Geneva, September 17 (Xinhua) — China ranked 10th in the World Intellectual Property Organization's (WIPO) 2025 Global Innovation Index, moving up one place from the previous year and entering the top 10 for the first time. WIPO released the data on Thursday.

Switzerland leads the current ranking, followed by Sweden, the United States, the Republic of Korea, Singapore, the United Kingdom, Finland, the Netherlands, Denmark and China.

The report also emphasizes that China maintains its global leadership among middle-income economies, demonstrating consistently high R&D spending, high-tech exports, and innovation output. For the third year in a row, China has ranked first in the number of science and technology innovation clusters in the global top 100. There are 24 Chinese clusters on the current list, with Shenzhen-Hong Kong-Guangzhou taking first place globally for the first time.

Southeast Asia, East Asia, and Oceania remain the driving force behind global innovation in 2025, with six countries from these regions entering the top 25.

The WIPO report also points to uneven performance in leading indicators of future innovation activity. "While we see encouraging signs of recovery in areas such as innovation adoption and impact, the global innovation engine is not operating at full capacity. Slowing growth in R&D investment and declining venture capital activity remind us that innovation requires sustained early-stage support and reliable financing," WIPO Director General Daren Tang stated in a press release.

The Global Innovation Index (GII) 2025 report, published by WIPO, assesses the innovation performance of nearly 140 economies using some 80 indicators, including R&D expenditures, venture capital deals, high-tech exports, and intellectual property applications. –0–

Dushanbe, September 17 (Xinhua) — Tajik President Emomali Rahmon stated that 98 percent of the country's electricity is currently generated from hydropower, the Khovar news agency reported on Wednesday.

Speaking in Dushanbe at a meeting with staff of the Committee for Environmental Protection, the president also reported that the republic ranks 130th in the world in terms of greenhouse gas emissions, demonstrating one of the best indicators.

“With the implementation of national plans and programs, by 2032, the country’s electricity production will be entirely supplied by renewable sources, that is, 100 percent green energy, and by 2037, greenhouse gas emissions will be reduced to a minimum level according to international standards,” said E. Tehran, September 17 (Xinhua) — Iran has always viewed diplomacy as the only solution to its nuclear issue, Foreign Minister Abbas Araghchi stated in a phone conversation with his French counterpart Jean-Noël Barrot on Tuesday.

According to a statement from the Iranian Foreign Ministry, A. Araghchi confirmed Tehran's readiness to seek any "fair and balanced" solution that will protect common interests.

During the telephone conversation, both ministers emphasized the need to continue bilateral consultations and contacts and discussed relations between their countries, including consular issues.

Commenting on the EU3's (France, Great Britain, and Germany) initiative in the UN Security Council to launch a snapback mechanism to restore international sanctions against Iran, A. Araghchi said that this move was aimed at escalating tensions and the crisis.

He emphasized the peaceful nature of Iran's nuclear program and pointed to the recent agreement between Tehran and the International Atomic Energy Agency (IAEA) to resume bilateral cooperation.

J.-N. Barrot, in turn, expressed concern about the tensions, emphasizing the importance of maintaining dialogue and returning to the diplomatic path. –0–

HONG KONG, Sept. 17 (Xinhua) — The Hong Kong Special Administrative Region (HKSAR) will set up a task force to support enterprises in China's mainland to enter overseas markets, HKSAR Chief Executive Li Jiachao said Wednesday while delivering a policy speech.

According to Li Jiachao, the HKSAR administration will also establish a comprehensive platform to encourage inland enterprises to use Hong Kong to expand their presence in the overseas market.

Noting that enterprises in China's interior are actively stepping up their efforts to enter overseas markets, Li Jiachao emphasized that the Hong Kong Special Administrative Region (HKSAR) is prepared to leverage Hong Kong's advantages as an export platform to open up new hubs for economic growth.

According to Li Jiachao, the Hong Kong Special Administrative Region (HKSAR) will lead the task force and coordinate the work of various departments, agencies and services to develop proposals for enterprises seeking to enter the international market.

The measures to be taken include encouraging banks in China's hinterland to set up regional headquarters in Hong Kong and attracting enterprises in the hinterland to set up financial management and wealth management centres in Hong Kong.

In 2024, Hong Kong had more than 1,400 regional headquarters of enterprises from other regions, more than 300 of which were established by enterprises from inland China. -0-

HONG KONG, Sept. 17 (Xinhua) — The Hong Kong Special Administrative Region (HKSAR) is committed to establishing "partnership ports" with China's inland regions of strategic importance for cooperation, as well as with regions participating in the Belt and Road Initiative (BRI), Hong Kong Special Administrative Region Chief Executive Li Jiachao said on Wednesday.

