On September 3, Wang Yuming, a research fellow at the China Institute of International Studies, published an article in Huanqiu Shibao titled “Reforming and Improving Global Governance in Response to World Changes.”

It points out that the current international order has undergone structural changes that have further exacerbated the situation of “imbalances, failures and disorder” in the system of global governance. Among these, the underrepresentation of countries of the global South, the weakening authority of global governance institutions and the lack of effectiveness of global governance are becoming increasingly visible.

At a critical moment when the international order and structure are in turmoil, China has timely put forward a global governance initiative that aims to “uphold sovereign equality, abide by the international legal order, adhere to multilateralism, focus on people, and strive for practical action.” It has received wide attention and recognition from the international community.

CHONGQING, Sept. 9 (Xinhua) — The number of China's artificial intelligence (AI) enterprises has grown from just over 1,400 to more than 5,000 in the past five years, according to data released by the Ministry of Industry and Information Technology (MIIT) at the 2025 World Intelligent Industry Expo held in southwest China's Chongqing.

According to Xin Guobin, deputy head of the MPI, China has created more than 40,000 smart factories, 11 national pilot zones for innovation and application of AI, as well as 17 national demonstration zones for testing intelligent connected cars.

Xin Guobin added that China has set up a state-owned AI investment fund with a total of 60 billion yuan (about 8.4 billion US dollars), drawn up ethical rules for the use of AI, founded the China-BRICS AI development and cooperation center, and developed more than 240 standards for key AI technologies.

The China Internet Development Report 2021 noted that there were a total of 1,454 AI companies in the country in 2020.

China has been paying great attention to developing its AI industry. In 2017, the State Council of the People's Republic of China published the Plan for the Development of New-Generation Artificial Intelligence. In August of this year, it published recommendations for promoting the “AI Plus” initiative, which aims to accelerate the construction of a new form of intelligent economy and smart society, characterized by human-machine interaction, cross-industry integration, and joint innovation.

"The healthy development of China's AI industry comes from borrowing valuable experience from leading countries in this field and making full use of its advantages such as rich data resources, complete industrial system, wide application scenarios and huge market potential," said Wan Gang, chairman of the China Society for Science and Technology.

BEIJING, Sept. 8 (Xinhua) — Chinese President Xi Jinping on Monday attended the BRICS online summit and delivered an important speech, calling on the group to move forward with unity and cooperation.

The summit was chaired by Brazilian President Luiz Inacio Lula da Silva, and the event was also attended by the presidents of Russia Vladimir Putin, South Africa Cyril Ramaphosa, Egypt Abdel Fattah el-Sisi, Iran Masoud Pezeshkian, Indonesia Prabowo Subianto, Crown Prince of Abu Dhabi /UAE/ Sheikh Khaled bin Mohammed Al Nahyan, and representatives of India and Ethiopia.

In his speech titled “Unity, Cooperation and Forging Forward,” Xi Jinping noted that in today’s world, where changes unseen in a century are accelerating, hegemonism, unilateralism and protectionism are becoming more rampant.

"At this critical juncture, BRICS countries, as the frontline of the Global South, should uphold the spirit of openness, inclusiveness and cooperation for BRICS' common benefit, jointly safeguard multilateralism and the multilateral trading system, advance cooperation in the 'greater BRICS' format, and jointly build a community with a shared future for mankind," Xi said. In this regard, he made three proposals.

First, the Chinese leader called on the BRICS countries to adhere to multilateralism and safeguard international fairness and justice. “Multilateralism is the common aspiration of the people and the main trend of our times,” Xi said, adding that multilateralism provides an important pillar for world peace and development.

The Chinese President pointed out that the Global Governance Initiative he recently put forward aims to catalyze joint actions by all countries to build a fairer and more reasonable system of global governance.

Xi said it is important to adhere to the principle of broad consultation, joint contribution and common benefit, uphold the international system with the UN at its core and the international order based on international law, so as to strengthen the foundation of multilateralism.

The Chinese President said it is necessary to actively promote the democratization of international relations and strengthen the representation and voice of countries in the Global South. At the same time, he added, the global governance system should be improved through reform to fully mobilize the resources of all parties and more effectively address the common challenges facing humanity.

Second, Xi Jinping continued, we should adhere to openness and win-win, upholding the international economic and trade order. Pointing out that economic globalization is an irresistible historical trend, the Chinese leader noted that countries cannot develop without an international environment of openness and cooperation, and no one can return to a state of self-isolation.

According to him, the BRICS countries should steadily promote the construction of an open world economy to share opportunities and achieve common gains through openness. The multilateral trading system, with the World Trade Organization at its core, should be preserved, and all forms of protectionism should be rejected, the Chinese leader emphasized.

Xi Jinping said BRICS countries should promote inclusive economic globalization that benefits everyone, put development at the top of the international agenda, and ensure that countries in the Global South can participate in international cooperation on an equal footing and share the fruits of development.

