Taiyuan, September 29 (Xinhua) — The first freight train carrying intermodal rail-road transport along the China-Kyrgyzstan-Uzbekistan transport corridor departed from Shanxi Province in northern China on Monday. This marked the launch of a new international logistics route linking the province with Central Asia, according to the Taiyuan branch of China Railway.

The launch of the route marks Shanxi's economic transformation from a traditional coal-based region to a base for developing advanced manufacturing sectors such as solar panels.

The first train carrying solar panels departed from the Zhongding logistics center in central Shanxi and will travel to Kashgar North Station in the Xinjiang Uyghur Autonomous Region. The containers will then be transported out of the country by road through the Irkeshtam checkpoint—China's westernmost land port and a key entry point into Kyrgyzstan—and, after traveling through Kyrgyzstan, will arrive in Andijan, Uzbekistan.

According to Gao Jianwen, Director of Operations at Shanxi Zhongding Logistics Group Co., Ltd., the journey is estimated to take nine days, six days less than the previous route. The previous 4,935-kilometer route, linking China with Uzbekistan, passed through the land port of Khorgos, Almaty in Kazakhstan, and Tashkent in Uzbekistan.

Gao Jianwen noted that the new route reduces overall logistics costs by nearly 1,000 yuan (about 140.7 US dollars) per container.

The successive launches of multimodal freight trains on the China-Kyrgyzstan-Uzbekistan route in recent years demonstrate the strengthening of infrastructure links between China and Central Asia, as well as the growth of trade and the rapid expansion of regional cooperation under the Shanghai Cooperation Organization.

BRUSSELS, Sept. 29 (Xinhua) — The Council of the European Union on Monday announced the reimposition of a wide range of sanctions on Iran, citing Tehran's failure to comply with its commitments under the 2015 nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA).

The sanctions include travel bans, asset freezes, and restrictions on trade, finance, and transportation. They also prohibit the import of Iranian oil, gas, and petrochemical products, the supply of energy equipment and precious metals, and impose restrictions on Iranian banks and air cargo.

The EU's decision followed the reinstatement of UN sanctions after the UK, France, and Germany (the E3, or "EU3") activated the snapback mechanism provided for in the JCPOA on August 28. Under this mechanism, if the UN Security Council fails to vote to extend the sanctions waiver, the restrictions in place before 2015 are automatically reinstated within 30 days.

On September 26, the UN Security Council failed to adopt a resolution that would have provided for a six-month extension of the nuclear deal between Iran and six leading powers – Britain, China, France, Germany, Russia and the United States – as well as UN Security Council Resolution 2231, which approved the agreement.

Commenting on the voting results, China's Deputy Permanent Representative to the UN, Geng Shuang, expressed deep disappointment with the outcome.

Geng Shuang reiterated that dialogue and diplomacy remain the only viable ways to resolve the Iranian nuclear issue and maintain peace in the Middle East.

Iranian Foreign Minister Abbas Araghchi said on September 28 that the sanctions rollback procedure initiated by the E3 and the US "has no legal force," recalling Washington's withdrawal from the JCPOA in 2018 and European countries' failure to fulfill their obligations under the deal.

The minister stressed that Iran will continue to defend its sovereign rights and legitimate interests, while remaining open to “genuine negotiations on an equal basis.” –0–

Minsk, September 29 (Xinhua) — Over 76 years, under the wise leadership of the Communist Party, the Chinese people have achieved truly epochal accomplishments. This was stated by First Deputy Prime Minister of Belarus Nikolai Snopkov on Monday at a reception to mark the 76th anniversary of the founding of the People's Republic of China.

According to him, in a historically short period of time, China has become a powerful industrial and scientific-technical power, a pillar of the global economy and one of the key centers of international politics.

"The PRC has achieved remarkable success in eradicating poverty. This achievement, unparalleled in world history, is a testament to the strength of the strategic direction of the new China's leaders and the hard work of the Chinese people. Today, China is confidently moving toward achieving the goals of the 'two centuries' and realizing the dream of a great rejuvenation of the Chinese nation," N. Snopkov noted.

He noted that Belarus attaches particular importance to the new initiative announced by Chinese President Xi Jinping at the recent Shanghai Cooperation Organization summit in Tianjin. "The Global Governance Initiative reflects China's aspiration to contribute wisdom and strength to building a just world order. It is founded on the principles of sovereign equality of states, the rule of international law, genuine multilateralism, people-centeredness, and a focus on practical action," the First Deputy Prime Minister of Belarus stated.

N. Snopkov added that this initiative sets a new benchmark for the world: the creation of a truly just system of global governance.

"We view it as an expression of China's responsibility for the fate of humanity and a new step toward building a community with a shared future. Belarus highly values its sincere friendship with China," he emphasized.

N. Snopkov noted that 2025 is rich in anniversaries: the 80th anniversary of Victory in the Great Patriotic War and the 80th anniversary of Victory in the Chinese People's War of Resistance Against Japanese Aggression. He stated that the friendship between Belarus and China, forged in battles against a common enemy, has become an inexhaustible source of true brotherhood and laid a solid foundation for future cooperation.

"Today, under the leadership of the leaders of China and Belarus, our countries stand firmly shoulder to shoulder, demonstrating loyalty and sincerity proven by time and history. Our 'iron brotherhood' is a union of tradition and progress, dynamism and harmony, striving to create a just world and a community of shared destiny," concluded N. Snopkov.

Moscow, September 29 (Xinhua) — The Russian government expects the country's gross domestic product (GDP) to grow by almost 7 percent in 2026-2028, reaching approximately 276 trillion rubles. A federal budget bill based on this forecast has been submitted to the State Duma for consideration, the Russian government press service reported on Monday.

According to the document, state revenues will amount to 40.3 trillion rubles in 2026, increasing to 45.9 trillion rubles by 2028. Expenditures will increase from 44.1 trillion rubles in 2026 to 49.4 trillion rubles in 2028.

A key budget focus will be funding measures to improve demographics. More than 10 trillion rubles are planned for these purposes over three years. These funds will be used, among other things, to pay a unified child benefit to needy families, the maternity capital program, subsidize interest rates on family mortgages, and reimburse a portion of personal income tax paid by citizens with two or more children.

Over 900 billion rubles are earmarked for funding activities under the national project "Long and Active Life," including providing expensive medications to people suffering from serious illnesses. Approximately 1.9 trillion rubles are earmarked for projects aimed at ensuring Russia's technological leadership.

Moscow, September 29 (Xinhua) — Russia's non-oil and gas federal budget revenues are projected to increase in the period 2026-2028. This follows from the explanatory note to the draft federal budget for 2026 and the planning period of 2027 and 2028. The document was published on Monday in the electronic database of the State Duma of the Russian Federation.

“Non-oil and gas revenues of the Russian federal budget in 2026 will amount to 31.4 trillion rubles, in 2027 – 33.9 trillion rubles, in 2028 – 36.2 trillion rubles,” the document states.

It is noted that the non-oil and gas deficit will be reduced to 4.8 percent of GDP in 2027 (by 1.8 percentage points of GDP compared to 2025) and will remain at a stable level in 2028.

Previously, amendments to the 2025 budget revealed that non-oil and gas revenues for the Russian federal budget this year will total 27.9 trillion rubles, 2.2 trillion rubles less than previously projected. The lower estimate for non-oil and gas revenues is primarily due to lower revenues from certain taxes and non-tax payments.
