The mechanism of special treasury loans (STL) was launched in 2023 as a continuation of the infrastructure budget loans program. To date, eight regions of the country have completed planned infrastructure projects involving STL, Deputy Prime Minister Marat Khusnullin reported.

"Special treasury loans, like infrastructure budget loans, are recognized as one of the most popular and effective tools for territorial development. In total, about 190 million rubles of the SCC were distributed in 79 regions. The mechanism allowed the subjects to quickly allocate funds to important projects to modernize public utility infrastructure, upgrade roads, schools and other facilities without a heavy burden on the local budget, which, of course, had a positive impact on the overall development of settlements. To date, 223 facilities and activities have been completed in 37 regions within the framework of special treasury loans. Of these, 8 subjects of the Russian Federation have fully completed work under the program – these are Tula, Rostov, Omsk, Yaroslavl, Oryol, Magadan regions, the Republic of Crimea, Chukotka Autonomous Okrug. Thanks to the projects implemented there, the quality of life has improved for 828 thousand people. 248 facilities and activities in 43 regions remain in progress. “In general, the planned work on the SCC will contribute to improving the quality of life of about 43 million citizens,” said Marat Khusnullin.

In August of this year, the construction of the Shevelevsky water intake water treatment plant with a capacity of 2.7 thousand cubic meters per day was completed in the Shchekino district of the Tula region, which became the last facility planned under the SKK program. Earlier, the region reconstructed the sewerage systems of the Uzlovsky district, as well as the water supply systems in the village of Leninsky in Tula.

Also this year in Rostov-on-Don, thanks to the systematic work of the team of the acting governor of the Rostov region, a sewer collector along Lokomotivnaya street with a length of 3.27 km was built at the expense of the SKK. And in the Omsk region, a water supply system was put into operation: Krutaya Gorka village – Chernoluchinsky village – Krasnoyarka village.

In 2024, with the use of special treasury loans, the Republic of Crimea completed the overhaul of almost 14 km of emergency sections of the Yevpatoria water pipeline, in the Yaroslavl Region – 4.32 km of the heating network on Promyshlennaya Street in Tutayev. In the Chukotka Autonomous Okrug, courtyards along Otke Street and Energetikov Street in Anadyr were overhauled. In Orel, the construction of 8 km of the water pipeline from Mashinostroitelnaya Street to Karachevskoye Highway was completed, and in (Magadan?) the building of the educational and laboratory building of the Magadan Polytechnic College was reconstructed.

All planned projects under the special treasury loan program may be completed in 2027.

Vasily Kupyzin, General Director of the Territorial Development Fund, noted that seven regions have fully completed work under the mechanism of infrastructure budget loans (IBK), launched in 2021.

"The Kostroma, Penza and Chelyabinsk regions, the republics of Adygea, Khakassia and Tatarstan, as well as the Chukotka Autonomous Okrug completed work on 57 objects and events in 2024. Among them are a 24.4 km long water pipeline in the Gudermes district of Chechnya, reconstruction of the road from Biyskaya Street to the intersection of Ryabova and Perspektivnaya Streets in Penza, the Alekseyevskoye-Almetyevsk road as part of the Shali-Bavly highway in the Republic of Tatarstan. In total, 510 objects and events have been completed on the IBC to date," explained Vasily Kupyzin.

Budget loans are provided to regions for the implementation of infrastructure projects at 3% per annum for up to 15 years. The curator of the IBC and SKK program is the Ministry of Construction, the operator is the Territorial Development Fund.

Increasing the number of vehicles using natural gas motor fuel, creating a modern filling and service infrastructure, improving the environmental situation – these and other tasks formed the basis of the Concept for the Development of the Natural Gas Motor Fuel Market until 2035. It was approved by order of Prime Minister Mikhail Mishustin.

The concept includes eight segments of vehicles and equipment, the conversion of which to gas motor fuel will have a noticeable economic and environmental effect, and will also lead to a significant reduction in greenhouse gas emissions. These are automobile, sea and inland water transport, rail transport, agricultural machinery and equipment, municipal and road construction equipment, specialized equipment designed to perform work in quarries and mine workings.

The concept includes two scenarios for the development of the domestic gas motor fuel market until 2035. The base scenario is formed taking into account external challenges and instability in global energy markets. The target scenario provides for more favorable conditions in which the gas motor fuel market will develop at an accelerated pace.

Thus, the baseline scenario assumes the production of 347.3 thousand and the conversion of 369.5 thousand vehicles using natural gas motor fuel. In addition, it implies the construction of 80 civil vessels, as well as the production of 113 mainline and shunting locomotives, the production of 4 thousand units of agricultural and 1.6 thousand units of quarry machinery and equipment, 2.5 thousand units of municipal and road construction equipment running on this type of fuel. The implementation of these plans will increase the volume of consumption of natural gas motor fuel in Russia from 2.52 billion cubic meters in 2024 to 9.6 billion cubic meters in 2035.

