KAMPALA, Sept. 1 (Xinhua) — Ugandan President Yoweri Museveni on Monday said investment from China is helping boost Africa's growth, particularly in sectors such as infrastructure and industry.

Speaking at the opening of a two-day Financing for Development Summit in the capital, Kampala, Mr Museveni said both public and private Chinese capital was playing a vital role in implementing transport and energy projects, which he said were key to unlocking the continent's development potential.

Participants at the summit, titled “Transforming Africa through National Development Finance Architecture,” noted the important role of private investors from China in establishing industrial parks across Africa. The Ugandan president said such parks not only help reduce import costs but also create thousands of jobs for youth.

“Unlike Western lenders, the Chinese are taking advantage of Africa’s opportunities and investing in what promises good returns,” Museveni stressed, calling on Western financiers to follow China’s example and provide affordable loans to African countries instead of leaving them at the mercy of private lenders charging exorbitant interest rates.

China has financed the construction of two large hydroelectric power plants in Uganda – the 600 MW Karuma hydroelectric power plant and the 180 MW Isimba hydroelectric power plant.

The summit, which brings together government officials, heads of national development banks and multilateral financial institutions, aims to rethink strategies for financing sustainable growth in African countries. Discussions will focus on addressing debt burdens, mobilizing resources and exploring opportunities in agriculture, technology and services. –0–

TIANJIN, Sept. 1 (Xinhua) — The global governance initiative was put forward by Chinese President Xi Jinping at a most opportune moment when the world is facing challenges such as frequent regional instability, slowing economic growth and the rise of forces opposing globalization, Chinese Foreign Minister Wang Yi said Monday.

Wang Yi, also a member of the Politburo of the CPC Central Committee, made the statement during a joint meeting with journalists with the Secretary General of the Shanghai Cooperation Organization (SCO) Nurlan Yermekbayev.

The Chinese diplomat clarified that the Global Governance Initiative put forward by Xi Jinping at the SCO Plus meeting includes five principles: ensuring sovereign equality, upholding the international rule of law, implementing multilateralism, implementing a human-centered approach, and focusing on action.

At the same time, as Wang Yi noted, the spirit of this initiative is fully consistent with the goals and principles of the UN Charter.

According to him, the initiative aims to firmly support the central role of the UN in international affairs and to engage countries in reforming the global governance system, building on multilateral mechanisms such as the UN, to ensure a more effective response to challenges.

As Wang Yi pointed out, the Global Governance Initiative is the fourth landmark global initiative put forward by the Chinese president in recent years, following the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative.

Wang Yi pointed out that these four initiatives bring stability and certainty to a turbulent world, reflecting China's active role and sense of responsibility in international affairs.

China will continue to stand on the side of multilateralism, advocate unity over division, and cooperation over confrontation, the head of the Chinese Foreign Ministry assured.

He added that China will strengthen coordination with the UN and all other parties to implement the Global Governance Initiative and build a fairer and more reasonable global governance system. –0–

Tbilisi, Sept. 1 (Xinhua) — The victory of the Chinese people in the 14-year war against Japanese invaders belongs not only to China, but also to all peace-loving nations of the world, said Chinese Ambassador to Georgia Zhou Qian.

On the eve of the 80th anniversary of the Victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War, he gave an interview to the Georgian online publication Business Press News.

"Today, 80 years later, as we look back on these heroic pages of history, the national dignity, international responsibility and aspiration for peace that the Chinese people displayed during the war still illuminate the path of mankind. These values serve as an important source of inspiration for building a community with a shared future for mankind, guiding us along the path of peace and development," Zhou Qian emphasized.

The ambassador paid special attention to the contribution of the Georgian people to the common victory over fascism. “We will never forget the immortal contribution of the Georgian people to the Victory in World War II,” he said.

According to him, eight decades later, the world still faces challenges. “Hegemonism, Cold War mentality, unilateralism and suppression not only undermine the world economic order, but also threaten peace and stability throughout the world. The global challenges facing humanity are becoming increasingly serious and complex, and the path to peace and sustainable development remains difficult and long,” the diplomat said.

Speaking about the current international situation, Zhou Qian recalled that China, as the first founding member of the UN Charter, a permanent member of the UN Security Council and the second largest economy in the world, has always followed its historical mission.

"From putting forward the concept of a community with a shared future for mankind to launching global initiatives in development, security and civilization, China has always supported the international community, upholding the results of the victory in World War II and international justice, and playing a constructive role in maintaining world peace and development," the ambassador said.

In conclusion, Zhou Qian stressed the importance of learning from the past: “The experience of the past is a lesson for the future. As we stand at a new starting point, we must remember the lessons of history, overcome differences through unity, replace confrontation with cooperation, and jointly write a new chapter in the development of human civilization,” the Chinese diplomat concluded. –0–

SHENZHEN, Sept. 1 (Xinhua) — The Shenzhen-Hong Kong-Guangzhou innovation cluster in the Guangdong-Hong Kong-Macao Greater Bay Area has ranked first among the world's top 100 innovation clusters in the 2025 Global Innovation Index released Monday by the World Intellectual Property Organization.

This cluster has surpassed Japan's Tokyo-Yokohama cluster for the first time and has been recognized as a world-leading innovation hub, demonstrating the strong vitality of scientific and technological innovation in the Greater Bay Area and the dynamic progress in building an international scientific and technological innovation hub.

Prior to this, the Shenzhen-Hong Kong-Guangzhou innovation cluster had ranked second in the index for five consecutive years since 2020.

