NEW DELHI, Aug. 19 (Xinhua) — The 24th meeting of China-India special representatives on boundary issues was held in New Delhi on Tuesday.

Wang Yi, Special Representative of the People's Republic of China on China-India Boundary Issue, Member of the Politburo of the CPC Central Committee and Director of the Office of the Foreign Affairs Commission of the CPC Central Committee, and Ajit Doval, Special Representative of India on India-China Boundary Issue and National Security Adviser to the Prime Minister of India, held comprehensive, in-depth and fruitful communication on China-India boundary issues and bilateral relations.

Wang Yi noted that during the meeting in Kazan, Russia, Chinese President Xi Jinping and Indian Prime Minister Narendra Modi reached important agreements, indicating the direction and giving impetus to improving Chinese-Indian relations and properly resolving border issues.

The head of the Chinese Foreign Ministry noted that since the beginning of this year, bilateral relations have entered the path of stable development, and the situation on the border has continued to stabilize and improve.

According to him, China and India, as two large neighboring and developing countries, share similar views and have a wide range of common interests. They should trust each other and provide mutual support, Wang Yi added.

The Chinese side attaches great importance to the upcoming visit of Prime Minister Narendra Modi to China to attend the Shanghai Cooperation Organization (SCO) summit in Tianjin and expects India to actively contribute to the successful holding of this summit, Wang Yi said.

As the Chinese diplomat stressed, history and reality have repeatedly proven that the healthy and stable development of China-India relations meets the fundamental interests of the peoples of both countries, and is also the common aspiration of a wide range of developing countries.

Wang Yi pointed out that both sides should follow the strategic guidance of their leaders and adhere to the approach of handling bilateral relations and boundary issues in two parallel tracks, mutually promoting each other and forming a positive cycle.

The Chinese Foreign Minister added that the two sides should strengthen mutual trust through dialogue and communication, expand exchanges and cooperation, and jointly accumulate consensus, clearly define directions and set goals in areas such as boundary management, demarcation negotiations and cross-border exchanges, so as to properly handle specific issues, achieve greater positive progress and continuously create favorable conditions for the improvement and development of bilateral relations.

A. Doval, for his part, said that the meeting of the leaders of the two countries in Kazan was a turning point in improving and developing Indian-Chinese relations. According to him, there have been positive changes in the mutual perception of the parties, peace and tranquility have been ensured in the border areas and a breakthrough has been achieved in interstate relations.

In a turbulent and volatile international environment, he continued, India and China are facing a number of common challenges. There is a need to strengthen mutual understanding, deepen trust and enhance cooperation, as this is related to the well-being of the peoples of the two countries and also affects the peaceful development of the world, Doval added.

The Indian side consistently adheres to the one-China principle, he assured.

This year marks the 75th anniversary of the establishment of diplomatic relations between India and China, the Special Representative recalled, noting that Prime Minister N. Modi is looking forward to attending the SCO summit in China, hoping that this will contribute to a new development of bilateral relations.

India supports China, as the current chair of the SCO, in successfully holding the summit of the organisation, he said.

A. Doval added that the Indian side is ready to maintain communication and dialogue with the Chinese side in a positive and pragmatic manner, continuously accumulating conditions for the final settlement of the border issue.

During the meeting, the two sides exchanged views on the initial results of the talks on the border issue, reaffirming their commitment to fully utilize the role of the special representatives' meeting mechanism and to seek a fair, reasonable and mutually acceptable solution to the border issues in accordance with the political guidelines established in 2005.

The two sides also agreed to strengthen routine management and control in border areas, jointly maintain peace and tranquility along the border, and hold the 25th meeting of China-India special representatives on border issues in China next year. –0–

NEW YORK, Aug. 19 (Xinhua) — The United States will help ensure Ukraine's security after its conflict with Russia ends, but there will be no American troops in Ukraine, U.S. President Donald Trump said Tuesday.

“I can assure you of that,” Trump said in an interview with Fox News the day after the White House summit with Ukrainian President Volodymyr Zelensky and other European leaders.

On Monday, during meetings at the White House, D. Trump noted that the United States would be “involved” in the issue of security guarantees for Ukraine after the end of the conflict, but did not provide details. On Tuesday morning, in an interview on the Fox program

“When it comes to security, they are ready to send their people /to Ukraine/,” D. Trump said, referring to European countries.

“We are ready to help them, especially, probably, from the air, because no one has the capabilities that we do,” the US president added.

