BEIJING, Aug. 29 (Xinhua) — The role of the United Nations should be strengthened, but at the same time the organization also needs reform, Chinese Vice Foreign Minister Ma Zhaoxu said on Friday.

"The serious crises of recent years have repeatedly reminded us that the role of the UN must be strengthened, not weakened. Its status must be preserved, not replaced," the deputy minister said at a press conference in Beijing.

According to him, the effectiveness of the UN depends on the compliance of member states with the UN Charter, as well as international law and the basic norms of international relations.

“At the same time, the UN needs reform and improvement to better respond to global challenges, and this especially concerns increasing the representation and voice of developing countries in international affairs,” Ma Zhaoxu stressed.

This year marks the 80th anniversary of the victory in World War II, as well as the creation of the UN, which was a direct result of the war.

“Since its founding 80 years ago, the UN has carried with it the deep hopes of peoples around the world for peace and development. Today, the UN remains the most universal, authoritative and representative intergovernmental international organization,” the diplomat said.

The Deputy Minister noted that despite the significant progress of human civilization, there is still a long way to go to realize the wonderful vision set out in the UN Charter, especially due to the unilateral approach of individual countries, their unjustified withdrawal from international treaties and organizations, and the selective use of the UN.

Such actions, he said, seriously undermine international order and the international system.

Ma Zhaoxu further noted that China has taken a leading role in implementing genuine multilateralism and firmly supports the central role of the UN in international affairs.

"As the UN enters its next 80 years, China stands ready to work with all parties to enhance the role of the organization and build a more just and rational global governance system," the vice minister concluded. -0-

Li Yan, a junior research fellow at the China Institute of International Studies, published an article in the Tianjin Daily on August 20, stating that the SCO's comprehensive humanitarian cooperation has contributed to strengthening friendly ties between peoples.

The content of exchanges and cooperation in the humanitarian sphere of the SCO countries is very extensive. It covers culture, art, education, science, technology, health care, tourism, sports, mass media, women, youth and other aspects that are closely related to people's lives. The "Agreement between the governments of the member states of the Shanghai Cooperation Organization on cooperation in the field of culture" signed in August 2007 is the main legal document for humanitarian cooperation. Based on this Agreement, specific action plans have been developed.

The SCO has held such popular brand projects as the Year of Culture, the Year of Tourism, the Year of Ecology, the Culinary Festival, the Film Festival, the Youth Festival, as well as various special projects such as the SCO Cultural and Tourism Capital, the SCO International Marathon, and the SCO Business Incubator International Youth Acceleration Program. The SCO University was established, and joint work on the protection of archaeological and cultural heritage and restoration was organized. Mechanisms for exchange between think tanks, such as the SCO Forum and the SCO Consortium of Economic Think Tanks, have been created, which actively promotes mutual understanding and rapprochement between the peoples of different countries. Many SCO countries have introduced a visa-free regime among themselves, which has made the movement of people more convenient, and exchanges in business, tourism, and culture closer.

BISHKEK, Aug. 29 (Xinhua) — A film festival dedicated to the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War is being held in Bishkek, the capital of Kyrgyzstan, from August 27 to 29.

Speaking at the event, Kyrgyzstan State Secretary Marat Imankulov said that during the World Anti-Fascist War, the Chinese people fought against the Japanese militarists in the East and achieved victory, making a colossal sacrifice – 35 million dead and wounded. He wished that the tragedy never be repeated, noting that the film festival will help pass the baton of peace to younger generations.

Chinese Ambassador to Kyrgyzstan Liu Jiangping said that as a result of the most difficult struggle, the Chinese people won the War of Resistance Against Japanese Aggression and made a historic contribution to the victory in the World Anti-Fascist War. The peoples of China and Kyrgyzstan fought shoulder to shoulder and established deep friendship. China is ready to remember history together with Kyrgyzstan, honor the memory of fallen heroes, cherish peace and jointly create the future, she noted.

The film festival is reported to feature screenings of Chinese films such as “My Country, My Parents,” “Chinatown Detective 1900,” and “The Sinking of the Lisbon Maru.”

Eighth-grader Ayelima Talantbekova watched the film “My Country, My Parents” at the film festival. The plots reflecting the heroic and courageous actions of the Chinese military in the fight against the Japanese invaders made a particularly strong impression on her. “The film touched me very much. I will probably remember it for the rest of my life,” she said, adding that she would recommend the film to her friends.