In his keynote address, Li Jiachao noted that the HKSAR administration is actively expanding freight delivery sources by promoting intermodal freight transport from inland provinces and cities in China to international markets via the HKSAR via rail, sea, land, and river.

Currently, cargo arriving from the cities of Chongqing and Chengdu can be sent by rail or sea to Yantian Port in Shenzhen or Beibu Bay in the Guangxi Zhuang Autonomous Region, and then on to the Kuiqing Container Terminal, which fully utilizes the advantages of the respective ports, ensuring mutual benefit, Li Jiachao cited as an example.

“We also intend to require all vessels providing methanol bunkering services in Hong Kong waters to install mass flow meters within the next year to improve bunker efficiency.” “We will also amend the Merchant Shipping (Registration) Ordinance next year to make registration processes more flexible and digital,” he said. -0-

UN, September 17 /Xinhua/ — Nearly 48,000 Palestinians have fled south over the past two days due to the Israel Defense Forces (IDF) ground offensive on Gaza City, UN humanitarian agencies reported on Tuesday.

The UN Office for the Coordination of Humanitarian Affairs (OCHA) noted that from mid-August to Monday, its partners recorded more than 190,000 such displacements. Many were forced to walk due to the extremely high cost of transport.

“Partners report that displaced families, often headed by women and older people, are walking for up to nine hours in extreme heat, often barefoot and carrying injured children,” OCHA said in a statement. “Many arrive without shelter, and requests from the most vulnerable for family tents continue to grow.”

OCHA said its partners assisting the displaced reported that more than 1,500 people, including over 900 children, received emergency assistance, including psychological support, water and medical care.

The department noted that healthcare partners are reporting colossal strain on hospitals and clinics. This week, Al-Quds Hospital in Gaza City was damaged by nearby bombings and is now housing displaced families. Only three of the six medical facilities run by the UN relief agency for Palestinian refugees are functioning in Gaza City.

The Zikim crossing point has been closed for four days. Missions to deliver fuel and medical supplies have been cancelled due to security concerns, overcrowding, and looting. Humanitarian convoys continue to face delays and road hazards, preventing the delivery of aid to civilians most in need.

“Despite these enormous challenges and reduced supplies, the UN and its humanitarian partners continue to provide life-saving assistance and critical services where and when possible throughout the Gaza Strip,” OCHA said. –0–

SAO PAULO, Sept. 17 (Xinhua) — The Federal District Court in the southern Brazilian city of Porto Alegre on Tuesday ordered former President Jair Bolsonaro to pay 1 million reais (about 188,000 U.S. dollars) in damages for racist remarks he made while in office and to issue a public apology.

The court ruled that the politician's comments about the curly hair of a young man of African descent, made on television in 2021, caused collective moral harm and negatively impacted the values of society as a whole. At the time, Bolsonaro compared his supporter's hairstyle to a "cockroach breeding ground" and implied that he had lice.

The judges found the remarks to be racist and rejected the defense's argument that they were just a "joke."

The decision can be appealed to a higher court.

As a reminder, Brazil's Federal Supreme Court sentenced the politician on Thursday to 27 years and three months in prison for attempting a coup in 2022. –0–

Hong Kong, Sept. 17 (Xinhua) — Hong Kong Special Administrative Region (SAR) Chief Executive Li Jiachao announced Wednesday the establishment of the Northern Metropolis Development Committee under his leadership to accelerate the development of the area.

"The Northern Megalopolis is a strategic development zone of Hong Kong, bordering Shenzhen City, and occupies an area that accounts for about a third of the total expected population of the Hong Kong Special Administrative Region," Li Jiachao said in his speech, adding that the zone represents a significant source of economic value and development potential.

Li Jiachao noted that the Committee, which will include three working groups, will focus on streamlining administrative processes and eliminating unnecessary barriers and restrictions.

The working group on the development and operation models will develop models for the development and operation of industrial parks in the Northern Metropolis zone, taking into account their nature and scale.

The University Campus Planning and Construction Working Group will establish a research team to develop a model for the development of the University Campus in the Northern Metropolis.

The Planning and Development Working Group will be responsible for managing the integrated process from planning to implementation.

Li Jiachao said that in order to accelerate the development of the Northern Metropolis, special legislation will be passed that will allow the Hong Kong Special Administrative Region administration to develop simplified legislative procedures on a number of issues. -0-