The target scenario envisages the production of 528 thousand vehicles running on natural gas motor fuel and the conversion of 525 thousand vehicles to use it. It also assumes the construction of 107 civil vessels, the release of 149 mainline and shunting locomotives, 2.9 thousand units of quarry equipment, 18.7 thousand units of agricultural machinery and equipment, 3.8 thousand units of municipal and road construction equipment. This will increase the consumption of natural gas motor fuel to 13.9 billion cubic meters in 2035.

The number of gas motor fuel filling infrastructure facilities will increase to 2,715 units.

“The President emphasized that the use of gas motor fuel is a priority for our country,” Mikhail Mishustin recalled atmeeting with deputy prime ministers on September 8.

According to him, all measures envisaged by the concept will expand domestic demand for natural gas and accelerate the creation of a new segment of the economy.

The plan was developed using a single digital cartographic base and contains information on projects to create infrastructure facilities necessary for the implementation of national development goals approved by the Presidential Decree. It is based on territorial planning schemes for each of the areas of infrastructure development – transport, energy, communications, healthcare, higher education. These areas of development were defined as the basis for the formation of a comprehensive plan due to the extraterritorial nature of this infrastructure, the creation of which will have a socio-economic impact on the entire country.

The comprehensive plan includes priority infrastructure development activities already being implemented within the framework of national projects and state programs. These include projects to build and reconstruct medical institutions, including children's hospitals and rehabilitation centers, create university campuses, develop and upgrade railway infrastructure, build and reconstruct roads, bridges, airports, seaports and terminals, shipping locks, gas pipelines, nuclear, wind and solar power plants, communication lines, and logistics postal centers.

As the Prime Minister noted at a meeting withby vice-premiers on September 8, within the framework of the plan, in particular, it is necessary to build and reconstruct about 4.5 thousand km of railways, over 2 thousand km of highways, more than 800 km of ultra-high voltage power transmission lines, and lay almost 20 thousand km of trunk fiber-optic communication lines.

“It is also planned to renovate 40 medical organizations and research centers, and dozens of university campuses will be built,” Mikhail Mishustin specified.

He added that 60 airport complexes are planned to be significantly modernized and 10 new power units will be launched at 5 nuclear power plants.

In order to ensure the synchronous development of infrastructure at the federal and regional levels, regional authorities are recommended to ensure the updating of territorial planning schemes in order to form comprehensive plans for the development of regional infrastructure on their basis.

The President instructed the Government to develop and approve a comprehensive plan for the development of transport, energy, telecommunications, social and other infrastructure for the period up to 2036, necessary for the implementation of national goals, in the Decree "On the national development goals of the Russian Federation for the period up to 2030 and for the future up to 2036". In Krasnodar Krai, the implementation of a large-scale project to build a bypass around Adler continues. Currently, road workers have begun monolithic work on the above-ground part of the turnaround loop as part of the future interchange on the eastern side of the bypass around Adler in the village of Vysokoye. This was reported by Deputy Prime Minister Marat Khusnullin.

"The south of Russia has enormous economic potential. The development of the region's road and transport complex opens up new opportunities to improve people's living conditions and increase transport accessibility, and is also becoming a driver of growth for a number of economic sectors, including domestic tourism. As part of the modernization of the road network in the south of the country, we are building a bypass of Adler. The new road will reduce travel time to the Sochi airport and Krasnaya Polyana, and will also ensure the withdrawal of transit transport from the resort area, which will create comfortable conditions for local residents and tourists. Currently, builders have begun constructing the above-ground part of the turnaround loop as part of the future interchange on the eastern side of the Adler bypass in the village of Vysokoye. After the completion of the work, this turnaround loop will be available for visitors and residents of Sochi when driving along the A-149 highway from Adler for a comfortable exit onto the Adler bypass and towards the old Krasnopolyanskoye highway for travel in the direction of the Sochi airport, the villages of Moldovka, Vysokoye and other nearby settlements," said Marat Khusnullin.

The Deputy Prime Minister added that the eastern interchange will have nine exits in total, so that motorists traveling in any direction will be able to enter the Adler bypass tunnel leading to Kudepsta. And those who arrived through the tunnel from the center of Sochi will be able to turn onto the old and new Krasnaya Polyana Highway to travel toward Krasnaya Polyana, Sochi Airport, and Adler.

According to the Chairman of the Board of the state company Avtodor, Vyacheslav Petushenko, the concreting of the turnaround loop will be carried out in stages, in sections.

"274 cubic meters of high-strength concrete with a total weight of about 685 tons were used to concretize the first span. About 1.9 thousand cubic meters of concrete will be needed to construct the entire U-turn loop. After construction is completed, the overpass, 362 meters long and 7.9 meters wide, in the easternmost part of the future multi-level interchange of the Adler bypass will bend around the high-speed direction of the A-149 highway and the Mzymta River bed from above. It will be supported by 12 supports, the construction of which has already been completed," said Vyacheslav Petushenko.
