ABUJA, Aug. 20 (Xinhua) — At least 13 people were killed on Tuesday when a group of gunmen attacked a mosque during morning prayers in Katsina state in northern Nigeria, state Commissioner for Internal Security and Home Affairs Nasir Mu'azu told local media.

According to the report, gunmen stormed the predominantly Muslim community of Unguwan Mantau in Malumfashi Local Government Area and opened fire indiscriminately on worshippers at the mosque during morning prayers.

The attackers were believed to be on a “retribution mission,” the official said. Two days earlier, locals had ambushed bandits harassing the community and killed “many of them.”

On Tuesday morning, local security forces, in collaboration with community security teams, cordoned off the area to calm the situation, the official added.

KABUL, Aug. 20 (Xinhua) — At least 64 passengers were killed and three others injured in a road accident in Afghanistan's western Herat province on Tuesday evening, provincial rescue department chief Abdul Zahir Noorzai said on Wednesday.

According to him, a passenger bus collided with a motorcycle and a small truck on the road connecting Iran with the Afghan city of Herat.

The victims included women and children. Most of them were Afghan refugees returning from Iran, A.Z. Nurzai said.

MEXICO CITY, Aug. 20 (Xinhua) — Mexican President Claudia Sheinbaum on Tuesday denied reports that her government had reached an agreement with the U.S. Drug Enforcement Administration (DEA) to launch a joint operation against drug cartels.

"There is no agreement with the DEA. The DEA issued a statement, but we do not know on what basis. Neither we nor other /Mexican/ security services have reached any agreement with the DEA," the president said at a morning press conference.

“It’s important to be clear on this issue,” she said, “because any joint communication is made jointly. We do not endorse information released by a U.S. government agency without consultation with the Mexican government.”

K. Sheinbaum also noted that the governments of the two countries have been working for several months on a security agreement, coordinated by the Mexican Foreign Ministry.

Tashkent, Aug. 20 (Xinhua) — A presentation ceremony of the Uzbek-language version of Chinese President Xi Jinping's book "On Respecting and Ensuring Human Rights" was held on Tuesday in Tashkent, the capital of Uzbekistan.

The event was attended and speeches were given by the member of the Bureau of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), vice-chairman of the Commission on Nationalities and Religious Affairs of the CPPCC, first deputy head of the Chinese Society for the Study of Human Rights Jiang Jianguo, director of the National Center of the Republic of Uzbekistan for Human Rights Akmal Saidov, as well as the Ambassador of the PRC to Uzbekistan Yu Jun. In total, about 300 people took part in the ceremony.

In his speech, Jiang Jianguo noted that the translation and publication of the book in Uzbekistan symbolizes the dialogue and mutual learning in the field of human rights between China and Uzbekistan. NEW DELHI, Aug. 20 (Xinhua) — The 24th meeting of China-India special representatives on boundary issues was held here on Tuesday, reaching consensus on 10 points.

China's Special Representative Wang Yi, who is also a member of the Political Bureau of the CPC Central Committee and director of the Office of the Foreign Affairs Commission of the CPC Central Committee, and India's Special Representative Shri Ajit Doval, who is also India's National Security Advisor, held an in-depth and frank exchange of views on China-India boundary issues in line with the strategic guidance of the leaders of both countries.

Both sides came to the following 10-point consensus:

1. Both sides commended the progress in implementing the important agreements reached by the leaders of the two countries after their meeting in Kazan, and noted that peace and stability have been maintained in the border areas between China and India following the 23rd round of talks.

2. Both sides reaffirmed the importance of maintaining peace and stability in the border areas and stressed the need to resolve relevant issues through friendly consultations to promote the overall development of China-India relations.

3. Both sides agreed to approach the situation from a political perspective in the context of overall bilateral relations and seek a fair, reasonable and mutually acceptable framework for resolving the border issue in accordance with the political guidelines agreed upon by the two countries in 2005.

4. The two sides agreed to set up a demarcation expert group under the Working Mechanism for Consultation and Coordination (WMCC) on China-India Boundary Issues to explore the possibility of advancing demarcation negotiations in areas where conditions are appropriate.

5. Both sides agreed to establish a working group within the WMCC to promote effective border management and control, maintaining peace and stability in the border areas.

6. In addition to the existing general-level talks on the western section of the border, the two sides agreed to establish a mechanism for general-level talks on the eastern and central sections and hold a new round of general-level talks on the western section as soon as possible.

7. Both sides agreed to use border management and control mechanisms through diplomatic and military channels, after reaching consensus on appropriate principles and methods to facilitate de-escalation and governance processes.

8. The two sides exchanged views on cooperation on transboundary rivers and agreed to use the expert-level mechanism for transboundary rivers to maintain communication on renewing the memorandum of understanding on flood reporting on transboundary rivers. The Chinese side agreed to share with the Indian side emergency hydrological information on relevant rivers based on humanitarian principles.

9. Both sides agreed to reopen three traditional border trading markets.
