BEIJING, Feb. 21 (Xinhua) — China on Friday activated a Level 4 emergency response mechanism due to hazardous meteorological phenomena in several regions of the country.

Strong winds and sandstorms are expected in several northern regions from Friday to Sunday, the China Meteorological Administration said, issuing a Level 4 emergency response mechanism on Friday for strong winds and sandstorms.

On Friday, China's National Meteorological Center (NMC) issued a yellow alert for strong winds and sandstorms, and a blue alert for a cold wave.

According to the National Meteorological Center, strong winds are expected in areas such as the Xinjiang Uygur Autonomous Region, the Inner Mongolia Autonomous Region, Gansu Province, Ningxia Hui Autonomous Region, Qinghai Province, Shaanxi Province, as well as in northern and northeastern China and the Shandong Peninsula.

Due to strong winds, sand and dust whirlwinds are likely to be observed in the above-mentioned regions and in northern Henan Province, and sandstorms or severe sandstorms are likely to occur in some areas.

As a reminder, China has a four-tier weather warning system, with red representing the highest level of danger, followed by orange, yellow, and blue. China also has a four-tier emergency response system, with level one being the most severe.

Astana, February 21 (Xinhua) — The snow leopard population in Kazakhstan's Ile-Alatau National Park has increased from 5-10 individuals in 1996 to 39 today, Kazinform reported on Saturday, citing the park's press service.

Significant increases were also recorded for other rare animal species. Brown bear numbers increased from 15-20 to 85, stone martens from 100 to 493, and golden eagles from 50 to 97. The population increase is due to increased conservation efforts and the expansion of the specially protected area.

The national park, established in 1996, has expanded from 164,450 to 200,160 hectares in 30 years. During this time, more than 5 million seedlings have been planted on over 1,600 hectares, and genetic reserves and a laboratory for the artificial propagation of rare plants, including the Sievers apple, have been established.

The park is also demonstrating a growing tourist appeal. While 27,400 people visited it in 1996, by 2025 the number of visitors reached nearly 946,000, and the number of tourist routes increased from 8 to 46.

Ile-Alatau National Park is located in the Almaty region and is one of the country's key protected areas, playing a vital role in preserving the region's biodiversity, Kazinform reported.

New York, February 20 (Xinhua) — U.S. President Donald Trump signed an executive order imposing a 10 percent tariff on imports from all countries. He announced the announcement on social media on Friday.

Hours earlier, the US Supreme Court, by a 6-3 vote, ruled that tariff policies implemented under the International Emergency Economic Powers Act (IEEPA) were illegal.

“I am deeply honored to announce that I have just signed an executive order from the Oval Office imposing a 10% tariff on goods from all countries, effective immediately,” Trump wrote on Truth Social.

By signing the decree, the American leader responded to the Supreme Court's decision against his tariff policy.

The court ruled that the Trump administration's interpretation of the IEEPA infringes on Congress's authority and violates the "fundamental questions doctrine," which holds that executive actions of "enormous economic and political significance" must be expressly authorized by Congress.

At a press conference on Friday, D. Trump indicated that he would consider alternative ways to maintain his tariffs. –0–

Beirut, February 21 /Xinhua/ – Eleven people were killed, including three Lebanese Hezbollah commanders, and eight others were injured in a series of Israeli airstrikes in eastern Lebanon on Friday, according to official sources and Lebanese security forces.

More than 10 people were killed and over 30 injured in an airstrike on a building in the east of the country, Lebanon's National News Agency reported.

A source told Xinhua that the death toll had risen to 11, with another 35 people injured, adding that a search for the missing was currently underway.

Informed security sources told Xinhua that three Hezbollah commanders were among the dead: Hussein Yaghi, Ali Zeid al-Musawi, and Ibrahim al-Musawi.

UNITED NATIONS, Feb. 20 (Xinhua) — The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) on Friday warned of a serious threat to displaced families in the Gaza Strip posed by open fires used for cooking in overcrowded temporary shelters.

The agency said families are cooking, sleeping and storing their belongings in small spaces, posing a threat not only to the community due to the risk of fire but also to the health of residents.

“Since November 2025, our partners have recorded at least 12 fires in these shelters,” OCHA reported. “In the 10 days leading up to February 17, humanitarian organizations provided shelter assistance to 85 families in Deir el-Balah and Khan Younis whose homes were damaged by fires in Gaza City.”

"Displaced families need adequate shelter that will protect them from the elements and provide greater privacy," the agency said. "Humanitarian partners reiterate the urgent need to transition to more sustainable solutions."

OCHA has long called on Israel to allow more durable housing materials into the Gaza Strip.

Washington, February 20 (Xinhua) — Hundreds of American troops have been evacuated from bases in Qatar and Bahrain amid growing concerns about a possible U.S. strike on Iran, The New York Times (NYT) reported on Friday, citing Pentagon officials.

Evacuations took place at the Al Udeid air base in Qatar and at a group of American bases in Bahrain, where the US Navy's Fifth Fleet is stationed, the NYT reports.

Earlier on Friday, US President Donald Trump said he was considering a limited military strike on Iran to force it to agree to the nuclear deal.

Also on Friday, Iranian Foreign Minister Abbas Araghchi said a draft of a possible nuclear deal between Tehran and Washington would be ready within the next two to three days, after which the parties "may need another round of talks before moving forward with work that would hopefully lead to a favorable outcome."

In an interview with MSNBC, A. Araghchi emphasized that Iran is ready for both war and peace.

Iran has 10-15 days to reach a nuclear deal, Trump said Thursday, or "something really bad will happen."
