Moscow, January 28 (Xinhua) — Two Russian citizens from the crew of the US-detained tanker Mariner have been released and are en route to Russia, Russian Foreign Ministry spokesperson Maria Zakharova announced on Wednesday.

"Two Russian sailors have been released and are on their way home to Russia," TASS quoted her as saying.

US authorities seized the tanker Mariner in the North Atlantic on January 7 for violating US sanctions. The Russian Foreign Ministry dismissed the US's references to its own "sanctions legislation" as unfounded and stated that unilateral restrictive measures by the US and other Western countries are "illegitimate and cannot serve as justification for attempts to establish jurisdiction and seize vessels on the high seas."

In addition to Russians, there were citizens of Ukraine, Georgia, and India on board the tanker. –0–

BEIJING, Jan. 28 (Xinhua) — Chinese President Xi Jinping on Wednesday responded to a letter from veterans of the Zimbabwean national liberation struggle.

In his message, he noted that in their youth, the veterans dedicated themselves to the great cause of national liberation, left their homelands and established deep friendship and camaraderie with China in the struggle.

To this day, they remain deeply committed to China-Zimbabwe and China-Africa friendship, which is deeply touching, the Chinese President said.

He emphasized that 2026 marks the 70th anniversary of the establishment of diplomatic relations between China and African countries, and is also the Year of China-Africa People-to-People Exchanges. According to the Chinese leader, over the past 70 years, China has remained a good comrade and partner to Africa in its quest for national liberation, development, and rejuvenation.

By respecting and supporting each other, China and its African friends have weathered difficult times together and embarked on a new path of modernization together, Xi Jinping noted, adding that China is willing to use the implementation of the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation (FCAC) as an opportunity to work with its African partners to develop traditional friendship and build an even brighter future for China-Africa relations.

The Chinese leader also expressed hope that the veterans would inspire more African youth to devote themselves to the cause of developing China-Zimbabwe and China-Africa friendship.

Since its founding, the People's Republic of China has strongly supported Africa in its struggle against imperialism and colonialism and in its quest for national liberation.

Recently, veterans of the national liberation struggle in Zimbabwe sent a letter to President Xi Jinping, expressing gratitude for China's invaluable support for Zimbabwe's national liberation and highly commending the brilliant achievements of the Communist Party of China and the Chinese people under the leadership of President Xi Jinping in the new era.

The veterans expressed pride in the all-weather Zimbabwean-Chinese community with a shared destiny, vowing to dedicate themselves to developing friendship between the two countries.

WASHINGTON, Jan. 28 (Xinhua) — U.S. President Donald Trump said at the White House on Tuesday that Homeland Security Secretary Kristi Noem will not resign despite Democrats threatening to launch impeachment proceedings against her.

“No,” he told reporters when asked whether K. Noem would leave her post.

In recent days, the Secretary of Homeland Security has faced mounting pressure after security forces shot and killed two US citizens in Minneapolis. Her comments that the victims committed an "act of domestic terrorism," despite the lack of evidence in the released video footage, sparked backlash.

On January 7, a U.S. Immigration and Customs Enforcement (ICE) officer shot and killed 37-year-old American Renee Goode in Minneapolis during a law enforcement operation. On Saturday, Border Patrol officers fatally shot 37-year-old U.S. citizen Alex Pretty in the city.

The shooting sparked sharp criticism from lawmakers in both parties. Democrats called for Noem's dismissal or impeachment, while some Republicans proposed holding congressional hearings on federal immigration enforcement practices.

BEIJING, Jan. 28 (Xinhua) — State Council Taiwan Affairs Office spokesperson Zhang Han on Wednesday criticized Taiwan's Democratic Progressive Party (DPP) administration for exaggerating so-called information security risks related to apps from the mainland.

At a regular press conference, the spokesperson noted that the DPP administration's actions have deprived Taiwanese people, especially the younger generation, of their right to information and freedom to use social media platforms.

Noting that such moves reflect the DPP administration's fear and insecurity, Zhang Han said the DPP administration will ultimately pay for its actions.

Bishkek, January 28 (Xinhua) — Chinese-style modernization has made a significant contribution to global development, providing valuable experience and inspiration to countries in the Global South as they seek to modernize, former Kyrgyz Foreign Minister Alikbek Jekshenkulov told Xinhua.

