In 2025, approximately 1,004,500 people graduated from secondary vocational education programs, and the employment rate of college graduates today reaches 80.5%, indicating the high efficiency of training personnel in line with employer requirements.

To help students in grades 6–11 choose their future profession, a unified career guidance model was introduced in every school starting September 1, 2023, covering more than 8.5 million students and involving 13,400 employers.

A significant change in the secondary vocational education system is the implementation of the federal project "Professionalism" starting in 2022, which provides for the formation of secondary vocational education clusters, as well as a set of measures to modernize the system in the interests of economic and industrial development.

In 2025, 506 clusters across 24 economic sectors will operate in 86 regions, with more than 2,400 employer organizations participating.

To attract internship recipients to the secondary vocational education system, the federal "Professionality" project offers continuing professional education programs for workers returning from production, prize winners, and winners of professional skills championships. More than 2,200 students have already completed this training.

A significant development mechanism for the secondary vocational education system is the professional skills championship movement, which includes:

— high technology championship;

— championship in professional skills “Professionals”;

— championship in professional skills among disabled people and people with limited health capabilities "Abilympics".

The All-Russian competition for teachers in the secondary vocational education system, "Master of the Year," has been held since 2021 to reward teachers, enhance the prestige of the teaching profession, promote cutting-edge ideas in education and training, and study and implement best teaching practices.

In 2025, 9,831 teaching staff took part in the competition, with 89 teachers from all constituent entities of the Federation participating in the final stage.

The competition finals will take place from September 29 to October 2 in Kursk, the hometown of the 2024 winner, Dmitry Medvedev, director of the Kursk College of Information Technology.

First of all, I'd like to take this opportunity to congratulate you, your colleagues, all the students, and all the faculty on the anniversary of the secondary vocational education system. Three years ago, the President proposed celebrating SVE Day. I hope it has already become a good tradition for you.

The secondary vocational education system trains specialists without whom no economic or industrial sector can develop. We just saw at the exhibition what a difficult journey the vocational education system has traveled over the past 85 years. I already said today, greeting the students at the "Master of the Year" competition, that, of course, there is no such thing as a secondary education system. These systems, I believe, are vestiges of the past, the 1990s. Part of today's exhibition was dedicated to that period.

College graduates now receive an excellent education—a professional education that the country needs. It's an education that enables young people to develop, to build the country's industrial and economic shield, and to help achieve the national development goals set by the President.

Today, our country has over 3,200 colleges, attended by approximately 4 million young people. They offer careers in any of 500 specialties across all key economic sectors. Incidentally, today's exhibit showcased professions that were once offered through the secondary vocational education system in the Soviet Union. These are completely different professions from different sectors of the economy. Today, you can also obtain a wide variety of professions—from modern specialties in information technology, software development, and nuclear energy to medicine, education, and more.

Russia's construction industry continues to develop the infrastructure of significant cultural and historical sites. Reconstruction of the restoration workshop building at the Leo Tolstoy Museum Estate "Yasnaya Polyana" in the Tula Region has been completed, as announced by Deputy Prime Minister Marat Khusnullin.

"The development of museum infrastructure is crucial for preserving cultural heritage. The construction of new buildings and the renovation of existing ones allow us to expand collections, create additional exhibition spaces, and improve visitor experiences. An example of such work is the Leo Tolstoy Estate Museum in the Tula Region, where infrastructure development is underway. The reconstruction of the restoration workshop building has been completed, and a certificate of compliance with design documentation has been received," said Marat Khusnullin.

The two-story restoration workshop building is designed to preserve the estate's historic appearance. It will host cultural and educational events, an exhibition hall, and interactive workshops.

"The reconstruction of the storage facility building is also planned for completion by the end of 2025. The three-story building will house exhibitions and will also house the estate's collections. Work is currently underway on the facility to adjust the low-current systems, install terminal equipment, complete the interior finishing, and test the air conditioning system," noted Karen Oganesyan, General Director of the Unified Customer Production and Consulting Company.

The Russian Ministry of Transport and JSC GLONASS will make public data on the actual mileage of highly automated freight vehicles. The statistics are being collected online by the unified identification system for driverless vehicles based on ERA-GLONASS, which is being created at the request of Russian President Vladimir Putin.

It's clear proof of the ability of domestic developers to create and scale cutting-edge transport technologies that will shape the future of logistics in Russia. This initiative is fully aligned with our strategic goal of creating the world's first universal solution for identifying all driverless vehicles based on ERA-GLONASS. Transparency and openness of information allow all parties—from regulators to the general public—to see real successes and progress in the development of driverless vehicles, which is critical for the widespread adoption of this technology. The public counter will record the achievement of the indicators necessary for scaling driverless logistics and help objectively assess technological maturity," emphasized Andrey Nikitin.

Denis Manturov also noted that product identification marking is an example of an effective way to combat illegal product trafficking. This marking tool already covers 33 product groups, and experiments are underway on 12 more.

"The operator, CRPT, has invested over 100 billion rubles in private investment into the creation of the labeling system. And we see the unique effectiveness of this tool. The government and businesses have collectively received approximately 2 trillion rubles in additional revenue from the cleansing of the economy and the release of demand. Importantly, the labeling system is not only scalable to new industries but is also expanding with key functionality. Specifically, this concerns the automatic prevention of illegal product sales to consumers at checkout. A similar mechanism is being developed to address the supply of unsafe products to social institutions," the First Deputy Prime Minister emphasized.

One of the key objectives of the updated Strategy is the effective implementation of state oversight over certain types of products. Denis Manturov emphasized the need to reinstate this oversight for certain building materials: cement, cables, heating radiators, and other products.

"During the year of the experiment, Rosstandart conducted approximately 35,000 preventative and control measures. Based on these results, we have observed a decline in the number of detected violations, from 91% in January to 68% currently. This positive shift is also confirmed by construction associations, which have recorded a decline in the volume of unsafe products on the market. Therefore, there are objective grounds for resuming state oversight of these product categories," the First Deputy Prime Minister noted.

"The strategy includes an analysis of the results achieved in combating illegal trafficking of industrial products over the past five years. It also assesses the current situation, identifies key issues, mechanisms, and measures for implementing the Strategy, as well as the expected results," said Ekaterina Priezzheva, Deputy Minister of Industry and Trade of the Russian Federation.

The meeting participants supported the draft law "On Amendments to the Federal Law "On Industrial Policy in the Russian Federation" and the Repeal of Certain Provisions of Legislative Acts of the Russian Federation," which provides for the establishment of a separate type of state control over compliance with mandatory requirements for certain types of industrial products.

The meeting participants also approved a draft federal law developed by Rospotrebnadzor on the introduction of a system of automatic fines for violations of mandatory requirements for the labeling of goods with identification means.