The three-day event is jointly organized by the Chinese Embassy in Kyrgyzstan, the State Film Administration of China and the Kyrgyzstan-China Friendship Society. –0–

ANKARA, Aug. 29 (Xinhua) — Turkish President Recep Tayyip Erdogan on Thursday said he is "ready to do everything possible to hold a high-level Russian-Ukrainian meeting that will pave the way for peace," his office said.

R.T. Erdogan made these remarks during a telephone conversation with Ukrainian President Volodymyr Zelensky, during which Turkish-Ukrainian relations, the Ukrainian-Russian peace process, as well as regional and global issues were discussed.

The Turkish leader said Ankara was “closely following the talks in Alaska and Washington” and was continuing its efforts to help end the war. He told Zelensky that Turkey would continue to contribute to Ukraine’s security.

Stressing that “a just peace in the war between Ukraine and Russia is possible,” R. T. Erdogan added that negotiations between the parties should continue “in an enhanced mode.”

For his part, V. Zelensky reported on the X social network that he had exchanged views on the current situation with the Turkish leader and discussed the next diplomatic steps. He expressed gratitude to Turkey for its “constant readiness and commitment to help achieve real peace.” “We deeply appreciate all the assistance provided by Turkey,” the president wrote.

“Ukraine is ready to participate /in the meeting/ in the leaders’ format, since this is the only effective format,” he emphasized. –0–

Duty-free shipping for items under $800 in the US is cancelled

WASHINGTON, Aug. 29 (Xinhua) — The United States will end duty-free imports of goods worth less than $800 starting Friday.

During a six-month transition period, mailers can choose a flat fee of between $80 and $200 per package, depending on the country of origin, according to officials in the Trump administration.

Starting at 12:01 p.m. (04:01 GMT) Friday, U.S. Customs and Border Protection will begin applying standard duty rates to all incoming international packages, regardless of value. The move expands on the Trump administration’s decision earlier this year to waive the de minimis tariff rule on packages from China.

Starting Friday, imported goods shipped outside the international postal network valued at up to $800 that would otherwise qualify for the de minimis rule will be subject to all applicable duties.

Parcels sent through the international postal system will be subject to a duty equal to the actual customs rate applied to the country of origin, or a duty of between $80 and $200 per unit.

Asked whether Trump might reconsider the move, a senior official said during a press briefing Thursday that ending the de minimis rule is a “permanent change,” adding that any effort to restore it for trusted trading partners is “doomed to fail.”

The Universal Postal Union announced Tuesday that 25 member countries have suspended mail to the United States, citing uncertainty over the U.S. administration's planned changes to customs clearance rules for imports under $800. –0–

/SCO Summit in Tianjin/ “Shanghai Spirit” Develops with New Energy

BEIJING, Aug. 29 (Xinhua) — The largest summit of the Shanghai Cooperation Organization (SCO) since its establishment will be held from Aug. 31 to Sept. 1 in Tianjin, the largest port city in northern China.

Chinese President Xi Jinping will chair the 25th meeting of the SCO Heads of State Council and the SCO Plus meeting, delivering keynote speeches that are expected to focus on deepening cooperation within the organization and strengthening its role in global governance.

Founded in Shanghai in 2001, the SCO adheres to the “Shanghai Spirit”, which is characterized by mutual trust, mutual benefit, equality, mutual consultation, respect for cultural diversity, and the pursuit of common development.

Since 2013, Xi Jinping has attended all previous SCO summits, put forward important initiatives and promoted joint efforts to uphold the “Shanghai Spirit” in the modern global landscape.

DEFENDING THE “SHANGHAI SPIRIT”

Xi Jinping chaired the SCO summit in Qingdao for the first time in June 2018. At that time, he recalled the development and achievements of the organization, emphasizing that the “Shanghai Spirit” serves as a common asset for all SCO member states.

The "Shanghai Spirit", which transcends outdated concepts such as the clash of civilizations, the Cold War mentality and zero-sum thinking, has opened a new chapter in the history of international relations and is gaining growing recognition in the international community, Xi said.

At every SCO summit since 2013, Xi Jinping has emphasized the profound relevance of the “Shanghai Spirit,” continually enriching and expanding its meaning.

Guided by the “Shanghai Spirit”, the SCO has created a new model of regional cooperation that unites countries with different social systems and development paths.

This partnership is characterized by non-alignment, non-confrontation and non-direction against third parties, offering a model for a new type of international relations based on mutual respect, impartiality, justice and mutually beneficial cooperation.

