ADDIS ABABA, Jan. 9 (Xinhua) — The opening ceremony of the China-Africa Year of People-to-People Exchanges was held at the African Union (AU) headquarters here on Thursday.

Member of the Politburo of the CPC Central Committee and Chinese Foreign Minister Wang Yi read a congratulatory letter from Chinese President Xi Jinping and delivered a keynote speech at the event.

Also speaking were Jean-Claude Gakosso, Foreign Minister of the Republic of Congo; Mahmoud Ali Yusuf, African Co-Chair of the Forum on China-Africa Cooperation and Chairman of the AU Commission; and Taye Atske-Selassie, President of Ethiopia.

The ceremony was attended by over 200 people, including senior officials from the AU Commission and institutions, diplomats accredited to the AU from African countries, representatives of UN agencies, as well as Ethiopian officials and representatives from various sectors.

Wang Yi said that holding the China-Africa Year of People-to-People Exchanges in 2026 is an important initiative jointly agreed upon by the Chinese President and African leaders.

In his congratulatory letter, Xi Jinping elaborated on the importance of mutual learning between civilizations in advancing the modernization of China and Africa and outlined the direction and principles of China-Africa cultural and humanitarian cooperation, which demonstrated profound reflection on the history of humankind and civilization and served as an important impetus for building an all-weather China-Africa community with a shared future in the new era, Wang Yi said.

China-Africa relations have a long history, and the two sides are bound by a strong, traditional friendship, the minister emphasized. In recent years, under the joint leadership of the leaders of both sides, China-Africa people-to-people exchanges have flourished and yielded fruitful results, he added.

Facts have shown that people-to-people exchanges form the most solid foundation of China-Africa friendship, and mutual learning between civilizations serves as the strongest driving force for China-Africa cooperation, Wang Yi said.

Today, the world is undergoing profound changes unseen in a century, and the international arena is experiencing significant historical shifts, the Foreign Minister stated, emphasizing that the Global South, represented by China and Africa, is steadily growing stronger.

Meanwhile, the world remains far from calm: the law of the jungle contradicts international law and the basic norms of international relations, and power politics and bullying infringe on the legitimate rights and interests of developing countries, Wang Yi noted.

In the face of a turbulent world, China and Africa need more than ever to uphold justice, strengthen solidarity and mutual support, and deepen exchanges and cooperation, he said, calling on both sides to prioritize development, put people first, support mutual learning and exchanges, and adhere to openness and inclusiveness.

African leaders said the China-Africa Year of People-to-People Exchanges is an important step in implementing the Chinese President's initiatives, stressing that Xi Jinping's congratulatory letter had inspired the African side.

They expressed confidence that the China-Africa Year of People-to-People Exchanges will open a new chapter in the history of African-Chinese relations, deepen the dialogue between the two civilizations, expand the exchange of ideas, and further strengthen the ties between the two peoples.

African countries are willing to seize this opportunity to deepen cooperation with China in culture, education, tourism, arts, youth exchanges and other areas, as well as to further develop relations between Africa and China, they said.

The African leaders also noted that the peoples of Africa and China are as close as brothers, and African-Chinese cooperation is mutually beneficial.

SHANGHAI, Jan. 8 (Xinhua) — Shanghai is accelerating the deep integration of artificial intelligence (AI) into the manufacturing industry as part of efforts to strengthen the city's digital-enabled industrial ecosystem, the city's mayor's office said Thursday.

At a conference organized by the Shanghai Industrial Internet Association, a white paper on the application of AI in the manufacturing industry in Shanghai in 2025 was published, according to which the implementation of the “AI Manufacturing Industry” program in the city has yielded initial results thanks to government support and the active efforts of enterprises.

By the end of the first three quarters of 2025, Shanghai had 394 leading artificial intelligence enterprises. Their output value reached 435.5 billion yuan (approximately $62 billion), an increase of 39.6 percent year-on-year, while profits grew 11.4 percent to 40.78 billion yuan.

As of December 24, 2025, 139 AI models were registered in Shanghai, bringing the total number of AI specialists in the metropolis to nearly 300,000, accounting for approximately one-third of the total number in the country.

At the aforementioned conference, Zhang Ying, Deputy Secretary-General of the Shanghai Municipal Government, announced that Shanghai, in promoting the deep integration of AI and manufacturing, is actively mobilizing manufacturing organizations, universities, research institutes, and users to jointly develop industrial models, industrial intelligent agents, and intelligent equipment, supporting enterprises in carrying out intelligent transformation and upgrading, and exploring the application of humanoid robots in key production links.

Recently, eight Chinese departments, including the Ministry of Industry and Information Technology, jointly released the document “Considerations on the Implementation of the Special Campaign for Artificial Intelligence in the Manufacturing Industry,” according to which, by 2027, the country plans to promote the widespread application of 3-5 general-purpose AI models in the manufacturing industry, develop specialized AI models for specific industries, create 100 high-quality industrial datasets, and promote 500 typical application scenarios. -0-

Kyiv, January 8 (Xinhua) — A bilateral document on the provision of security guarantees by the United States to Ukraine following the end of the Russian-Ukrainian armed conflict is essentially ready for finalization at the highest level with the US President. Ukrainian President Volodymyr Zelenskyy announced this on Thursday on social media after hearing a report on the results of the talks in France by Rustem Umerov, Secretary of the National Security and Defense Council and head of the Ukrainian delegation.

V. Zelenskyy noted that the negotiations, attended by representatives from Ukraine, the United States, and Europe, included discussions on both a document on Ukraine's post-war reconstruction and a basic framework for ending the armed conflict with Russia. The Ukrainian side presented possible options for finalizing this document and is now awaiting Moscow's response.

On January 6, a meeting of the "coalition of the willing" took place in Paris to discuss security guarantees for Ukraine in the event of an end to the armed conflict with Russia. The following day, the Ukrainian, American, and European delegations continued negotiations.

LONDON, Jan. 8 (Xinhua) — Britain's Met Office on Thursday raised its storm warning to red for Cornwall and the Isles of Scilly as Storm Goretti rapidly intensifies over the Atlantic Ocean, forming a "weather bomb."

The British Met Office warned that the storm expected to hit the UK and France could be "stronger than any storm in recent memory." It was described as a multi-factor weather event posing a "life-threatening threat."

Wind gusts could reach 100mph, with up to 30cm of snow possible in some parts of the UK, the Met Office said.

A red storm warning was issued on Thursday afternoon for Cornwall in southwest England and the Isles of Scilly. Residents were warned of the danger of flying debris. Road and rail closures are likely to cause transport disruption, and large waves pose a threat to coastal homes.

Even stronger winds from the storm "Goretti", named by the French meteorological service Meteo France, are expected in the Channel Islands and northern France.

Storm Goretti is forecast to bring heavy snowfall, with the heaviest amounts expected in Wales and parts of England, where a yellow warning has been issued.

As the storm moves through, rain will pose an additional risk, particularly in areas of south-west Wales and eastern England.

Goretti, the first storm of 2026, is being described by meteorologists as a "weather bomb." According to the Met Office, a weather bomb forms when rapid acceleration of air caused by the jet stream in the upper atmosphere removes air from the storm column, reducing its weight and causing a drop in sea-level pressure.