“The issue of security guarantees for Ukraine and the possible participation of the United States in ensuring them have become a stumbling block in the negotiations that D. Trump is conducting in an attempt to achieve peace between Russia and Ukraine,” the Washington Post reported on the development of events.

“European leaders are encouraged by the fact that D. Trump appears to be demonstrating a willingness for the United States to participate in the peacekeeping process in Ukraine, but this could complicate negotiations with Russia, which has long opposed the expansion of military support for Ukraine from its allies,” the publication noted.

It is rare for the White House to host such a large delegation of foreign dignitaries as happened on Monday, when V. Zelensky and European leaders arrived with D. Trump to discuss the Russia-Ukraine conflict.

The main topics of the White House meetings were security guarantees for Ukraine and a possible trilateral meeting between Russia, Ukraine and the United States. However, disagreements remain on a number of key issues, including the need for a ceasefire before further negotiations.

The talks in Washington came just three days after the US and Russian presidents met in the US state of Alaska, where some progress was reported but no agreement was announced. –0–

Moscow, Aug. 19 (Xinhua) — Russian Foreign Minister Sergei Lavrov praised the Russian-American summit in Alaska on Aug. 15 in an interview with Russia-24 TV channel on Tuesday.

According to S. Lavrov, the atmosphere in the negotiations was good, US President Donald Trump and his team showed a desire to achieve a result on the Ukrainian settlement.

"There was a very good atmosphere there. It is reflected in the statements made by Presidents V. Putin and D. Trump after the talks. A useful conversation. It was clearly evident that the head of the United States and his team sincerely want to achieve a result that will be long-term, sustainable, and reliable," the head of the Russian Foreign Ministry noted.

According to S. Lavrov, the US President and his team have begun to approach the Ukrainian settlement much more deeply, realizing that it is necessary to eliminate the root causes of the conflict. “One of these root causes is Russia’s security problems. It is connected with the fact that for decades the commitments given to us to prevent NATO expansion to the east have been consistently and grossly violated,” the minister explained.

The head of the Russian Foreign Ministry emphasized that Moscow does not reject any formats of work on the Ukrainian settlement, including bilateral or trilateral ones. “The main thing is that any formats: “one plus one,” “one plus two,” multilateral formats, of which there are also many, including within the UN — all these formats are included not so that someone writes about it in the newspapers the next morning, or shows it on TV in the evening, or gossips on social networks, trying to disrupt, skim off the “propaganda foam,” but so that step by step, gradually, starting from the expert level and then going through all the necessary stages, summits are prepared. We will always support such a serious approach,” concluded S. Lavrov. –0–

Moscow, August 19 (Xinhua) — The Russian FSB Public Relations Center has published archival materials indicating Japan's plans to use biological weapons against the USSR, China and other countries during World War II. Digital copies of the documents were posted on the agency's official website on Tuesday.

As follows from declassified archives, Japan was going to use bacteriological weapons against Soviet and Chinese troops, servicemen of the USA, Great Britain and other countries. In case of retreat, it was planned to infect the territory that Japanese troops were leaving in order to cause mass epidemics.

The documents note that as early as 1935 and 1936, in Harbin /Northeastern China/, special units were formed under the Kwantung Army, including “Unit 731”, which were engaged in the development of bacteriological weapons and the study of methods for their combat use.

In 1940, a special expedition led by the first commander of Unit 731, Shiro Ishii, carried out a combat operation in Central China, dropping plague-infected fleas from an airplane. This caused a severe outbreak of plague among the Chinese population and soldiers. This operation was repeated in 1941 and 1942.

In addition, the documents testify to torture in the prison of "Unit 731", where prisoners were used for experiments. Among the prisoners were mainly Chinese, Russians and Koreans. Experiments on living people and testing of methods of infecting flora and fauna were actively practiced in 1941-1945.

Among the declassified documents is also the interrogation protocol of the last commander-in-chief of the Kwantung Army, Otozo Yamada. According to him, the entry of the Soviet Union into the war against Japan and the rapid advance of the Red Army deprived Japan of the opportunity to use bacteriological weapons against the USSR and other countries.

The publication of archival materials by the Russian FSB is timed to coincide with the 80th anniversary of the completion of the defeat of the Japanese Kwantung Army by the Red Army. The operation, which included the liberation of Northeast China, took place from August 9 to 19, 1945. –0–
