Moscow, October 1 (Xinhua) – The development of the Arctic and the Northern Sea Route (NSR) have become one of Russia's strategic development priorities, and Russia is counting on cooperation with its Chinese partners to facilitate the development of the Arctic region. This was announced by Murmansk Region Governor Andrei Chibis.

According to him, Russia expects to expand cooperation with its Chinese partners in the Arctic, primarily in matters of logistics, mineral development, and energy development along the NSR.

The Murmansk deep-water ice-free port is one of the largest ports in the Russian Arctic, with an annual throughput of over 56 million tons, said A. Chibis. This accounts for more than half of the cargo turnover of all Russian Arctic ports. With the development of the NSR, the Murmansk port will play a more important role in Russian-Chinese economic and trade cooperation, the governor is confident.

KUNMING, October 1 (Xinhua) — Law enforcement agencies from China, Laos, Myanmar, and Thailand concluded the 157th joint patrol of the Mekong River on Tuesday, according to the Public Security Department of Yunnan Province in southwest China.

More than 100 law enforcement officers from four countries and seven patrol vessels took part in the joint patrol.

The mission aimed to ensure the security of waterways and combat cross-border crimes such as online gambling, telecommunications fraud, drug production and trafficking.

During the patrol, law enforcement agencies from the four countries held an information-sharing meeting in Muang Mo, Laos, to analyze the security situation in the Lancang-Mekong River basin. They also conducted joint training exercises at key sections of the river, focusing on practical aspects such as coordinated command and emergency response.

In addition, three Lao patrol vessels arrived in Xishuangbanna Dai Autonomous Prefecture, Yunnan Province, for a planned friendly visit to the local water patrol unit.

LHASA, Oct. 1 (Xinhua) — Southwest China's Xijiang Autonomous Region has allocated a total of 690 million yuan (about 96.9 million U.S. dollars) to fund subsidies for low-income and severely disabled people with disabilities from 2021 to 2025, local authorities said.

The regional disability care and support center, which opened in 2021, currently has 82 beds and serves 75 people, providing 24-hour comprehensive care for people with severe disabilities in the region, said Xie Qing, a representative of the regional disability federation.

As of early May 2025, a total of 393 inpatient beds for care for people with disabilities had been created in the region. "The region has ensured the coverage of care and support facilities for people with disabilities at the county level, meeting the multi-layered and diverse needs of people with severe disabilities for centralized care," said Xie Qing.

By the end of 2024, there were seven special education schools in the region with 978 students enrolled, while 3,646 students with disabilities attended regular classes and 2,597 received home-based learning services.

Kinshasa, October 1 (Xinhua) — A military court in the Democratic Republic of Congo (DRC) on Tuesday sentenced former President Joseph Kabila to death in absentia.

The former president of the DRC was found guilty of numerous crimes, including participation in the rebel movement, premeditated murder, torture, rape and the violent occupation of the city of Goma (the capital of North Kivu province), which is currently controlled by the rebel group Movement of March 23 (M23).

J. Kabila was also sentenced to 15 years in prison for his role in the conspiracy. For the remaining charges, the court imposed the death penalty.

UN, October 1 (Xinhua) — China remains seriously concerned about the prospects of establishing the UN Security Council-mandated Anti-Gang Force (GSF) in Haiti, China's Permanent Representative to the UN, Fu Cong, said on Tuesday.

The UN Security Council on Tuesday approved a resolution transforming the Kenya-led Multinational Security Mission in Haiti (MSS) into a Global Security Support Mission (GSF). China, Pakistan, and Russia abstained from voting.

Explaining the reasons for the vote, Fu Cong noted that China did not obstruct the adoption of the document, given the grave security situation in Haiti, as well as the concerns and appeals of the international community, especially from the UN Secretary-General and countries in the region.

The agreement was signed on October 10, 2024, in the capital of Turkmenistan, Ashgabat.

The document establishes a legal basis for cooperation between Kazakhstan and Turkmenistan in combating organized crime, terrorism and extremism, the illegal trafficking of narcotic drugs, psychotropic substances, and their precursors, illegal migration, and human trafficking.
