KUNMING, Sept. 6 (Xinhua) — In recent years, as unilateralism and protectionism continue to gain momentum and some countries bow to power and status and adhere to the law of the jungle, humanity needs new public intellectual goods across the world to respond to the fundamental challenges facing us all, according to a report by the Xinhua Institute under the Xinhua News Agency.

The report, titled "Answers to the Questions of Our Time: The Global Significance and Practical Value of China's Intellectual Public Goods," was released on Saturday by the think tank.

“The world has entered a new period of turbulence and transformation, and the existing system of global public intellectual goods is becoming increasingly unable to effectively address today’s global challenges,” the report says.

A report on the current need for global public intellectual goods says there is a serious deficit in the world today. “Behind the global deficit in peace, development, security and governance lies a profound deficit in ideas.”

Take global governance in particular. The report argues that, faced with a range of global challenges – geopolitical conflicts, climate change, food crises, threats to public health and digital security – the current system of global public intellectual goods has proven to be woefully inadequate.

“Climate change is a clear example: some major powers have withdrawn from international agreements, and some developed countries have repeatedly changed positions on burden sharing, financial support and technology transfer, seriously undermining the effectiveness of collective action,” the document says.

Faced with such complex challenges, there is an urgent need for new public intellectual goods with greater vision, inclusiveness and innovation to renew the guiding principles and practices of global governance.

BEIJING, Sept. 6 (Xinhua) — Heavy rains on the Hanjiang River, a major tributary of the Yangtze, caused water levels to rise above danger levels for the first time this year, China's Ministry of Water Resources said in a statement.

Heavy rainfall in the upper reaches of the Hanjiang caused the flow rate of the main river measured at the Yangxian hydrological station in northwest China's Shaanxi Province to rise to 7,010 cubic meters per second on Friday evening, exceeding the 7,000 cubic meters per second flood standard.

The agency has stepped up flood control measures by launching a Level IV flood emergency response regime in the above-mentioned province.

It also called for improved rainfall forecasting and monitoring of further water level rises, improved early warning procedures, and increased preparedness for torrential floods and rising water levels in small and medium-sized tributaries.
