The government has decided to establish an annual national award, "Digital Solutions," aimed at rewarding IT projects that make a significant contribution to the development of digitalization in the country. It is intended to become the key government-level award in the field of information technology. The award will be presented for the first time at the "Digital Solutions" forum of the same name, which will be held from November 12 to 15, 2025.

The goal of the award is to recognize the best IT developments that are being implemented in the economy, public administration, and social spheres, stimulating the country's digital transformation and the development of information technology. Projects of all sizes—from startups to large corporations—whose effectiveness is proven by measurable results are invited to participate in the competition.

"The National Digital Solutions Award is intended to become a key government-level award in the field of information technology. Its key feature is its comprehensive nature. The award covers a wide range of IT solutions and their diversity. After all, everyone's contribution is crucial to the country's digital development. I am confident that the award will not only recognize achievements but also stimulate new breakthroughs in the digital sphere," noted Deputy Prime Minister and Chief of the Government Staff Dmytro Grigorenko.

The Digital Solutions Award will be presented in eight key categories: Information Security, Software, Communications and Telecommunications, Platforms and Services, Artificial Intelligence, Personnel and Education, Public Services, and Information Infrastructure.

Applications for the Digital Solutions Award will be accepted from September 24 to October 9, 2025. Deputy Prime Minister Dmitry Chernyshenko chaired a meeting of the Commission on Scientific and Technological Development (S&TD).

During the meeting, issues related to the implementation of the most important innovative projects of national importance, industry strategies, and fundamental scientific research programs were discussed.

The Scientific and Technological Development Commission approved the draft strategy for the development of the rehabilitation industry of the Russian Federation for the period up to 2030 in terms of personnel and scientific support for its implementation, subject to taking into account comments.

The draft strategy under consideration is aimed at ensuring a sustainable level of development of the rehabilitation industry in our country.

"The project presents a comprehensive picture of the development of the entire industry: from fundamental science and personnel training to production and logistics. It was prepared taking into account fundamental documents for the sector, including decrees of President Vladimir Putin and orders of the Russian Government. It is expected that the implementation of the strategy will, among other things, promote Russia's national interests in rehabilitation technologies, science, personnel development, and production," stated Dmitry Chernyshenko.

Ekaterina Priezzheva added that the project was sent to more than 230 interested organizations and presented to an expert community and the heads of large enterprises.

Gennady Krasnikov reported that the Scientific and Technical Council of the Scientific and Technical Revolution Commission carefully reviewed the draft strategy: "It provides for truly priority research, including the development of neural interfaces, the use of artificial intelligence, the creation of biocompatible materials, and other important studies. Furthermore, it provides for the integration of medical organizations with leading scientific organizations, and a detailed review of human resources policies is underway. We believe that the convergence of nanotechnology, robotics, and neurosciences envisioned in the strategy will enable the creation of cutting-edge, competitive products. Following its review, the Scientific and Technical Council recommends supporting this project."

Veronika Skvortsova presented the Federal Medical and Biological Agency of Russia's cutting-edge practices in high-tech comprehensive rehabilitation: "I would like to thank you for your support of the world-class scientific center—the Center for Cybernetic Medicine and Neuroprosthetics, established within the Federal Center for Brain and Neurotechnology of the Federal Medical and Biological Agency of Russia. Thanks to the agency's close collaboration with Motorika, fundamentally new technologies have been developed and are already being implemented: biocompatible implants, innovative methods for combating phantom pain, prosthetic sensing systems and bionic prostheses, and neuromicroprocessor interfaces. These unique developments are currently being tested on their first patients."

In conclusion, the Scientific and Technological Revolution Commission reviewed the 2024 report on the implementation of the Fundamental Scientific Research Program in the Russian Federation for the long-term period.

Last year, the Academy of Sciences worked to improve the model for coordinating fundamental and exploratory scientific research, as well as the evaluation of scientific results. RAS Vice President Stepan Kalmykov discussed this work in detail.

Denis Sekirinsky highlighted key aspects of the program implementation report and announced changes to the indicator system: "I would like to separately inform you that today we made changes to the fundamental research program: the indicators have been revised and are now fully aligned with the indicators for the implementation of the Strategy for Scientific and Technological Development of Russia, which were previously approved at a meeting of the commission and the Council for Science and Education."
