KHABAROVSK, Sept. 3 (Xinhua) — A photo exhibition titled "Shoulder to Shoulder – Towards a Common Victory" dedicated to the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War opened at the Platinum Arena in the Russian city of Khabarovsk on Tuesday.

The exhibition features 60 valuable historical photographs from the Xinhua News Agency, reflecting the glorious history of the Chinese People's War of Resistance against Japanese Aggression and the joint struggle of the Chinese and Soviet peoples against fascism and militarism. The event was attended by more than 400 representatives of the general public of the Khabarovsk Territory of Russia.

A large section of the exhibition is dedicated to the participation of Soviet volunteer pilots in the war against the Japanese invaders in China. From 1937 to 1941, over 2,000 Soviet soldiers took part in battles in the Chinese skies, and many of them gave their young lives. Among them was the commander of a squadron of Soviet bombers, Grigory Kulishenko. On October 14, 1939, he died in battle over Wuhan, when he was only 36 years old. A photo portrait of the hero is presented at the exhibition.

In addition, there are photographs dedicated to preserving the memory of the events of those years and the heroes. They show the visit of Soviet leaders to the memorial to the fallen pilots in Wuhan, the laying of flowers by the descendants of the heroic pilots, and touching meetings of Chinese and Russian veterans.

Many visitors were moved to tears. They said that through the photographs, they deeply felt the suffering and indomitable spirit of the Chinese people in the war of resistance. Preserving the memory of history and preserving peace for the future of humanity was the general sentiment that emerged among the visitors.

At the opening of the exhibition, the Consul General of the People's Republic of China in Khabarovsk, Jiang Xiaoyang, recalled that the leaders of China and Russia had reached an important consensus on mutual support in holding events in honor of the 80th anniversary of the Victory in World War II and in jointly defending its results. According to the Consul General, organizing a photo exhibition in Khabarovsk at a time when the leaders of the two countries are meeting in Beijing is of particular importance. "We highly appreciate the significant contribution of the peoples of China and Russia to the victory in the World Anti-Fascist War," Jiang Xiaoyang said.

Attaché of the Russian Foreign Ministry's representative office in Khabarovsk Andrei Sivolob noted in an interview with Xinhua that September 3 is the day of the defeat of militaristic Japan and the end of World War II, which led to a huge number of victims in both China and the Soviet Union. The two countries steadfastly withstood the trials, defeating the world's evil, the diplomat said, adding that the presented photographs are of historical significance and once again show the strong friendship between the Russian and Chinese peoples, who stand shoulder to shoulder and help each other in any challenges.

Maxim Kazakov, deputy chairman of the Khabarovsk branch of the Russian-Chinese Friendship Society (RCFS), spoke in an interview with Xinhua about the importance of preserving historical memory. “We remember the contribution made by the Chinese people, we remember the feats of our fathers and grandfathers who fought heroically,” he said. “We are connected by a common history, we are connected by common victories, so I believe that holding events like this photo exhibition is extremely important.”

The exhibition was organized by the Xinhua Asian-European Bureau and China lmage Group with the participation of the Consulate General of the People's Republic of China in Khabarovsk and the Khabarovsk branch of the ORCD. The event is held with the support of the Khabarovsk Krai Government and the Russian Foreign Ministry Representative Office in Khabarovsk.

From September 3, the photo exhibition will continue at the Pacific State University in Khabarovsk. –0–

BANGKOK, Sept. 3 (Xinhua) — Thai caretaker Prime Minister Phumtham Vechayachai announced on Wednesday that his caretaker government has decided to dissolve the lower house of parliament, potentially triggering an early general election.

Speaking to reporters at the government building, he confirmed that the request to dissolve the House of Representatives was submitted to King Maha Vajiralongkorn on Tuesday and is now awaiting approval.

Given the existing problems, P. Vechayachai noted that restoring political stability is important to prevent further economic decline, stressing that after consultation with the legal team, it would be appropriate to return decision-making powers to voters.

“As acting prime minister, I have carefully considered all these views and decided to report the situation to the king for consideration in accordance with the democratic process provided for in the Constitution,” P. Vechayachai said.

