CHANGCHUN, Aug. 27 (Xinhua) — The Northeast Asia (NEA) Regional and Country Studies Association has been established in northeast China's Jilin Province.

Its creation was announced at the opening ceremony of the 9th Northeast Asia Think Tank Forum, which is being held as part of the 15th China-Northeast Asia Expo.

KABUL, Aug. 27 (Xinhua) — At least 25 passengers were killed and 27 others injured when a bus overturned in the western Afghan capital Kabul on Wednesday morning, Interior Ministry spokesman Abdul Matin Kani said.

The incident occurred in the Arghandi area along the highway connecting southern Kandahar with Kabul and was caused by careless driving, he said.

Police and emergency services took the wounded to nearby medical centres, A. M. Kani added.

Nearly 100 people have reportedly died in road accidents in Afghanistan this week. The deadliest accident occurred earlier this week in the western province of Herat, when a passenger bus caught fire after colliding with a truck, killing 79 people, including women and children. –0–

BRASILIA, Aug. 27 (Xinhua) — Brazilian President Luiz Inacio Lula da Silva said on Tuesday that Brazil is not prepared to accept being treated as lesser by other countries, in an indirect response to Washington amid growing tensions with the United States.

Speaking at his second cabinet meeting this year, the president rejected foreign demands and stressed that no one in Brazil is above the law.

Stressing the importance of Brazil's sovereignty, he said: "Anyone who wants to enter this 8.5 million square kilometres of territory, our airspace, our sea space, our forests, must be responsible to our Constitution and our legislation."

The Brazilian president also commented on President Donald Trump's imposition of high tariffs on Brazilian goods and threats against any attempts to regulate the activities of large American tech companies.

The Brazilian government is ready to sit down at the negotiating table with the United States "on equal terms," said L.I. Lula da Silva. "What we are not ready to accept is to be treated as subordinates," he stressed.

HOHHOT, Aug. 27 (Xinhua) — Two Russian cities, Moscow and Kazan, have received orders from the International Tourism Union "Great Tea Road" and become new members of the regional tourism cooperation organization.

The orders were awarded by representatives of the secretariat of the said union on Tuesday during the presentation of cultural and tourist products of the “Great Tea Road”, which took place within the framework of the 5th China-Mongolia EXPO, which is taking place in the city of Hohhot, the administrative center of the Inner Mongolia Autonomous Region (North China).

The Great Tea Road, which emerged around the 17th century, began in the Wuyi Mountains in what is now Fujian Province in eastern China and reached St. Petersburg, crossing China, Mongolia and Russia. This tea route, with a length of over 13,000 km, was the longest overland caravan route in history. Witnessing the history of exchanges and contacts between the three countries, it enjoys a worldwide reputation on par with the Great Silk Road, the Ancient Tea Horse Route “Kam” and the Maritime Silk Road.

On July 22, 2016, the International Tourism Union “Great Tea Road” was established with the secretariat in the Autonomous Republic of Inner Mongolia. Its founding members were 12 cities, provinces, regions or districts, including Fujian Province, the Mongolian capital Ulaanbaatar and the Irkutsk Region of Russia.

In October 2024, it became known that Russia, China and Mongolia agreed to create a single brand and adopted the concept of the Great Tea Road tourist route. The geography of the route follows the 18th century trade route from China through Mongolia, Siberia, the Urals and the Volga region to Moscow and St. Petersburg. Within the framework of the route, it is planned to develop tourism products in the field of excursion and educational tourism.

WASHINGTON, Aug. 27 (Xinhua) — The Donald Trump administration on Tuesday asked the U.S. Supreme Court to approve the withholding of billions of dollars in foreign aid, challenging a federal court ruling that forces the government to continue payments.

The Justice Department filed an emergency appeal, noting that a three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit earlier this month ruled to overturn the ruling.

The order remains in place, however, as the full U.S. Court of Appeals for the Federal Circuit declined to stay it last week, ordering the Trump administration to pay nearly $2 billion in back foreign aid to contractors around the world.

In March, the Supreme Court refused to allow the administration to avoid making the payments. The Trump administration is now pressing for a final ruling, arguing that without judicial intervention, it would be forced to make the payments, which would be contrary to executive foreign policy decisions.

HOHHOT, Aug. 27 (Xinhua) — The "Great Tea Road" summer camp for teenagers and young people from China, Russia, Mongolia and Kazakhstan kicked off Tuesday as part of the 5th China-Mongolia Expo in Hohhot, capital of north China's Inner Mongolia Autonomous Region.

Teenagers and young adults from China, Russia, Mongolia and Kazakhstan opened the event with an art performance. As part of the branded events that will be held during the 4 days of the camp, they will visit the Inner Mongolia Museum, the Inner Mongolia Science and Technology Museum and the Monishan Intangible Cultural Heritage Village to experience Chinese culture and local folk customs.

According to the event organizer, a similar youth summer camp under the motto “Friendship, Peace and Young Envoys” was launched at the initiative of China, Russia and Mongolia in 2013. In 2018, teenagers and youth representatives from Kazakhstan were invited to take part in the work and events of the camp for the first time.

TIANJIN, Aug. 27 (Xinhua) — In preparation for the launch of the light rail transit (LRT) system in Astana, 29 LRT train operators are undergoing training in the north Chinese city of Tianjin for 90 days.

The project to build LRT lines in Astana is being implemented with the participation of Chinese companies, including the Sixth Construction Bureau of the China National Construction and Engineering Corporation and the Tianjin Metro. This is the first light rail network in Astana and in Central Asia as a whole.

Before arriving in China, the LRT train operators completed a theoretical training course in Astana, and in Tianjin they moved on to practical training, during which the main tasks were familiarization with train equipment, practicing actions in emergency situations, and practical training on rolling stock.

Training and internship are conducted by specialists from the Tianjin Metro. The Chinese side has developed special training programs for operators from Kazakhstan, adapted to the climatic and operational conditions of Astana.

“Our team of specialists has visited Astana many times to study in-depth the local operating conditions and special needs, and as a result, we have developed a special simulation program for safe driving and emergency response to accidents in icy and snowy weather, which is as close as possible to the harsh winter climate of Astana, characterized by severe frost and heavy snowfalls,” said Wang Qingyun, CEO of the consulting company at the Tianjin Metro.

Among the operators being trained in Tianjin is 36-year-old Dabkhan Kossanov, who has 15 years of experience driving passenger and freight trains. “I dream of returning to my homeland after mastering practical skills here, to become a professional mentor to help more young people in Kazakhstan start a career in the light rail industry,” he told Xinhua.

According to the previously concluded framework agreement, the first stage of the LRT project in Astana is over 20 km long, with 18 stations and one wagon depot. Chinese enterprises are participating in the implementation of the project – from design and construction to operation and training of technical personnel, which will have to overcome a number of engineering and construction difficulties, such as extreme frosts of up to minus 40 degrees Celsius, frequent strong winds and high groundwater levels, as well as introduce advanced environmental technologies into the project.

According to the authors of the project, as one of the achievements in the implementation of the Belt and Road initiative, the new transport system will be able to almost halve the travel time between the two ends of the LRT line, effectively alleviate the problem of traffic congestion in the city during rush hours, stimulate economic revival along the route of this line, and also improve the overall image and urban competitiveness of Astana. -0-