Chinese-style modernization adheres to a number of principles, including the harmonious coexistence of humanity and nature, the pursuit of peaceful development, the coordination of material and spiritual culture, and the creation of a modern civilization while preserving historical culture. A. Dzhekshenkulov assessed these principles as innovative and balanced, meeting the shared interests of Kyrgyzstan and China.

"They combine economic progress with sustainability. For example, China is a leader in renewable energy, demonstrating harmony with nature. Peaceful development emphasizes diplomacy, avoiding militarism. The coordination of civilizations ensures social harmony and the preservation of the distinctive cultures of peoples," he noted.

"For countries in the Global South, this offers valuable experience: adapting modernization to local traditions, not copying the West, which emphasizes individualism and liberalism, but focusing on collective well-being, ecology, and cultural sovereignty," said A. Dzhekshenkulov. The inspiration behind Chinese modernization lies in its pragmatism: developing countries can use it for sustainable growth, avoiding cultural conflicts, and developing a new peaceful philosophy based on peace, equality, tolerance, and creativity, he added.

As the Chinese leader has repeatedly stated, the PRC has always closely linked its destiny with the destinies of people in other countries, striving to open up new opportunities for global development through the achievements of Chinese-style modernization. According to our interviewee, this modernization has contributed to the world, particularly through economic growth.

"China has become a global economic engine, facilitating the rise of emerging markets through the Belt and Road Initiative. Its high-quality construction strengthens regional connectivity, reducing barriers to trade and the movement of people," he said. The country's openness has created a huge market, stimulating global trade, and innovations such as 5G, artificial intelligence, and green technologies are spreading through partnerships, helping other countries digitalize and become more intelligent, said A. Dzhekshenkulov.

Reflecting on governance in contemporary China, our interviewee emphasized concepts and methods such as "people first," "self-revolution," deepening reforms, and the relentless fight against corruption. He believes that these consistent and strategically sound approaches, aimed at ensuring stability, social justice, and long-term development, represent fundamental elements of the Chinese governance model.

"'People First' emphasizes the priority of citizens' interests, which helps maintain socioeconomic stability in a country with a population of over 1.4 billion. 'Self-Revolution' reflects the Chinese Communist Party's (CCP) readiness for self-purification and adaptation, preventing stagnation. Deepening reforms stimulate economic growth, and the fight against corruption strengthens trust in the government and the effectiveness of institutions," noted A. Dzhekshenkulov.

The former minister also stated that these concepts and methods demonstrate the Chinese leadership's unwavering commitment to its governance concept, which is oriented toward socialism with Chinese characteristics. "These principles reflect a pragmatic, results-oriented approach that can serve as an example for other developing countries seeking a balance between stability and progress," he emphasized.

Speaking about the four major global initiatives put forward by China—the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative—A. Dzhekshenkulov noted that all of them offer comprehensive solutions to address the deficits in peace, development, trust, and governance.

"The Global Development Initiative focuses on accelerating the implementation of the UN Sustainable Development Goals, emphasizing development, innovation, and harmony with nature to overcome development deficits through inclusive growth and reduced inequality. The Global Security Initiative promotes shared security through dialogue, partnerships, and win-win approaches, addressing the peace deficit by rejecting confrontation and Cold War-style alliances and promoting conflict resolution," the agency's source said. The Global Civilization Initiative emphasizes respect for the diversity of civilizations, shared human values, and cultural exchanges, combating trust deficits through mutual understanding and tolerance, he added.

The former minister believes the Global Governance Initiative emphasizes reforming global governance based on principles such as ensuring sovereign equality, respecting international law, implementing multilateralism, embracing a human-centered approach, and focusing on practical actions to address the governance deficit, making the system more equitable for developing countries. "This initiative is particularly relevant today, as the existing global order unravels," he emphasized.

As A. Dzhekshenkulov stated, Chinese initiatives are shaping a future of shared prosperity, where countries achieve modernization together: this is a vision of a community with a shared future for humanity, where China offers a model of sustainable growth, not imposing it, but inspiring adaptation, which contributes to a multipolar world with a focus on mutual benefit and peace.

"I believe that it is precisely this pragmatic approach of the Chinese leadership that opens new horizons for cooperation between developing countries. This is especially noticeable here in Central Asia," he concluded.