The move to dissolve parliament came after the ruling Phua Thai Party lost its majority in the lower house and faced difficulties in forming a new government following a constitutional court ruling last week that removed Phetongthan Shinawatra as prime minister over ethics violations.

The main opposition People's Party on Wednesday decided to back Bhumjaithai Party leader Anutin Charnvirakul as the next prime minister in a vote in parliament.–0–

KUALA LUMPUR, Sept. 3 (Xinhua) — Preserving the memories of those who lived through World War II not only honors the memory of that generation, but also raises awareness among today's youth, helping dissuade them from supporting those who seek to spark another world war, Roy Anthony Rogers, an associate professor at the Department of International and Strategic Studies at the University of Malaya, said in a recent interview with Xinhua.

With the number of witnesses to humanity's struggle against fascism dwindling every year, it is important to make every effort to document their stories and experiences, the scholar noted, adding that the creation of books, films and other media is vital to ensure that the right lessons are learned from those dark days.

The expert suggested that educators go beyond traditional books and use new technologies to vividly capture wartime events and make them more engaging, without sacrificing the original spirit of these stories and experiences.

“What we can really think about is how catastrophic the Second World War was. Do we want that to happen to our future generations? It could happen again if we don’t take precautions. So we need to really understand what happened, what happened, the aftermath, the hardships that people went through, through the testimonies of those who are still alive or the memories of those who have passed away… Today we have new technologies, not just written form. All of that can be turned into documentaries or films to have an impact on a new generation,” he said.

R. E. Rogers particularly noted the enormous contribution of the Chinese people to the outcome of the war in the East, especially the unity and resilience of the Chinese people, who survived the conflict from 1931 to 1945 – a much longer period compared to the conflict in Europe.

He explained that the efforts of the Chinese people resonated across Asia. “It was a really tough moment in China’s history. It showed the resilience of the people at that time… Despite all the difficulties, they survived. I think that spirit of resilience motivates people not only in China but across the region,” the scholar said.

“China has set a powerful example, showing that despite external aggression and internal challenges, its people have been able to resist and remain resilient,” he added. –0–

US Federal Judge Rules Trump's Troops' Entry into Los Angeles Illegal

LOS ANGELES, Sept. 3 (Xinhua) — A U.S. federal judge ruled Tuesday that the Trump administration violated a 19th-century law when it sent National Guard troops and Marines to Los Angeles in early June to quell protests against federal immigration raids.

Charles Breyer, senior judge for the U.S. District Court for the Northern District of California, wrote in his ruling that the Trump administration violated the Posse Comitatus Act, which prohibits the use of U.S. military forces for domestic law enforcement without congressional approval.

The order prohibits the Trump administration from “deploying, directing, instructing, training, or using the National Guard currently stationed in California and any military units previously stationed in California to enforce the law.”

“There were indeed protests in Los Angeles, and some individuals engaged in violence. However, there was no insurrection, and civilian law enforcement was able to respond to the protests and enforce the law,” the ruling states.

It notes that nearly three months after the National Guard was deployed to Los Angeles, there are still 300 National Guard troops there, adding that US President Donald Trump and Defense Secretary Pete Hegseth have said they intend to bring the troops into federal service in other cities across the country, thus creating a national police force with the president as its chief.

California Governor Gavin Newsom, one of the plaintiffs, said in a statement: “Today, the court sided with democracy and the Constitution. No president is a king, not even Trump, and no president can trample on a state’s right to protect its citizens.”

“Trump’s attempt to use federal troops as his personal police force is illegal, authoritarian, and must be stopped in every courtroom across the country,” the statement said.

In response to the decision, White House deputy press secretary Anna Kelly said in a statement: “Once again, an unscrupulous judge is attempting to usurp the commander in chief’s authority to protect American cities from violence and destruction.”

The U.S. Department of Justice filed a notice of appeal against Breyer's ruling with the federal appeals court and requested a stay of enforcement of the ruling pending the appeal.

According to CNN, Brenner Fissell, vice president of the National Institute of Military Justice, said that while Breyer's ruling does not have an immediate impact outside of California, it will undoubtedly be a first for other judges who may hear similar cases. -0-
