DOHA, Sept. 10 (Xinhua) — Qatar will give a "comprehensive" response to the Israeli air strike on Doha earlier in the day and prevent future attacks, Qatari Prime Minister and Foreign Minister Sheikh Mohammed bin Abdul Rahman Al Thani said at a press conference on Tuesday.

Qatar reserves the right to respond to Israel and will not tolerate any violation of its sovereignty, he noted.

He said mediation on a ceasefire and prisoner exchange in Gaza would continue, but talks were currently stalled following the Israeli strike in Doha.

Earlier on Tuesday, Israel launched an unprecedented airstrike on the Qatari capital, targeting a building used by senior Hamas officials in what Israeli authorities called an attempt to kill the group's leaders who were "directly responsible for the October 7 massacre."

Hamas later said the attack came as its delegation was discussing a new ceasefire proposal presented by US President Donald Trump. The group said members of the negotiating delegation survived, but six others were killed.

WASHINGTON, Sept. 10 (Xinhua) — The decision to attack Hamas in the Qatari capital was made by Israeli Prime Minister Benjamin Netanyahu, not the White House, U.S. President Donald Trump said on Tuesday.

“This decision was made by [Israeli] Prime Minister Netanyahu, not me,” Trump wrote on his Truth Social page.

The US president said he immediately instructed special envoy Steven Witkoff to inform the Qataris of the impending Israeli attack, but “unfortunately, it was too late to prevent the attack.”

“Unilateral bombing of Qatar, a sovereign state and close ally of the United States that has made enormous efforts and bravely taken risks to help us achieve peace, does not advance Israel’s or America’s goals,” he said.

D. Trump noted that he considers Qatar a strong ally and friend of the United States and “greatly regrets the location of the attack,” but the destruction of Hamas is “a worthy goal,” he added.

The US President confirmed that he had a telephone conversation with the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, and assured him that “something like this will never happen again on their soil.

BEIJING, Sept. 10 (Xinhua) — The number of stores in China providing value-added tax (VAT) refund services to outgoing foreign tourists exceeded 10,000 by the end of August this year, according to data released Wednesday by the General Administration of Taxation.

In the first eight months of 2025, the number of overseas tourists who applied for a tax refund when leaving China increased by 247.8 percent compared with the same period last year. The sales volume of relevant goods and the amount of VAT refund increased by 97.5 percent and 96.9 percent, respectively.

The exit VAT refund policy allows foreign tourists leaving China to claim a refund of the said tax on purchases made at designated tax-free shops. At present, this policy is helping to transform the growing inbound tourist flows into a dynamic consumer force, and has become a new stimulus for the growth of consumption in the inbound tourism sector.

China began implementing this policy in 2015. Since then, the VAT refund rate for outbound Chinese tourists has continued to increase year on year, benefiting more overseas travelers.

In April this year, China streamlined its VAT refund policy for foreign tourists. The new measures include lowering the minimum refund threshold for purchases, raising the cash refund limit, expanding the network of tax-free stores, and expanding the range of products covered by the policy. -0-

UNITED NATIONS, Sept. 10 (Xinhua) — United Nations Secretary-General Antonio Guterres on Tuesday called on member states to rebalance military spending and review development priorities.

“The evidence is clear. Excessive military spending does not guarantee peace. It often undermines it by fueling arms races, deepening mistrust and diverting resources from the very foundations of stability,” the UN chief said at the launch of the report “The Security We Need: Rebalancing Military Spending for a Sustainable and Peaceful Future.”

“A safer world begins with investing at least as much in the fight against poverty as in war,” stressed A. Guterres.

According to him, in 2024, global military spending rose to a record level of US$2.7 trillion, which is almost 13 times the volume of official development assistance from the world's richest countries and 750 times the UN's regular budget in 2024.

At the same time, only one fifth of the targets set under the Sustainable Development Goals have been met. The financing gap is growing, as is the cost of inaction, A. Guterres warned.

He said the report was a call to rethink priorities and reallocate global investments toward the security the world really needs.

If current trends continue, global military spending is projected to reach $4.7-6.6 trillion by 2035. The massive diversion of resources to militarization poses a serious threat to the future of humanity, undermining sustainable peace and development, the report says.

CAIRO, Sept. 10 (Xinhua) — Iran and the International Atomic Energy Agency (IAEA) signed an agreement on Tuesday to resume cooperation, Iranian Foreign Minister Abbas Araghchi said.

