TEHRAN, July 28 (Xinhua) — A team from the International Atomic Energy Agency (IAEA) will visit Iran within the next two weeks, Iranian Foreign Ministry spokesman Esmail Baghaei said on Monday.

He said guidance would be provided on Iran's future cooperation with the IAEA, based on a recent bill in the Iranian parliament that would limit cooperation in this area.

HANGZHOU, July 28 (Xinhua) — Typhoon Ko Mei, the eighth to hit China this year, re-intensified into a typhoon on Sunday evening after weakening into a low-pressure weather system as it approached eastern Zhejiang Province, the provincial flood and drought control headquarters said Monday.

Zhejiang provincial authorities have issued a Level 4 emergency response to the approaching typhoon, whose epicenter was about 700 kilometers southeast of Zhoushan city on Monday morning, with wind speeds of up to 18 meters per second.

The typhoon is expected to move northwestward at a speed of 15 to 20 km per hour and reach the eastern part of the East China Sea, approaching the coastal areas of Zhejiang Province with increasing intensity.

The approaching typhoon is forecast to bring heavy rain to coastal and northern parts of Zhejiang Province over the next three days, with the heaviest rainfall expected from Monday evening to Wednesday.

Meteorologists have warned that Typhoon Ko Mei's effects could spread to previously rain-hit areas in northern Zhejiang Province, creating a high risk of disasters such as landslides, flash floods and torrents in small river basins and flooding in urban and rural areas. -0-

TIANJIN, July 28 (Xinhua) — Participants in a meeting of quarantine phytosanitary control mechanisms of member states of the Shanghai Cooperation Organization (SCO), held recently in Tianjin, north China, learned about phytosanitary work and intelligent surveillance technologies at the port of Tianjin.

The meeting was organized by the General Administration of Customs (GAC) of the People's Republic of China. It was attended by more than 40 representatives of the SCO member states, the SCO Secretariat and diplomatic missions of the relevant member states of the organization accredited in China.

At the centralized inspection site of one of the international container terminals of the Tianjin port, guests from the SCO countries observed the process of customs inspection of a batch of fresh bananas delivered from Southeast Asia.

They asked numerous questions, including those related to random sampling of plant products, mutual recognition of electronic certificates, and the procedure for submitting products for inspection if pests and diseases are detected.

According to Dai Gongyuan, a local customs official, if there are no problems after inspection, the batch of bananas will hit supermarket shelves through a reliable logistics system in the Beijing-Tianjin-Hebei region in just one to two days.

Representatives of the quarantine phytosanitary control mechanisms of the SCO member states also visited the intelligent container terminal of Tianjin Port and the animal, plant and food testing center of Tianjin Customs, where they inspected transport robots based on artificial intelligence technology, an automatic nucleic acid extractor, a fluorescence PCR device and other equipment.

They noted the need for joint prevention and control of cross-border spread of plant epidemics, as well as commitment to promoting the digital transformation of the quarantine system.

China has been steadily expanding its imports of high-quality agricultural products from other SCO member states. According to the data of the State Customs Service of China, agricultural products worth a total of US$13.66 billion were imported to China from other SCO member states in 2024, with an average annual growth rate of 13.3 percent since the organization was founded in 2001.

In addition, to date, more than 290 types of plant-based products from other SCO member states have been approved for export to China.

“We are willing to work with all parties to optimize risk assessment procedures, speed up the quarantine supervision approval process, and improve customs clearance efficiency through measures such as exchanging pest data, promoting mutual recognition of electronic certificates, and streamlining the inspection process,” the GCS said. -0-

TIANJIN, July 28 (Xinhua) — The Haihe River Water Resources Commission under China's Ministry of Water Resources on Monday announced that the flood on the Luanhe River recorded on Monday has been classified as the "No. 1 flood" in 2025 among the country's major rivers.

Heavy rains have caused the water level of the Luanhe River to rise. According to the department, at 04:30 on Monday, the water inflow into the Panjiakou Reservoir in the main stream of the Luanhe River rose to 2,270 cubic meters per second.

According to relevant standards, the flood on the Luanhe River recorded on Monday was classified as the "No. 1 flood" in 2025 on the river and among the country's major rivers.

On Monday evening, the water inflow into the Panjiakou Reservoir is expected to reach its peak of about 4,000 cubic meters per second.

BEIJING, July 28 (Xinhua) — China's National Development and Reform Commission (NDRC) said Monday it has allocated 50 million yuan (about 7 million U.S. dollars) to support flood relief efforts in north China's Hebei Province.

According to the SCRR statement, the allocated funds will be primarily directed towards eliminating the consequences of the natural disaster and restoring infrastructure and public utilities in the affected areas, including damaged roads, bridges, hydraulic structures, schools and hospitals, in order to ensure a speedy return to normal production and daily life.

UNITED NATIONS, July 28 (Xinhua) — The humanitarian crisis in Gaza is having devastating consequences, U.N. Under-Secretary-General for Humanitarian Affairs Tom Fletcher said Sunday.

"One in three people in Gaza has not eaten for days. People are being shot for simply trying to get food for their families. Children are suffering from malnutrition. This is what we are facing right now," said Fletcher, who is also the UN's emergency relief coordinator.

He welcomed Israel's decision to support a one-week increase in aid, including the lifting of customs barriers on food, medicine and fuel from Egypt, and the announcement of safe routes for UN humanitarian convoys.

"This is progress," Fletcher said, adding that massive amounts of aid are needed to prevent famine and a catastrophic health crisis.

He said UN agencies and the humanitarian community were mobilized to save lives and that swift and sustained action was needed, including expediting convoys to and from border crossings into Gaza, increasing the number of trips per day to border crossings, ensuring safe routes to avoid crowded areas and ending attacks on people gathering for food.

More than 59,000 people have been reported killed in Gaza since October 7, 2023, including nearly 18,000 children, a senior UN official said.

"International humanitarian law must be respected. Aid must not be blocked, delayed or targeted. The hostages must be released immediately and unconditionally," he said.

“Ultimately, of course, we don’t just need a pause. We need a permanent ceasefire,” added T. Fletcher. –0–

Moscow, July 28 /Xinhua/ — The first direct flight from Moscow to Pyongyang landed in the capital of the DPRK at 09:30 Monday Pyongyang time /03:30 Moscow time/, TASS reported.

The flight was carried out on a Boeing 777-200ER aircraft with a capacity of 440 passengers. It departed from Sheremetyevo Airport at 19:30 on Sunday Moscow time, the travel time was about eight hours.

PHNOM PENH/BANGKOK, July 28 (Xinhua) — Armed clashes between Cambodian and Thai soldiers over disputed border areas continued for a fifth day, both sides said Monday.

Cambodian Deputy State Secretary and Defense Ministry spokesperson Lt. Gen. Mali Socheat said the Thai side opened fire first in the early morning, while the Thai military said Cambodia continued to attack throughout the night.

“Despite the fact that a special meeting of the heads of government of the two countries will be held in Kuala Lumpur /Malaysia/ today to negotiate a ceasefire, at 03:10 local time, the Thai side was the first to open fire on Cambodia in the disputed border areas and continued to do so until 05:07,” said Mali Sochheata.

She added that the number of Cambodians evacuated from border provinces has so far risen to 39,828 families /about 134,707 people/. A total of 600 schools have been closed, affecting about 150,000 students and 6,000 teachers.
