Moscow, February 4 (Xinhua) — Under the current circumstances, Russia believes that the parties to the Russian-American Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (START) are no longer bound by any obligations or symmetrical declarations within the context of the Treaty, including its central provisions, and are fundamentally free to choose their next steps. This was stated in a statement published on the Russian Foreign Ministry's website on Wednesday.

As noted, on September 22, 2025, Russian President Vladimir Putin put forward an initiative for the parties to the New START to undertake voluntary self-restrictions on compliance with the Treaty's "ceilings" at the level of relevant weapons for at least one year after the termination of the said agreement.

"However, no formalized official US response to the Russian initiative through bilateral channels has been received. Public comments from the American side also provide no basis for concluding that Washington is prepared to follow the strategic offensive arms control (STOC) course of action proposed by the Russian Federation," the statement reads. "Under the current circumstances, we proceed from the assumption that the parties to the START Treaty are no longer bound by any obligations or symmetrical declarations in the context of the Treaty, including its central provisions, and are fundamentally free to choose their next steps."

It is also noted that Russia intends to act responsibly and prudently, building its policy in the area of strategic offensive weapons (START) based on a thorough analysis of US military policy and the general situation in the strategic sphere.

"The Russian Federation remains prepared to take decisive military-technical countermeasures to mitigate potential additional threats to national security. At the same time, our country remains open to exploring political and diplomatic avenues for comprehensive stabilization of the strategic situation based on equitable and mutually beneficial dialogue solutions, should the appropriate conditions for such interaction emerge," the Russian Foreign Ministry emphasized in a statement.

BEIJING, Feb. 4 (Xinhua) — Chinese President Xi Jinping expressed his willingness to work with U.S. President Donald Trump to steer the giant ship of China-U.S. relations through storms and waves, ensuring its smooth sailing in the new year and accomplishing more great and good deeds.

During a phone call with Donald Trump, Xi Jinping noted that he places particular emphasis on Sino-American relations. He recalled that last year, the two leaders maintained healthy communication and held a successful meeting in Busan, South Korea, setting the direction and course for Sino-American relations, which received a positive response in both countries and the international community.

Both the United States and China have their own concerns, he said.

China never allows words to differ from deeds and always fulfills its promises, Xi Jinping continued, noting that if the parties adhere to equality, mutual respect and mutual benefit, and move towards each other, they will be able to find ways to resolve mutual concerns.

The Chinese President recalled that both China and the United States have important domestic events planned this year: China is entering the initial stage of implementing the 15th Five-Year Plan, and the United States is preparing to celebrate the 250th anniversary of the founding of the country.

The Chinese leader added that an informal meeting of Asia-Pacific Economic Cooperation economic leaders will be held in China, and the G20 summit will be held in the United States.

Xi Jinping said the two sides should follow the consensus reached, strengthen dialogue and communication, properly resolve differences, and expand practical cooperation.

It is always right to do good deeds and wrong to do bad deeds, no matter how small, the Chinese President emphasized, calling on the two sides to move forward step by step, continuously build mutual trust, and follow the right path of coexistence, so as to make 2026 a year when the two major powers – China and the United States – move toward mutual respect, peaceful coexistence, and win-win cooperation.

Xi Jinping stated that the Taiwan question is the most important issue in Sino-American relations. Taiwan is Chinese territory, China must protect its sovereignty and territorial integrity, and will never allow Taiwan to secede, the Chinese leader emphasized.

He added that the United States should approach the issue of arms sales to Taiwan with caution.

D. Trump, for his part, stated that the United States and China are great powers, and that US-China relations are the most important in the world today.

The American leader noted that he has an excellent relationship with Xi Jinping and holds him in high regard. According to Donald Trump, under their leadership, the US and China are interacting positively in areas such as economics and trade.

Stressing his desire to see China succeed, Trump indicated that the United States is prepared to strengthen cooperation with China and achieve further progress in bilateral relations. The US President also noted that he is paying particular attention to China's concerns regarding the Taiwan issue.

He expressed his willingness to maintain communication with the Chinese side and hoped that the two sides would maintain good relations between the United States and China throughout his presidential term. –0–

Beijing, February 4 (Xinhua) – 82 percent of young Europeans have a positive view of China, with 19 percent rating it “very” positive, according to a survey published Wednesday.

The survey, "China in the Eyes of European Youth," surveyed 19,025 Europeans aged 18 to 35 from 36 countries. The survey was conducted by the France-based research company CSA Research on behalf of the Institute of European Studies of the Chinese Academy of Social Sciences (CAS) and the China-Central and Eastern Europe Institute.

According to the survey results, China's image is most positive in Southeastern Europe and the Balkans, as well as in Spain and the UK.

63 percent of respondents are optimistic about the future of China-EU relations, and this optimism is based on trade and interdependence.

The young people surveyed identified trade and economic cooperation and scientific and technological innovation as the main priorities in future cooperation between China and Europe.

The study also revealed the consumer preferences of young Europeans. A total of 40 percent of respondents said they would choose Chinese goods if given the choice, with this figure being higher among respondents from Eastern Europe.

Of respondents who had visited China, 61 percent said they "always or often" prefer Chinese products. Among those who frequently encounter Chinese culture, this figure rises to 74 percent.

The survey showed that electronics, technology, toys, computer games, textiles and clothing from China are particularly popular among European youth.

Most respondents said they see China as closely connected to their daily lives and are generally optimistic about the future of Sino-European cooperation. According to Feng Zhongping, Director of the Institute of European Studies at the Association of Social and Cultural Organizations (ASOC), this provides an important social foundation for the development of Sino-European relations.

BEIJING, February 4 (Xinhua) — China expresses serious concern and strong dissatisfaction with the European Commission's decision to initiate an in-depth investigation into a Chinese wind power company under the Foreign Subsidies Regulation (FSR), a spokesperson for the Chinese Ministry of Commerce said on Wednesday.

A representative of the agency made the statement in response to journalists' requests to comment on the European Commission's recent announcement of an investigation.

As he noted, the EU has repeatedly used the FSR toolkit to investigate Chinese companies and announced that the ongoing inspection of a Chinese wind energy equipment and safety control equipment manufacturer has been upgraded to an in-depth investigation, which demonstrates the obvious targeted and discriminatory nature of such actions.

A Chinese official emphasized that such investigations overly generalize the concept of "foreign subsidies," are characterized by opaque procedures and a lack of evidence to initiate cases, and represent typical protectionism disguised as "fair competition."

Following its own investigation in January 2025, the Chinese Ministry of Commerce legally confirmed that the EU's relevant practices create trade and investment barriers. "Instead of correcting the mistakes it made, the EU continues to move down the wrong path," a Ministry of Commerce spokesperson stated.

He noted that Chinese wind energy and other green industry enterprises are supplying high-quality green products and making positive contributions to global efforts to combat climate change, relying on continuous technological innovation, a complete industrial system, and sound market competition.

"The EU's misuse of investigations not only seriously hinders mutually beneficial industrial cooperation between China and the EU and undermines Chinese companies' confidence in investing in Europe, but also slows down the green transition in Europe and around the world," the Ministry of Commerce representative emphasized.

According to him, China consistently advocates resolving differences through dialogue and consultation and opposes the politicization and securitization of trade and economic issues.

“We urge the EU to immediately correct its erroneous practices, exercise prudence in using the unilateral investigation tool under the FSR, and create a fair, just, and predictable market environment for China-EU cooperation,” concluded the official representative of the Chinese Ministry of Commerce, adding that China will closely monitor the further development of the situation and take all necessary measures to resolutely protect the legitimate rights and interests of Chinese enterprises. –0–