He made the statement during a joint press conference with Egyptian Foreign Minister Badr Abdel Ata and IAEA Director General Rafael Grossi.

Iran and the IAEA have agreed to strengthen cooperation in a way that respects Iran's sovereignty and protects the security of the Iranian people, Araghchi said, reiterating that Iran will no longer compromise on its nuclear policy or human rights.

B. Abdel Aty said that Iran has a desire to return to negotiations on its nuclear program, and Egypt is working to bring the positions of European countries and Iran closer together, as well as to de-escalate the situation in the region.

Egypt remains committed to its role in maintaining regional and international stability, B. Abdel Aty said.

Meanwhile, R. Grossi posted a message on the X social network that Iran and the IAEA had agreed on the practical conditions for resuming nuclear inspection activities in Iran.

This is “a step in the right direction that opens the door to diplomacy and stability,” he wrote. R. Grossi also published photos of himself signing documents with A. Araghchi.

Iran suspended its cooperation with the IAEA after Israeli-US strikes on its nuclear facilities and the killing of Iranian nuclear scientists in June.

Following the suspension, Iran said any IAEA inspections would have to be approved by Iran's Supreme National Security Council and cooperation would not resume until assurances were given about the safety of nuclear facilities and scientists.

Before the latest round of talks in Cairo, Iran and the IAEA held talks in Vienna on Friday and Saturday.

BEIJING, Sept. 10 (Xinhua) — China's introduction of a visa-free regime for Russians will help develop cross-border tourism in Suifenhe, a city in Heilongjiang Province on the border between China and Russia, according to a statement posted on the website of Suifenhe City Hall.

Let us recall that on September 2, at a regular press conference, the official representative of the Chinese Ministry of Foreign Affairs, Guo Jiakun, announced that China would introduce a trial visa-free regime for Russian citizens holding ordinary passports from September 15, 2025 to September 14, 2026.

Russian citizens holding valid ordinary passports may visit China under a visa-free regime for the purposes of doing business, making tourist trips, visiting relatives and friends, exchanging visits, and for transit, the period of their stay in China should not exceed 30 days.

As noted by the Service Center for Tourism Development in Suifenhe, the above-mentioned decision of the Chinese side will significantly simplify entry and customs clearance procedures for Russian tourists and will contribute to a steady increase in passenger traffic at the Suifenhe checkpoint, and will also open up new opportunities for the development of such industries as cross-border tourism, catering and hotel business. This service center is ready to comprehensively improve the level of service, expand the offer of cultural and tourist products and help Russian tourists get to know the Chinese culture and customs of Suifenhe more deeply.

Suifenhe is the largest land port in Heilongjiang Province and has two national first-class ports, one for railways and one for highways. In recent years, Suifenhe has been actively promoting the deep integration of culture and tourism under the “tourism plus” model, relying on its unique geographical advantages.

In 2023, China and Russia officially resumed visa-free travel for group tourism. Against this backdrop, cross-border tourism in Suifenhe has seen a revival.

Suifenhe People's Hospital has been actively developing medical tourism, combining traditional Chinese medicine services such as acupuncture and massage, and offering a customized medical checkup package for Russian tourists. Since the beginning of this year, it has received more than 8,000 Russian patients. At the same time, cross-border shopping tours, educational tours for students, and tours for parents with children have become widespread in Suifenhe. -0-

BEIJING, Sept. 10 (Xinhua) — China has made major breakthroughs in oil, natural gas and uranium ore exploration, Xu Dachun, vice minister of natural resources and head of the China Geological Survey Administration, said Wednesday.

New discoveries in deep layers of large basins and deep-sea areas have been key factors in increasing oil and gas reserves and production, helping maintain annual crude oil output at around 200 million tons and natural gas output at over 240 billion cubic meters, Xu Dachun said at a press conference on the development of the country's natural resource sectors during the 14th Five-Year Plan period (2021-2025).

In addition, several large uranium ore deposits have been recently discovered, greatly enhancing the security of China's uranium supply, the official said. -0-

BEIJING, Sept. 10 (Xinhua) — China is firmly adhering to the "red line" of preserving arable land, gradually establishing a comprehensive protection system covering its quantity, quality and ecology, Natural Resources Minister Guan Zhiou said Wednesday.

As of the end of 2024, China's total arable land area stood at 1.94 billion mu (1 hectare = 15 mu), Guan Zhiou said at a press conference in Beijing.

China is stepping up efforts to ensure that total arable land does not fall below a “red line” of 1.8 billion mu.
