Beijing, March 24 (Xinhua) — From March 18 to 22, a cultural exchange event for senior citizens from China and Russia was held in Harbin, capital of Heilongjiang Province in northeast China, according to Partners magazine.

During the event, the Russian delegation visited several facilities in Harbin, including the health center on Taiyangdao Island (Sun Island) and the Harbin Ankang International Senior Center, to learn about the organization of social services for the elderly. BOGOTA, March 24 (Xinhua) — The death toll from the crash of a military plane in Putumayo department in southwestern Colombia on Monday has risen to 66, the Colombian military said.

Beijing, March 24 (Xinhua) — The National Intellectual Property Administration (NIPA) announced the completion of the first-ever inventory of patent databases of universities and research institutes, which covered over 1.3 million patents.

The audit identified 680,000 patents for inventions that were deemed the most promising in terms of commercialization and were presented to 460,000 companies that expressed interest in bringing these innovations from the laboratory to the market.

The current inventory is part of a three-year special campaign to promote the commercialization of intellectual property (IP), approved by the State Council of the People's Republic of China in 2023. One of its main goals was to review the patent databases of universities and research institutes. Over the past three years, the campaign has facilitated the commercialization of approximately 80,000 patents from more than 2,700 universities and research institutes across the country.

"By the end of 2025, the rate of implementation of patented inventions from universities and research institutes into production reached 10.1 percent and 17.2 percent, respectively, which is significantly higher than the figures before the special campaign began," noted Hu Wenhui, Deputy Head of the State Institute of Information Technologies.

It is noted that the campaign focused primarily on patents for key technologies in future-oriented industries such as quantum technologies, biomanufacturing, brain-computer interfaces, and 6G networks, in order to lay a stronger foundation for the commercialization of high-impact R&D.

A group of small and medium-sized enterprises specializing in complex technologies and holding robust patents also benefited and grew stronger as a result of the campaign. Hu Wenhui noted that companies known as Hangzhou's "Six Little Dragons," including the world-renowned startup Unitree Robotics, are successfully implementing the SME R&D program implemented in Zhejiang Province.

China became the first country to surpass the 5 million mark in the number of valid domestic invention patents. And the country has led the world in international patent applications for six consecutive years. However, the rate of patent implementation in production remains low, especially at universities and research institutions. In 2022, this figure at Chinese universities was only 3.9 percent, leaving many patented technologies unused.