Thanks to the implementation of these principles, the SCO has been steadily developing and demonstrating strong vitality. If in 2001 the SCO consisted of six member states – China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, by now it has included four more participating countries, including India, Pakistan, Iran and Belarus.

With 10 member states, two observer states and 14 dialogue partners spanning Asia, Europe and Africa, the SCO boasts a “big family” of 26 states. It is currently the world’s largest regional international organization in terms of both geographic reach and population.

"The growing number of countries seeking to join the SCO family reflects the broad appeal of its principles and firm confidence in its future," Xi said.

He stressed that as the SCO continues to develop, it stands ready to cooperate with all progressive forces around the world to promote world peace, contribute to global development and safeguard international order.

DEEPENING PRACTICAL COOPERATION

The SCO was originally created to address common security challenges. Over the years, it has remained steadfast in its commitment to creating a peaceful and secure environment conducive to the development of all its member states.

Since taking over the rotating chairmanship of the SCO in July last year, China has promoted a series of key events, including meetings of the SCO Regional Anti-Terrorism Structure Council and border officials, as well as joint anti-terrorism exercises.

More than a month ago, a meeting of the Council of Foreign Ministers of the SCO member states was held in Tianjin, where member states agreed to accelerate the establishment of four security centres to address issues such as security threats and challenges, as well as drug-related crimes.

Under the leadership of Xi Jinping and other SCO leaders, China's pragmatic cooperation with other SCO countries has continued to strengthen. The alignment of the Belt and Road Initiative with the development strategies of various parties, including the China-Belarus Industrial Park and the China-Pakistan Economic Corridor, has accelerated, as has cooperation in emerging areas such as cross-border e-commerce, artificial intelligence (AI), and big data.

Strengthening cooperation in various fields has yielded tangible results. Statistics show that in 2024, trade turnover between China and the SCO member states, observer states and dialogue partners reached a new historical maximum of USD 890 billion.

Xi Jinping has always attached great importance to exchanges and dialogue among the civilizations of the SCO countries. In Kazakhstan, Chinese experts are collaborating with local archaeologists on archaeological excavations at the Rakhat site; in Egypt, engineering students from Ain Shams University are gaining practical experience while studying at the “Lu Ban Workshop.”

A series of activities such as skills competition, snow football matches, youth camps, etc. were successfully held, further strengthening the people-to-people exchanges across the region.

FORMATION OF A COMMUNITY OF SINGLE DESTINY FOR HUMANITY

Xi Jinping used SCO meetings as a platform to promote equality and fairness in international affairs

Xi Jinping met in Beijing in July with foreign ministers and senior officials of the permanent bodies of the Shanghai Cooperation Organization (SCO), who arrived in China to attend a meeting of the Council of Foreign Ministers of the SCO member states. “We firmly oppose hegemony, despotism and bullying, and advocate a more equal and orderly multipolar world,” Xi Jinping said.

He opposes the resolution of international affairs from a so-called “position of strength”, against actions that undermine the international order and incite confrontation and provoke division under the pretext of so-called “rules”, and advocates equal rights, equal opportunities and fair rules for all.

A number of final documents published following the SCO summit in Astana in 2024 are in line with the concepts put forward by Xi Jinping and serve as a call for solidarity, cooperation and justice, rather than division, confrontation and hegemony.

This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the founding of the United Nations. However, today the world is confronted with unilateralism, bullying and the resurgence of power politics.

In view of this critical moment, Xi Jinping has repeatedly stressed China's commitment to correctly viewing the history of World War II, deepening coordination within multilateral structures such as the UN and the SCO, and jointly upholding international fairness and justice.

This reflects the shared commitment of SCO member states, as outlined in the April statement, which expressed support for an open global economy and a multilateral trading system based on the World Trade Organization (WTO), while clearly condemning unilateral tariffs and protectionism.

With a natural connection to the countries of the Global South, whose collective rise has become an undeniable trend, the SCO is increasingly seen as an indispensable force in the global governance system.

At the SCO summit in Astana last year, Xi Jinping called on the SCO to contribute to eliminating the deficits in peace, development, security and governance.

With the SCO summit approaching this year, China is expected to conclude its term as rotating chair with key results. Under the leadership of Xi Jinping and other SCO member state leaders, the upcoming summit should chart a clear course for the future of the organization and advance the idea of building a community with a shared future for mankind. -0-
