of the school year. Its length is 1.2 km.

In the Republic of Adygea, by September 1, repairs to three school routes in Maykop with a total length of more than 2 km have already been completed, and about 42 km of regional roads passing through populated areas near educational institutions have been updated.

Thus, in the capital of the republic, Gogol Street, 0.9 km long, has been repaired. It provides transport accessibility to two higher education institutions at once, in which more than 17 thousand students study in total – Adyghe State University and Maikop Technological University. There are many centers for professional development and sports on the basis of educational institutions. The Gogol Street section is a 2026 facility that was repaired ahead of schedule.

One of the longest regional facilities – routes to educational institutions – is an almost 6-kilometer section of the Krasnooktyabrsky – Kurdzhipskaya – Dagestanskaya road in the Maykop district. It passes through the settlement of Krasnooktyabrsky along Kubanskaya Street. Educational Center No. 2 of the Maykop district is located here, with more than 1,000 students. Work on the facility has been completed.

Deputy Prime Minister Tatyana Golikova congratulated students of the Moscow State Academy of Choreography on the start of the new academic year.

She noted that this year 14 graduates of the academy have already been accepted into the ballet troupe of the Bolshoi Theater.

For the first time, the official ceremony at the academy as rector was held by People's Artist of Russia Svetlana Zakharova.

"I want to congratulate our little first-graders. Welcome to our big family! May each of you go through this path to the end. I really want to see you among the graduates in eight years. From the beginning of the new academic year in the Decade of Science and Technology, Russian regions will begin issuing special transport cards with a corporate design that reflects the scientific potential of the country's cities. The collection of unique cards will be officially presented at the anniversary V Congress of Young Scientists, which is being held as part of the national project "Youth and Children".

Since September 1, the campaign has been launched in five regions: Moscow, Nizhny Novgorod, Arkhangelsk, Murmansk regions and the Republic of Tatarstan. Within a month, the number of subjects will increase to 11 – Krasnodar Krai (Sochi), Novosibirsk, Chelyabinsk, Sverdlovsk, Kaliningrad and Samara regions will take part in the campaign. It is planned that St. Petersburg, Perm Krai and other regions will join the issue of cards in the future.

It helps popularize science and talk about the developments of scientists from different regions of Russia. The campaign to issue transport cards is one of the most accessible ways to tell about the achievements of regions and people in various scientific and technological fields. Each region has its own unique card design, reflecting its history and features, and together these cards form a general picture of the country's development, from which it is clear what contribution a specific territory makes to our scientific future," emphasized Sofia Malyavina, General Director of the National Priorities ANO.

Thus, in Moscow, the Troika is made in a blue-light blue palette with mathematical formulas and graphic elements symbolizing science as the language of the future. In the Sverdlovsk region, the EKarta is made in an industrial style: crystals and minerals refer to the rich resources of the Urals and its role as one of the largest industrial and technological centers of the country. A special edition of the Baltic Wave map for the Kaliningrad region is designed in a marine palette and symbolizes the work of the region's scientists to study the ecosystems of the Baltic Sea, as well as climate observations that are conducted in the region. In the Samara region, the map is made in a futuristic style: innovative air transport is depicted against the background of a megalopolis, reminiscent of the space heritage. The Republic of Tatarstan presented two versions of the cards: with the Astronomical Observatory of Kazan University, emphasizing the republic's contribution to the development of science, and with the Kul-Sharif Mosque, inscribed in the futuristic image of the city as a symbol of the harmony of cultural heritage and technological progress. And on the back of the student discount card "Pomorye", valid in the Arkhangelsk region, they placed a portrait of Nikolai Pavlovich Laverov – a geologist, academician of the Russian Academy of Sciences and one of the initiators of the creation of the Northern (Arctic) Federal University.

The creators of the visual appearance of the map in the Nizhny Novgorod region were inspired by the developments of specialists from the Russian Federal Nuclear Center – VNIIEF in Sarov: it depicts a unique UFL-2M complex, also known as the "Tsar Laser". The symbolism was not chosen by chance – this year the Russian nuclear industry celebrates its 80th anniversary, and it is this region that has made an invaluable contribution to the development of peaceful atoms.

The design of the map in the Murmansk region is made with reference to images of the Far North: the northern lights and arctic landscapes emphasize the importance of the region in scientific research of the Arctic and the Earth's climate.

"For the convenience of residents and visitors of the region, a whole range of transport cards have been developed in the Murmansk Region. For northerners, a single resident card is provided, providing a wide range of services. Guests are offered to use "Card 51", the new version of which is now decorated with the image of a whale – a symbol popular among tourists," said Murmansk Region Governor Andrei Chibis.

"Card 51" has been in use in the Murmansk region since 2017 as a travel card for public transport. Now, part of the circulation in an updated design will be given to young scientists of the region – the cards will be handed to them directly at universities and institutes.

The Novosibirsk Region has prepared three designs for the SberTroika series, which reflect its status as one of the country's leading scientific centers: the cards depict the Novosibirsk State University, the Akademgorodok technology park, and the SKIF mega-science complex under construction.

"Today, the Novosibirsk Region occupies a special place on the scientific map of Russia. Leading universities, research institutes and innovative companies are concentrated here. It is here that SKIF is being built – one of the most powerful fourth-generation synchrotron radiation sources in the world, which will open up fundamentally new opportunities for medicine, pharmaceuticals and materials science. The placement of these objects on transport maps will highlight the contribution of Novosibirsk and Russia to world science and will allow thousands of residents and visitors to see its achievements in a new way," commented Vadim Vasiliev, Minister of Science and Innovation Policy of the Novosibirsk Region.

In a number of regions, citizens and the professional community were involved in choosing and even directly creating the design. In the Chelyabinsk Region, the appearance of the new transport card with the symbols of the Decade of Science and Technology was chosen by the residents themselves: three design options were put to vote using the State Services portal, where the monument to Academician Igor Kurchatov was combined with a futuristic image of the city. The second option, where the scientist is depicted against the background of the Chelyabinsk of the future, received the most votes – almost two thirds. It will appear on the transport cards that will go on sale by the beginning of the school year. And in St. Petersburg, the task of creating a design for a student travel card with the symbols of the Decade of Science and Technology will form the basis of the nomination of the federal competition of youth design and art "Design of the Young" (Young Design). From September to November 2025, all interested graphic designers of the city under the age of 25 will be able to offer their own version of the design of a student travel card: they will develop a concept under the mentorship of practicing designers from leading studios, companies and universities of the city, receive feedback and defend the final layout in front of a jury. The opinion of the expert council, as well as the votes of city residents who will be able to take part in the public vote, will be taken into account when determining the winner. The design project that takes first place will be used in the release of updated student cards.

The official presentation of regional transport cards with the design of the Decade of Science and Technology will take place at the anniversary V Congress of Young Scientists, which will be held on November 26–28, 2025, in the federal territory of Sirius.
