Moscow, August 23 /Xinhua/ — A meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky is not planned, Russian Foreign Minister Sergei Lavrov said on NBC News.

NEW YORK, Aug. 23 (Xinhua) — U.S. Federal Reserve Chairman Jerome Powell on Friday signaled the possibility of an early interest rate cut, saying the central bank would proceed cautiously while continuing to assess the impact of its policies on the economy.

Speaking at the central bank's annual symposium in Jackson Hole, Wyoming, Powell said that as borrowing costs weigh on growth and labor market and inflation pressures ease, "the changing balance of risks may require adjustments in our policies."

TUNIS, Aug. 23 (Xinhua) — A seminar to mark the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War was held in Tunis on Friday. The seminar was jointly organized by the International Center for Strategic Security and Military Studies (CIESSM) and the Chinese Embassy in Tunis.

BEIJING, Aug. 23 (Xinhua) — Chinese authorities recently issued a set of temporary regulations aimed at strengthening supervision and management of the mining, smelting and extraction of rare earth metals.

The document was jointly published by the Ministry of Industry and Information Technology, the National Development and Reform Commission and the Ministry of Natural Resources of China.

According to the rules, the authorities will set annual quotas for the mining, smelting and extraction of rare earth elements and then distribute these quotas to relevant enterprises based on factors such as the development goals of the national economy, the reserves of rare earth resources in the country and the differences in their types, the development of the rare earth industry, environmental protection, market demand, etc.

These enterprises will be required to mine, smelt and extract rare earth metals within the approved quotas, while strictly observing laws and administrative regulations.

NEW YORK, Aug. 22 (Xinhua) — A tour bus overturned in the U.S. state of New York on Friday afternoon, killing five people, state police said.

The crash occurred on Interstate 90. The bus, carrying more than 50 passengers, was returning from Niagara Falls to New York.

"At this point, we know of several deaths, several pinned and multiple injuries," New York State Police spokesman James O'Callaghan said, adding that the total number of deaths and injuries was still being determined.

He said the bus driver lost control of the vehicle while it was moving at “full speed.” Almost all passengers suffered at least a “cut, bruise or abrasion.”

The bus was "very badly damaged" and many passengers were thrown from it, but the driver was "safe and well", the police spokesman added.

According to the Shanxi Provincial Bureau of Statistics, coal production in the country's largest coal-producing region accounted for 27.2 percent of China's total coal production during the period.
