ISLAMABAD, Aug. 21 (Xinhua) — At least 11 people were killed and 10 others injured in rain-related incidents in the port city of Karachi in Pakistan's southern Sindh province.

Record rainfall that has hit the city since Tuesday morning has turned parts of the city into lakes, disrupted air travel and caused power outages, local authorities said Wednesday.

Among the victims, four members of a family died when a wall of their house collapsed, while others died from electrocution or drowning in low-lying areas, according to the state-run 1122 Rescue Service.

The Sindh provincial government declared Wednesday a non-working day, closing schools and offices.

Karachi Mayor Murtaza Wahab declared a state of emergency over the rain, sending rescue and ambulance teams to the affected region, while Sindh Governor Kamran Tessori opened the Governor's House to shelter stranded citizens.

The storm severely affected operations at Jinnah International Airport in Karachi. At least eight flights were cancelled and 20 were delayed as power outages and internet disruptions crippled communications.

The provincial government announced that all relevant departments are engaged in rescue operations and warned residents to stay home, avoid unnecessary travel and stay away from power poles.

FRANKFURT, Germany, Aug. 21 (Xinhua) — European Central Bank (ECB) President Christine Lagarde on Wednesday urged Europe to strengthen trade ties with countries other than the United States, saying the European Union (EU)-U.S. trade deal had eased but not eliminated uncertainty.

In her speech at the World Economic Forum's International Business Council in Geneva, Lagarde called on Europe to "deepen trade ties with other jurisdictions," even if the United States remains an important trading partner.

“Europe has a good foundation for development. As the largest trading partner of 72 countries, the EU already has the largest network of trade agreements in the world,” she noted.

As for the EU-US trade deal, the EU has managed to avoid the worst-case scenario, which would have seen tariffs on European exports to the US exceed 20 percent. The effective average tariff is estimated at 12-16 percent, which is still higher than before April.

“Recent trade agreements have eased, but certainly not eliminated, the global uncertainty that remains due to the unpredictable political environment,” Lagarde said.

Despite the risks associated with tariffs, the eurozone economy remained resilient. Lagarde attributed this to a lead effect that led to strong growth in exports to the US, along with robust growth in private consumption and investment.

She said the ECB would include the US trade deal in its September forecasts, which will guide monetary policy decisions in the coming months.

BEIJING, Aug. 21 (Xinhua) — The first domestic 8K film "Shenzhou 13," shot on China's Tiangong space station, will premiere on Sept. 5, China Media Group (CMG) said on Thursday, releasing an official trailer.

The film uses footage shot by Shenzhou 13 crew members Zhai Zhigang, Wang Yaping and Ye Guangfu and follows the crew's life during their first six-month mission in orbit, CMG said.

Told primarily from the perspective of female astronaut Wang Yaping, the film showcases previously unseen cosmic expanses and many unknown details of everyday life on board the space station. It is the country's first space film project to be shot using 8K ultra-high-definition cameras made entirely in China.

The creative team, working with aerospace engineers, overcame significant challenges, including rocket vibration testing, space environment testing, and adapting equipment to safely charge and store energy on the space station. Specialized filming equipment was delivered to the space station on the Tianzhou cargo spacecraft in 2021.

The Shenzhou-13 crew departed for a six-month mission aboard the core module of China's Tiangong space station on October 16, 2021. During their mission, the Chinese astronauts conducted two spacewalks and gave two live-streamed scientific lectures from space. BEIJING, Aug. 21 (Xinhua) — Subsidies paid under China's national child care subsidy system will be exempt from personal income tax (PIT) from Jan. 1, 2025, according to a notice released by the Ministry of Finance and the General Administration of Taxation on Wednesday.

To ensure the implementation of the relevant provisions, the country's health authorities will cooperate with the financial and tax authorities to establish an information exchange mechanism. County-level health authorities will process applications for exemption from personal income tax for persons applying for the said subsidies in accordance with the relevant regulations.

