NEW YORK, Sept. 15 (Xinhua) — Brazilian President Luiz Inacio Lula da Silva spoke out against the Donald Trump administration's imposition of 50 percent tariffs on Brazilian goods and defended the country's democratic institutions and other policies in an op-ed published in the New York Times on Saturday.

While reaffirming Brazil's openness to negotiations "on everything that can bring mutual benefit," L.I. Lula da Silva stressed that "democracy and Brazil's sovereignty cannot be the subject of negotiations."

In an article titled “Brazilian Democracy and Sovereignty Are Not Negotiable,” the president wrote that while the United States has its own legitimate goals, such as reindustrialization, the use of unilateral tariffs is “misguided” and “illogical.”

L.I. Lula da Silva noted that over the past 15 years, Washington has recorded a positive balance in trade in goods and services with Brazil in the amount of 410 billion US dollars, with almost three quarters of its exports being imported duty-free to Brazil.

He accused the US government of “using tariffs and the Magnitsky Act to ensure impunity for former Brazilian President Jair Bolsonaro,” who was sentenced on Thursday to more than 27 years in prison for attempting a coup, arguing that the measures have “no economic justification” and are politically motivated.

The Global Magnitsky Human Rights Accountability Act allows Washington to impose sanctions, including asset freezes, credit card cancellations and travel bans, on foreign nationals accused of human rights abuses or corruption.

Addressing accusations of digital censorship, L.I. Lula da Silva noted that in Brazil, all platforms are subject to the same laws, and that these regulations are aimed at protecting Brazilians from fraud, disinformation, and hate speech. He also defended Brazil's instant payment system PIX, which he believes promotes financial inclusion.

Rebutting U.S. accusations that Brazil is not complying with environmental laws, the president noted that over the past two years, the Brazilian government has halved the rate of deforestation in the Amazon.

“There are no ideological differences that could prevent the two governments from working together in areas where they have common goals,” L.I. Lula da Silva said, adding that Brazil and the United States “are capable of respecting each other and cooperating for the benefit of Brazilians and Americans.” –0–

Moscow, Sept. 15 (Xinhua) — A state of emergency was declared in Angarsk in Russia's Irkutsk Region on Monday after a domestic gas explosion in a five-story building, TASS reported, citing Angarsk District Mayor Sergei Petrov.

At 03:30 local time on Monday /22:30 Moscow time on Sunday/ in the 12th microdistrict of Angarsk, a gas-air mixture exploded in an apartment on the second floor of a multi-story building. There was no fire. Windows and doors were blown out. 79 residents, including 12 children, went outside on their own. While dismantling the structures, the Emergencies Ministry employees found the body of a deceased 56-year-old man. Three more were injured, two of them were hospitalized.

According to media reports, emergency rescue operations are currently ongoing at the site. The Angarsk City Investigative Department has opened a criminal case into the incident. –0–

HANGZHOU, Sept. 15 (Xinhua) — The Panama-flagged cargo ship "Forest Glory" left Wenzhou Port in east China's Zhejiang Province for Dubai on Monday, carrying 400 Chinese-brand new energy vehicles (NEVs).

The vessel's departure marked the official launch of the new sea route from Wenzhou to the Middle East, which is also the first dedicated route opened by the Wenzhou Port Authority for the transportation of assembled vehicles on NIE by ro-ro.

The ship will stop in Guangzhou, Guangdong Province, southern China, before arriving in Dubai. The journey will take about 23 days in total.

The opening of the new route will further increase the cargo turnover of Wenzhou Port, expand the network of foreign trade routes passing through it, and support the export of domestically produced automobiles to the NIE.

In the first half of 2025, China's NVEH exports soared 75.2 percent year-on-year to 1.06 million units, according to the China Association of Automobile Manufacturers.

BEIJING, Sept. 15 (Xinhua) — At 10 a.m. Monday, 176 tourists from Russia passed customs inspection at the Heihe water checkpoint in Heilongjiang Province (Northeast China) and successfully entered China. They became the first group of Russian tourists to arrive at the Heihe checkpoint after China introduced a 30-day visa-free entry regime for Russian citizens with regular passports on Sept. 15, the press service of the Heihe city administration reported.

The border control service of Heihe checkpoint and local customs officers prepared in advance for the arrival of the first tourists from Russia who took advantage of the visa-free regime. They held a welcoming ceremony for the incoming Russians and presented them with special souvenirs – "unity knots of hearts", symbolizing Chinese-Russian friendship, sincerely greeting the travelers.

According to a Russian tourist named Elena, who was visiting the city for the first time, entering China went very smoothly.

BEIJING, Sept. 15 (Xinhua) — China's labor market remained stable in August 2025, with the average unemployment rate based on sample surveys in cities and towns standing at 5.3 percent, up 0.1 percentage point from July 2025, according to data released Monday by the National Bureau of Statistics (NBS).

According to the data, this figure for the first eight months of this year was 5.2 percent.

As the department noted, the increase in unemployment last month was seasonal, and in August the figure recorded was similar to that of August last year.

Employment among key population groups remained broadly stable. In August, the unemployment rate among rural migrant workers was 4.7 percent, below the national average.

JERUSALEM, Sept. 15 (Xinhua) — Some 300,000 people have fled Gaza City amid intense Israeli strikes, Israel Defense Forces Radio reported Sunday, citing security officials.

Gaza's Health Ministry said on Sunday that at least 68 Palestinians have been killed and 346 wounded in Israeli attacks over the past 24 hours, mostly in the northern Gaza Strip.

The strikes destroyed at least two multi-story buildings in Gaza City, including one belonging to the Islamic University that housed displaced persons. Israeli Defense Minister Israel Katz shared a video on social media showing the university building being bombed and collapsing.

The Israeli military confirmed it had hit two high-rise buildings, claiming Hamas was using them for intelligence gathering and surveillance.

Israel has said it plans to capture Gaza City, where about a million people lived and sheltered before the offensive, as part of its stated goals of eliminating Hamas and freeing nearly 50 hostages held by the group.