According to the Guangdong Provincial Market Regulatory Bureau, this year's innovation cluster rankings take into account a new indicator, namely, the volume of venture capital transactions, which has been added to the existing indicators of the number of international patent applications under the Patent Cooperation Treaty and the number of publications in journals included in the Science Citation Index Extended (SCIE). The new assessment system focuses not only on the creation and deployment of intellectual property, but also on the implementation and realization of the value of innovative results.

This year, the top 100 innovation clusters were distributed across 33 economies worldwide. The largest number of clusters are concentrated in China /24/, the United States /22/ and Germany /7/. –0–

TIANJIN, Sept. 1 (Xinhua) — Pakistani Prime Minister Shahbaz Sharif on Monday hailed the China-Pakistan Economic Corridor (CPEC) as a practical demonstration of the Shanghai Cooperation Organization's (SCO) vision for regional connectivity and economic integration.

“As leaders of the SCO member states, we have emphasized year after year the importance of strengthening regional connectivity. This requires efficient land, air and rail transport corridors to ensure the reliability of supply chains,” said Sharif, speaking at the 25th meeting of the SCO Council of Heads of State.

According to him, the expansion of CPEC, which is one of the flagship projects of the Belt and Road Initiative, can serve as a practical demonstration of the vision of regional connectivity and economic integration within the SCO.

Sh. Sharif also noted that China's global leadership is expressed not only in the activities of the SCO, but also in such landmark initiatives as the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative.

Speaking about regional security, the Pakistani Prime Minister stressed that Pakistan is committed to developing normal and stable relations with all its neighbours and prefers dialogue and diplomacy over conflict and confrontation.

Sharif assured that Pakistan would continue its efforts along with other SCO members to promote peace, progress and prosperity in the entire region and ensure lasting peace in South Asia. He called for a comprehensive and structured dialogue to discuss all outstanding disputes. –0–

/SCO Summit in Tianjin/ Exclusive: China's New Global Governance Initiative Is Based on Ideas of a Just and Reasonable World Order — Russian Expert

Moscow, September 1 /Xinhua/ — China's new initiative on global governance is based on the ideas of a fair and reasonable economic and political world order, says Oleg Timofeev, associate professor at the Peoples' Friendship University of Russia (RUDN).

“The official launch of the new initiative was preceded by a fairly long period of discussion of its main elements – the ideas of a fair and reasonable economic and political world order, a common destiny for humanity and the previous three global initiatives, of which the Global Governance Initiative is a natural continuation,” Timofeev said in an interview with Xinhua.

According to him, it is no coincidence that Chinese President Xi Jinping put forward the Global Governance Initiative at the Shanghai Cooperation Organization (SCO) summit.

"Firstly, from the moment the Shanghai Five, the predecessor of the SCO, emerged to the present day, this organization has come a long way: from a bilateral to a multilateral format, from a political club to a full-fledged organization, from a subregional to a macroregional structure, from focusing on regional security issues to full-fledged interaction. In recent years, the representation of the Global South states in the SCO has significantly expanded, the protection of whose interests is proclaimed, first of all, in the new initiative of Xi Jinping," noted O. Timofeev.

According to the expert, “China has unique experience in implementing numerous initiatives aimed at solving many international and global problems, demonstrating a fairly flexible approach that involves the use of a wide variety of forms and instruments of international cooperation… Beijing puts forward its own initiatives, which, in turn, receive support from a wide range of states in the Global South.”

O. Timofeev believes that the international institutions created by Western countries, primarily the World Trade Organization, clearly lack the competence and authority to effectively counter negative trends in the global economy. Therefore, as the Xinhua interlocutor emphasized, “The Global Governance Initiative will be more focused on multilateral economic institutions that have proven their effectiveness and are characterized by more democratic procedures for making and implementing decisions, such as the G20, the Belt and Road Initiative, BRICS, the SCO, and interregional cooperation dialogues.” –0–

BEIJING, Sept. 1 (Xinhua) — China is closely monitoring the latest dengue fever outbreak in Pacific island countries and taking measures to actively help these countries fight the disease, Foreign Ministry spokesperson Guo Jiakun said Monday.

Guo Jiakun made the remarks at a regular briefing for reporters, speaking about China's aid to Pacific island nations, some of which have been hit by the largest and most severe dengue fever outbreak in 10 years.

Calling cooperation in the field of health care an important content of China's cooperation with the Pacific island countries, Guo Jiakun stressed that China is closely monitoring the latest outbreak of dengue fever and is taking measures to actively assist these countries in the fight against this disease.

“Immediately after the outbreak, we provided anti-epidemic supplies and financial support to Tonga, Samoa and other island states that were hit hardest. We provided Tonga with testing reagents and mosquito repellents, and Samoa with protective suits, masks and gloves,” the official said.

He said Liang Zhenying, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and chairman of the GX Foundation, visited Vanuatu and Fiji, launching a dengue fever program in Vanuatu and donating mosquito and fly repellents and rapid testing reagents to communities in both countries.

"China has also sent medical teams to carry out long-term missions in seven Pacific island countries to actively contribute to improving public health and medical development in these countries. During the current outbreak, Chinese medical teams have always been at the front line, working shoulder to shoulder with local medical workers to save patients and share knowledge on how to prevent and control the disease," Guo Jiakun added.

"China's selfless assistance is highly appreciated and widely recognized by local governments and people. Based on the development of the disease situation, China will continue to provide all possible support and assistance to the Pacific island countries in need," the official representative of the Chinese Foreign Ministry assured. -0-