Thirdly, the Chinese President pointed out, the BRICS countries should adhere to unity and cooperation, joining efforts for joint development.

As Xi Jinping noted, the BRICS countries are home to almost half of the world's population, accounting for about 30 percent of global GDP and a fifth of global trade.

According to the Chinese leader, the closer the cooperation between them, the more strength, methods and effectiveness they have in confronting external risks and challenges.

Xi Jinping stressed that China is willing to work with other BRICS countries to implement the Global Development Initiative, advance the high-quality joint construction of the Belt and Road, give play to the strengths of each member, deepen practical cooperation and achieve new results in trade, economy, finance, science and technology, so as to strengthen the foundation, driving force and influence of cooperation within the "greater BRICS" framework and bring more practical benefits to the people of each country.

According to other leaders participating in the online summit, the international order is currently being undermined by the practices of unilateralism and bullying, international law and international rules are under threat, trade is becoming a tool for interference in the internal affairs of other states, which is causing serious damage to peace and development throughout the world.

In their view, the BRICS countries need to strengthen cohesion and cooperation, jointly respond to crises and challenges, defend multilateralism, a free and open international trading system and the common interests of the Global South.

All participating leaders also noted that the Initiative on Global Governance put forward by President Xi Jinping is more relevant than ever, pointing the direction and path for improving global governance.

The parties agreed to maintain communication on such pressing issues as the crisis in Ukraine and the conflict in the Gaza Strip. They stressed the need to effectively use the role of the Friends of Peace group on the Ukrainian crisis and to maintain commitment to a two-state solution to the Palestinian issue and to protect peace and stability in the Middle East.

Commenting on Xi Jinping's speech, Wang Lei, Director of the Center for BRICS Cooperation Studies at Beijing Normal University, noted that the Chinese President's three-point proposal is extremely meaningful and provides important guidelines to help bring stability to the international landscape.

As Wang Lei added, given the significant role of the BRICS countries in the current global political and economic system, they should further strengthen cohesion and cooperation, as this is of great significance for global political and economic stability and the process of reforming the multilateral system. –0–

Using visas as a weapon will not stop the historical trend of development of relations between China and Central American countries – Chinese Foreign Ministry

BEIJING, Sept. 8 (Xinhua) — The U.S. policy of using visas as a weapon will not intimidate truly sensible people and will not be able to stop the historical trend of development of relations between China and Central American countries, Chinese Foreign Ministry spokesman Lin Jian said on Monday.

Lin Jian made the announcement at a daily briefing for reporters.

On September 4, US Secretary of State Marco Rubio announced in a statement visa restrictions on citizens of Central American countries and their immediate family members who allegedly cooperate with the Chinese Communist Party and undermine the rule of law in Central America. This measure, according to M. Rubio, was taken in order to counter the “corrupting influence” of the PRC in Central America.

Lin Jian responded by emphasizing that the United States dictates to Central American countries how to conduct exchanges with China, and that the American accusations are full of malicious intent and completely groundless. As the Chinese diplomat noted, the United States demonstrates a lack of basic respect for these countries.

Such actions, Lin Jian continued, once again reflect the US hegemonic approach to international exchanges, in which the strong suppress the weak and large countries bully small ones. It also reveals deep-rooted ideological biases and Cold War thinking among some politicians.

China expresses serious dissatisfaction and resolute protest over the groundless attacks and slander by the United States, its blatant coercive diplomacy, and attempts to interfere with and undermine relations between China and Central American countries, a Chinese Foreign Ministry spokesman said.

The US policy of using visas as a weapon will not intimidate truly sensible people and will not be able to stop the historical trend of development of relations between China and Central American countries, Lin Jian concluded, adding that China will continue to strengthen exchanges and cooperation with these countries, contribute to their socio-economic development, and bring more benefits to the people of these countries. –0–

BEIJING, Sept. 8 (Xinhua) — Chinese lawmakers on Monday began reviewing a draft amendment to the Foreign Trade Law that includes a series of reform measures.

The draft, consisting of 80 articles in 11 chapters, was submitted for consideration to the ongoing session of the Standing Committee of the National People's Congress (NPC) in Beijing.

The draft amendments aim to incorporate numerous reform measures into the law, including a negative list management system for cross-border trade in services, promoting the development of new business forms and new models in foreign trade, encouraging the development of digital trade, and accelerating the establishment of a “green” trading system, in order to ensure their effective implementation.

In order to further optimize the conditions for the development of foreign trade, the project pays special attention to strengthening the protection of intellectual property rights related to foreign trade and the formation of a system of assistance in regulating trade to stabilize production chains and supply chains.

The draft amendments also provide for the creation and improvement of mechanisms for diversified dispute resolution in foreign trade. -0-
