Moscow, February 6 (Xinhua) — The expiration of the New START Treaty has created a vacuum. Russia is prepared for any scenario. This was stated by Russian Foreign Minister Sergey Lavrov following talks with the current Chairman of the Organization for Security and Cooperation in Europe (OSCE), Swiss Foreign Minister Ignazio Cassis, and the organization's Secretary General, Feridun Sinirlioglu.

"As you know, the Strategic Arms Reduction Treaty expired yesterday, leaving a vacuum. Our position is set out in detail in a special statement our ministry issued, and we will proceed from the premise that, in principle, Russia is prepared for any development," said Sergey Lavrov.

The Russian side, he said, advocates for dialogue on strategic stability and will await information on the US's readiness for this.

“We, of course, prefer dialogue and will wait to see how ready the United States is for the same,” the Russian Foreign Minister said.

The New START Treaty expired on February 5. It was the last international legal instrument limiting the deployment of nuclear weapons.

BEIJING, Feb. 6 (Xinhua) — China began collecting public opinion on state standards for semi-finished culinary products on Friday.

Several agencies, including the State Administration for Market Regulation of China and the National Health Commission of China, have published three draft documents affecting industrially prepared convenience foods.

Convenience foods are portioned food products that require heating or cooking before consumption. They are produced from one or more edible agricultural products and their derivatives through pre-processing. They may contain seasonings, but must not contain preservatives and may be sold with or without individual seasoning packets, according to the draft documents.

The draft documents exclude staple foods such as frozen dumplings and buns, freshly cut vegetables, and ready-to-eat foods from the definition of convenience foods.

The shelf life of semi-finished products should not exceed 12 months.

In addition, the draft documents encourage food service providers to inform consumers about their food handling practices. -0-

BEIJING, Feb. 6 (Xinhua) — An electric vertical takeoff and landing (eVTOL) aircraft developed by the Ninth Academy of China Aerospace Science and Technology Corporation successfully completed its maiden flight in Chongqing, a municipality directly under the central government, on Friday.

According to the developer, the electric vertical takeoff and landing vehicle features a new configuration that combines the design of aircraft and automobiles, and can easily switch between ground and air modes to meet different transportation needs.

An eVTOL aircraft consists of wings, a cockpit, and landing gear. The air module can carry two passengers at an altitude of up to 3,000 meters, reaching speeds of up to 150 kilometers per hour. The ground module, equipped with an all-electric intelligent landing gear, has a range of over 300 km.

As a multi-functional low-altitude flight vehicle, the eVTOL platform can be used in areas such as transportation, logistics, and emergency support, the developer noted. -0-

Hohhot, February 6 (Xinhua) — In the lead-up to the traditional Chinese Spring Festival (Chinese Lunar New Year), Chinese cities, especially those bordering the country, are hosting a series of cultural exchange events, bringing together Chinese and Russian teenagers in a pre-New Year atmosphere. A striking example was the "Warm Heart of China—I Have a Home in China" campaign in Manzhouli, Inner Mongolia Autonomous Region, where nine young people from Russia immersed themselves in the daily lives of Chinese volunteer families.

Elizaveta Vasina from Chita, who has been studying Chinese for eight years, experienced authentic Chinese home cooking for the first time during the Manzhouli event. "I tried making dumplings, but the dough stuck to my hands, and the filling squeezed through my fingers, creating strange shapes," she laughs. Her Chinese "sister," Yan Mengyu, didn't leave her alone: she came over and showed her how to properly pinch the edges of the dumplings. A joyful and friendly atmosphere reigned at the shared table, and language barriers quickly disappeared.

Many of the ingredients and kitchen utensils were unfamiliar to Elizabeth, but the process of cooking together proved incredibly captivating. She noted that the cultural differences were much more vivid and interesting than she had imagined.

The family's mistress, Li Min, observing Elizaveta's mastery of Chinese traditions, emphasized: "At that moment, I realized that linguistic and cultural differences don't matter. Sincere communication, kindness, and mutual respect are what truly bring people together."

In another family, Zhang Haiying, who has been participating in the campaign for four years, Polina Gazha and Anastasia Lesnikova from Russia felt especially cared for and cared for. The family prepared separate, cozy rooms for them, provided them with familiar foods, and even taught them Russian etiquette to make their guests feel at home. "My daughter teaches them simple Chinese phrases every day," Zhang Haiying said. The Russian teenagers enthusiastically participated in carving traditional window decorations, preparing home-cooked meals, and fully immersed themselves in traditional Chinese culture.

Young people were deeply impressed by China's modern technologies. They were amazed by how deeply mobile payments are integrated into everyday life, including even the smallest purchases. "Their widespread use in China is so widespread—it's truly a whole new level of convenience," Elizaveta shared.

As Qu Jiachun, Chairperson of the Manzhouli Youth Philanthropy Development Center, noted, traditional cultural events are often limited to one-sided displays of landmarks or handicrafts, while family accommodation allows teenagers to become true family members rather than tourists. Visiting local markets, family events, and participating in everyday activities gives them the opportunity to experience real, unbiased Chinese life.

Furthermore, the campaign artfully combines traditional customs—such as dumpling making, pattern carving, and writing the Chinese character “Fu”—with modern elements of everyday life, including mobile payments, smart logistics, and digital services.

Elizaveta described her "Chinese home" in three words: "lively, warm, unforgettable." "China is very hospitable and tolerant—it has both unique Chinese culture and many Russian elements, so I feel right at home," she said.

"I used to think of China as a distant and unfamiliar country on the map, but now it seems close and friendly. I have a real home here." Upon returning to Russia, she plans to teach her family and friends Chinese and hopes to return to Manzhouli with her family to meet her Chinese friends.

The "Warm Heart of China – I Have a Home in China" campaign is now in its fourth year, and will become a regular event in the future. Plans call for two to three sessions per year, inviting young people from other countries participating in the Belt and Road Initiative.

HAIKOU, Feb. 6 (Xinhua) — The first duty-free shops selling daily necessities to residents of the southern Chinese island province of Hainan will open on Feb. 11, 2026, a press conference announced Friday.

The policy is being implemented in a phased manner and gradually expanded, with plans to initially open duty-free shops for daily consumer goods in three prefecture-level cities: Haikou, Sanya, and Danzhou, the Hainan Provincial Government Information Office said.

After a comprehensive assessment of factors such as population size, consumer habits, commercial infrastructure conditions, and transportation links, the first five stores will be located as follows: three in Haikou, one in Sanya, and one in Danzhou.

China on Thursday imposed zero tariffs on certain imported goods destined for consumption by residents of the Hainan Free Trade Port (HFTP).

The policy, which took effect on the same day, was announced in a joint statement by the Ministry of Finance, the General Administration of Customs and the General Administration of Taxation.

The policy stipulates that import duties, as well as value-added tax and consumption tax, levied both at the import stage and in the domestic market, will not apply to eligible goods purchased by Hainan PST residents from designated retail stores.

Residents of the Hainan PST include Chinese citizens who hold an identity card, residence permit or social security card in Hainan, as well as foreign citizens who work and live in Hainan and hold a residence permit.

Each eligible individual is granted an annual duty-free shopping quota of 10,000 yuan (approximately $1,437.4 USD), with no limit on the number of purchases. This policy applies to essential items, including certain food and beverages, household chemicals, and other household items.

According to the statement, this policy is aimed at promoting the construction of the Hainan PST and enhancing the sense of achievement of the residents of this island province of China. -0-