China previously announced it would introduce a national child care subsidy system as part of the country's broader efforts to support families and encourage more children. Starting from Jan. 1, 2025, the program will pay families 3,600 yuan (about $504) a year for each child under three. -0-

UNITED NATIONS, Aug. 21 (Xinhua) — Israel's plan to expand settlements in the West Bank is negatively impacting Palestinians and increasing the risk of their displacement, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said Wednesday.

He said the construction of more than 3,000 settler housing units under Plan E1 would essentially cut off the northern and central parts of the West Bank from the south, with devastating humanitarian consequences.

The impact will also be felt in other parts of the Occupied Palestinian Territories (OPT), OCHA stressed, with 18 Palestinian Bedouin communities facing increased risk of displacement.

“The plan also includes the construction of a bypass road that would divert Palestinian traffic from the main Jerusalem-Jericho road. In this context, OCHA notes that such roads undermine territorial contiguity, increase travel times and negatively impact people’s standard of living and access to services,” the statement said.

Israel's long-standing plan to surround the E1 area with additional sections of the wall would further restrict movement and access and is contrary to the 2004 ICJ advisory opinion that all sections of the barrier in the OPT should be dismantled. –0–

CAIRO, Aug. 21 (Xinhua) — Egypt sent 1,288 trucks carrying humanitarian aid to the Gaza Strip through the Kerem Shalom crossing from July 27 to Aug. 17, the country's Foreign Ministry said on Wednesday.

According to him, up to 5,000 trucks with humanitarian aid are still waiting to enter Gaza on the Egyptian side.

Since October 2023, Egypt has ensured the delivery of 550 thousand tons of medical supplies and food to Gaza, which is about 70 percent of the total volume of humanitarian aid sent to the enclave, the Foreign Ministry reported.

In addition, since the beginning of the crisis, planes flying from Egypt have airdropped humanitarian aid into the Palestinian enclave 168 times, delivering 3,730 tons of materials. 1,022 planes from donor countries have delivered 27,247 tons of aid to Egypt's El-Arish airport. 591 consignments of humanitarian aid have arrived at the country's ports.

From November 2023 to July 2025, Egypt provided medical assistance to wounded Palestinians by deploying 209 ambulances, receiving 18,560 wounded Palestinians and their accompanying persons and hospitalizing them in 172 hospitals.

In addition, 35,000 Egyptian NGO volunteers assisted in the delivery of humanitarian aid.

AMSTERDAM, Aug. 21 (Xinhua) — The Netherlands' largest maritime festival Sail Amsterdam, first held 50 years ago, reopened on Wednesday after a 10-year hiatus.

The festival officially began with the traditional sailing procession along the Noordzee Canal and the IJ river, led by the three-masted clipper Stad Amsterdam /“City of Amsterdam”/. The ship was greeted with a cannon salute and a flyover by Royal Netherlands Air Force aircraft.

This year, the festival fleet included boats of all sizes from around the world, both cutting-edge and classic. Visitors took to the water in small boats, joining the fleet as it made its way to Amsterdam's IJ Bay.

More than 800 ships and around 2 million visitors are taking part in the five-day festival, which runs until August 24.

JERUSALEM, Aug. 21 (Xinhua) — Israel on Tuesday gave final approval for the construction of a new settlement in the E1 area of the highly disputed occupied West Bank.

The High Planning Council approved the construction of 3,753 housing units, 3,401 of which are in the E1 area of the Maale Adumim settlement. The project will create a continuous settlement line separating the West Bank from East Jerusalem.

The E1 development plan, first proposed in the 1990s, was long frozen due to resistance in Israel and abroad. Israeli Prime Minister Benjamin Netanyahu ordered its implementation in 2012, then revived the plan ahead of the 2020 elections.

More than 720,000 Israeli settlers currently live among 3.3 million Palestinians in the West Bank and East Jerusalem captured in the 1967 war.
