SANAA, Sept. 3 (Xinhua) — Yemen's Houthi group said on Tuesday it carried out multiple attacks on Israeli targets, including the Israeli army's General Staff building in Tel Aviv, Ben Gurion International Airport and a ship in the northern Red Sea.

On the Houthi-controlled Al-Masirah TV channel, the movement's military spokesman Yahya Saria noted that "a Sammad-4 drone struck the Israeli army's General Staff building" in Tel Aviv. He added that drone strikes also hit the Hadera power plant, Ben Gurion Airport and the port of Ashdod.

Y. Saria also reported that the group fired two drones and a cruise missile at the container ship MSC Aby in the northern Red Sea, accusing the vessel of maintaining trade links with Israeli ports.

The above claims could not be verified. Neither Israel nor the ship's operator has yet commented on the incidents.

The new suspected attacks came a day after the Houthis launched a missile strike on the Scarlet Ray oil tanker in the northern Red Sea.

The escalation followed an Israeli airstrike on Thursday on the Houthi-held Yemeni capital of Sanaa. The attack killed Ahmed al-Rahawi, the head of Yemen's Houthi-formed government, along with 11 ministers, in a major blow to the rebels who control much of northern Yemen.

The attack on the Houthi cabinet was intended to deter the rebels from further attacks on Israel and Israeli-linked vessels in the Red Sea, Israeli media reported. But the group vowed revenge, warning of "dark days" for Israel. -0-

Astana, Sept. 3 (Xinhua) — Chinese President Xi Jinping's speech at the "SCO Plus" meeting not only outlines prospects for the entire region, but also directly correlates with Kazakhstan's goals to strengthen its role in the SCO and form a space of sustainable and equal development, Gulnar Shaimergenova, director of the Center for China Studies, said in an interview with Xinhua.

According to her, Xi Jinping's official speech at the plenary session on September 1 reflects China's strategic and consolidating approach to the development of the SCO, focusing on security, economic openness, inclusive globalization and improving its own cooperation mechanisms.

In his address, the PRC Chairman noted that over the years of its existence, the SCO has become the largest regional organization, the international influence and authority of which continue to grow. This speech demonstrates the maturity of China's strategic course and sets specific guidelines for future cooperation within the SCO, which is widely supported by the participating countries and serves as an example of creating an effective multilateral dialogue, G. In her opinion, these initiatives open up new prospects for Kazakhstan in linking national programs with SCO projects and the Belt and Road Initiative. Grant and credit support, as well as educational and cultural exchanges, create additional opportunities for the development of infrastructure, green energy and digital technologies in Kazakhstan, strengthening its role as a key participant in regional cooperation and forming the basis for long-term sustainable partnership.

The expert stated that Kazakhstan positively evaluates the initiatives of the Chinese chairman: the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative. As the President of Kazakhstan stated in his speech at the SCO summit: “We consider it extremely important to fully implement the ten-year SCO development strategy that we are adopting today.”

Shaimergenova believes that the vision proposed by Chinese President Xi Jinping to build a common home based on solidarity, mutual trust, peace and prosperity, good neighborliness and justice, gives special value to the further development of the SCO. It forms not only a practical agenda for cooperation, but also a solid value foundation that makes the organization a genuine space of trust and mutual understanding.

On September 2, 2025, the Ministry of Foreign Affairs of the People's Republic of China presented a concept paper on the Global Governance Initiative. It clearly outlines the goal of adapting the system of international relations to new realities and making it more fair, effective, and oriented towards the interests of all states.

The 80th anniversary of the United Nations provides a special context. For eight decades, the UN has played a key role in maintaining peace and cooperation, but today international governance faces a number of challenges. The position of developing countries is underrepresented, the authority of international institutions is declining, and new areas – digitalization, artificial intelligence, climate, space – require modern regulatory mechanisms.

The proposed conceptual document is based on five key principles. The first is respect for the sovereign equality of all countries, regardless of their size and level of development. The second is mandatory adherence to international law and the UN Charter. The third is the development of genuine multilateralism based on dialogue and cooperation. The fourth is human-centredness, when the focus is on the well-being of peoples. The fifth is efficiency, that is, the ability of international institutions to quickly respond to global challenges.

The initiative fits seamlessly with Beijing’s other strategic proposals: the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative. Together, they form a holistic approach to building a sustainable international order that takes into account the interests of all parties more fully.

For Kazakhstan, this concept opens up new prospects. Our country traditionally advocates multilateralism and respect for international law, and the proposed guidelines are fully consistent with national priorities. Of particular importance is the emphasis on human centricity. Improving the well-being of citizens and sustainable development are becoming part of the global agenda. It is also important that in new areas – from digitalization to ecology – Kazakhstan can participate in shaping the rules of the game, protecting its interests and introducing its own initiatives.

The conceptual document of the Chinese Foreign Ministry is not a declaration, but an invitation to dialogue and joint action. Its practical implementation will mean a transition to a more just and effective system of global governance, where each country, including Kazakhstan, has the opportunity to make its contribution.
