Take global governance in particular. The report argues that, faced with a range of global challenges – geopolitical conflicts, climate change, food crises, threats to public health and digital security – the current system of global public intellectual goods has proven to be woefully inadequate.

“Climate change is a clear example: some major powers have withdrawn from international agreements, and some developed countries have repeatedly changed positions on burden sharing, financial support and technology transfer, seriously undermining the effectiveness of collective action,” the document says.

Faced with such complex challenges, there is an urgent need for new public intellectual goods with greater vision, inclusiveness and innovation to renew the guiding principles and practices of global governance.

With regard to cultural conflicts and crises of faith, the report argues that new cultural public goods should address the deep questions of humanity's relationship with society and nature, promote dialogue and mutual learning among civilizations, and foster coexistence, thereby laying a solid foundation for shared values for all humanity. -0-

BEIJING, Sept. 6 (Xinhua) — An exhibition of Chinese and Russian art works dedicated to the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the Victory in the World Anti-Fascist War opened on the Chinese segment of the Internet recently, according to the website of Tianjin University.

The exhibition project was developed by the Institute of Humanities and Arts of this university together with other local organizations. The works of Chinese and Russian artists are posted on the official account of the institute on the social network Wechat.

The idea of holding such an online exhibition was reportedly well received by artists from both countries, with over 200 works submitted to the organizers.

BEIJING, Sept. 6 (Xinhua) — Heavy rains on the Hanjiang River, a major tributary of the Yangtze, caused water levels to rise above danger levels for the first time this year, China's Ministry of Water Resources said in a statement.

Heavy rainfall in the upper reaches of the Hanjiang caused the flow rate of the main river measured at the Yangxian hydrological station in northwest China's Shaanxi Province to rise to 7,010 cubic meters per second on Friday evening, exceeding the 7,000 cubic meters per second flood standard.

The agency has stepped up flood control measures by launching a Level IV flood emergency response regime in the above-mentioned province.

It also called for improved rainfall forecasting and monitoring of further water level rises, improved early warning procedures, and increased preparedness for torrential floods and rising water levels in small and medium-sized tributaries.

The ministry also initiated a Level IV flood alert in southwest Sichuan Province and notified flood alerts in areas including southwest Chongqing and central China's Hubei Province. -0-

BEIJING, Sept. 6 (Xinhua) — China's securities regulator on Friday amended and released the "Regulations on the Management of Costs for the Sale of Portfolio Investment Funds Raised through Public Offerings," aiming to reduce costs for investors and encourage long-term investment.

The draft rules, which have been submitted to the public, focus on prudent reductions in fees such as placement fees, bid application fees and sales service fees. They mark the third phase of the fee reforms launched by the committee in July 2023.

KUNMING, Sept. 5 (Xinhua) — Xinhua News Agency Director-General Fu Hua on Friday met with Uruguayan presidential spokesman Martin Alejandro Lis Lima, who is in China to attend the 2025 Global South Media and Think Tank Forum in Kunming, capital of southwest China's Yunnan Province.

During the meeting, Fu Hua said that under the strategic guidance of the two heads of state, relations between China and Uruguay have achieved significant results in recent years.

Noting the important role of media cooperation in inter-state exchanges, Fu Hua said Xinhua is willing to work with the Uruguayan presidential press office, Uruguayan media and think tanks to effectively tell stories about China-Uruguay friendship and cooperation, serving as a joint voice of the Global South.

The Xinhua director general also expressed hope that more Uruguayan media outlets will join the Global South Joint Communication Partnership Program initiated by Xinhua.

KUNMING, Sept. 5 (Xinhua) — Xinhua News Agency on Friday held a ceremony to exchange cooperation agreements with the Media Development Agency of Azerbaijan and Armenia's state news agency Armenpress. HARBIN, Sept. 5 (Xinhua) — The China-SCO Graduate Innovation Center held an opening ceremony at Harbin Institute of Technology (HIT) in northeast China's Heilongjiang Province and accepted the first group of 120 graduate students from member countries of the Shanghai Cooperation Organization (SCO).

The admitted students are graduates of elite universities of the SCO member states, including HIT, Peking University and Tsinghua University in China, Saint Petersburg State University in Russia, Kyrgyz State Technical University and Belarusian National Technical University.

The China-SCO Postgraduate Innovation Center, initiated by HIT, aims to train highly qualified professionals with interdisciplinary and transnational research skills, and contribute to technological innovation and sustainable development of SCO member countries.
