In 2025, several regions will receive priority funding for the construction and renovation of educational facilities and infrastructure. Prime Minister Mikhail Mishustin signed an order reallocating funds for these purposes.

The redistribution will specifically affect subsidies for school construction in communities with an objectively identified need. Mordovia, Tatarstan, Chechnya, and the Sverdlovsk Region will receive funding on a priority basis. The total amount of funds allocated to these regions will amount to over 3.6 billion rubles.

Furthermore, the reallocation will affect subsidies for the construction of kindergartens in communities with an objectively identified need. In this case, advance funding of 146.3 million rubles will be allocated to Chechnya.

Another redistribution will enable Buryatia, Tatarstan, and the Smolensk region to receive funding ahead of schedule for the modernization of academic buildings and college dormitories. The total amount allocated to them in 2025 will amount to over 154 million rubles.

In 2025, 1 billion rubles will be allocated to launch additional professional education and training programs for citizens in the development, production, and operation of unmanned aerial systems. A corresponding order has been signed.

Funds from the Government's reserve fund will be used to organize training for at least 5,800 people. The autonomous non-profit organization "University of the National Technological Initiative 2035" has been designated as the operator of these educational programs.

The work is being carried out within the framework of the federal project "Personnel for Unmanned Aircraft Systems," which is part of the new national project "Unmanned Aircraft Systems."

More than 8,000 borrowers who failed to complete their homes within the 12-month deadline have returned to preferential mortgage rates. This was made possible by a government decision extending the deadline for completing private home construction without a contractor from 12 to 24 months, according to Deputy Prime Minister Marat Khusnullin.

"For families building a home on their own using a preferential mortgage, a long-awaited support measure has been adopted, making the program terms more convenient and flexible. The key change is the extension of the construction and title deed period from 12 to 24 months. This has led to an extension of the preferential rate, which is one of the most popular measures among citizens. We see that people are increasingly attracted to living in their own home, and our goal is to support them in this choice. Borrowers now have not one, but two years to complete their home, significantly facilitating their desire to own a home. Thanks to this government decision, more than 8,000 families who have already completed construction have been able to return to preferential terms on their loans," said Marat Khusnullin.

Before the changes came into effect, if a house wasn't built and registered within 12 months, the preferential mortgage rate was replaced with the market rate. The decision to extend the term to 24 months was made in response to numerous citizen requests.

This innovation isn't the only one this year. For example, as of March 1, the reform of the individual housing construction (IHC) market for private homes began using the protective mechanism of escrow accounts when applying for mortgages under government-supported programs.

The State Kremlin Palace hosted a gala awards ceremony for the winners of the 2025 All-Russian professional competitions of the Russian Ministry of Education and a festive concert dedicated to Teacher's Day.

Deputy Prime Minister Dmitry Chernyshenko congratulated Russian teachers on their professional holiday.

You not only teach, but also cultivate true patriots and remarkable individuals. You do this masterfully, fulfilling the national goal set by the President of realizing the potential and talents of every person in our country. And together, thanks to the national project 'Youth and Children,' we are making our entire education system even better, more modern, and more effective," noted Dmitry Chernyshenko.

Minister of Education Sergei Kravtsov warmly congratulated the teachers.

"Dear teachers, happy Teacher's Day! This year is significant for us. It's the 80th anniversary of the Great Victory, the Year of Defender of the Fatherland. "I've been chairing the grand jury of the Teacher of the Year competition for 30 years now. It's clear that teachers are becoming stronger every year. Our students are becoming smarter and more demanding every year. This is only natural. The competition monitors these two processes and tracks our development. We are the strongest education system in the world. I am confident that the winner, the finalists, and all the participants will play a huge role in the life of our country—they will become leading experts, teachers, and scientists," Viktor Sadovnichy told the teachers.

According to a Russian government decree, the winner of the "Teacher of the Year of Russia" competition receives a cash prize of 1 million rubles, while the runners-up receive 500,000 rubles each. The winners of the "Educator of the Year of Russia," "Principal of the Year of Russia," "First Teacher," "Educational Psychologist of Russia," "Special Education Teacher of Russia," "Master of the Year," and "I Give My Heart to Children" competitions each receive prizes of 200,000 rubles.

— To the Ministry of Finance of Russia for the provision of an interbudgetary transfer to the budget of the Social Fund of Russia for the implementation of monthly payments established in accordance with the Decree of the President of the Russian Federation of February 26, 2013 No. 175 "On monthly payments to persons caring for disabled children and disabled persons from childhood of group I."

6. On amendments to the Decree of the Government of the Russian Federation of July 30, 2004 No. 401 (in terms of amendments to the Regulation on the Federal Service for Environmental, Technological and Nuclear Supervision)

The draft resolution is aimed at implementing the provisions of Federal Law No. 304-FZ of July 31, 2025, “On Amendments to Certain Legislative Acts of the Russian Federation.”

7. On the allocation of budgetary appropriations from the reserve fund of the Government of the Russian Federation to the Ministry of Emergency Situations of Russia in 2025 for the provision of other inter-budget transfers to the budgets of the constituent entities of the Russian Federation

The draft order is aimed at reimbursing expenses incurred in 2024–2025 by the budgets of the constituent entities of the Russian Federation for the accommodation and meals of citizens of the Russian Federation, foreign citizens, and stateless persons permanently residing in Ukraine, as well as in the territories of constituent entities of the Russian Federation where the maximum and medium response levels have been introduced, who were forced to leave their residential premises and were located in temporary accommodation and meals centers on the territory of the Russian Federation.
