Wu Mofan, 26, is originally from Dushanbe, the capital of Tajikistan. He is currently a master's student at Nankai University. Growing up, his neighbors often included employees of Chinese companies working in Tajikistan. Chinese New Year traditions, such as sticking couplets (chunlian) and making dumplings, left a deep impression on Wu Mofan.

In middle school, Wu Mofan began studying Chinese at the local Confucius Institute and, with his family's support, decided to go to China for higher education. During his studies, he actively participated in cultural events and community outreach, seeking to gain a deeper understanding of China and enthusiastically engaged in cultural exchange projects between China and other countries.

On the 23rd of the 12th lunar month, Nankai University organized a trip for international students to Chuanfangyu Village in Tianjin's Jizhou District to learn about its folk traditions and customs. Wu Mofan and his classmates visited a local fair, watched a Yangge folk dance performance, wrote the character "福" (happiness), and experienced the vibrant atmosphere of Chinese New Year.

Speaking about the future, Wu Mofan said: “After graduation, I hope to work in the field of diplomacy and become an ambassador of friendship and mutual understanding.”

UNITED NATIONS, Feb. 23 (Xinhua) — UN Secretary-General Antonio Guterres on Monday reiterated his call for an immediate, complete and unconditional ceasefire in Ukraine as a first step toward achieving a just, lasting and comprehensive peace.

In a statement marking the fourth anniversary of the Ukrainian crisis, which falls on February 24, the UN chief stated that the crisis “is a stain on our collective conscience and remains a threat to peace and security in the region and the world at large.”

The longer the crisis lasts, the more deadly it becomes, he said, with civilians bearing the brunt.

As the Secretary-General noted, for peace to be just, “it must be in accordance with the UN Charter, international law and relevant UN resolutions, respecting the independence, sovereignty and territorial integrity of Ukraine.”

“The UN remains ready to facilitate all efforts in this direction,” added A. Guterres. –0–

Bratislava, February 23 (Xinhua) — Slovakian Prime Minister Robert Fico on Monday asked the state-owned national electricity system operator, SEPS, to suspend emergency power supplies to Ukraine amid a dispute over oil transit through the Druzhba pipeline, the Slovak News Agency reported.

"From today, if the Ukrainian side asks Slovakia for assistance in stabilizing the Ukrainian energy grid, it will not receive such assistance," R. Fico stated on social media.

According to him, this decision will be reversed immediately after oil supplies to Slovakia are resumed. "Otherwise, we will take further reciprocal measures," the Slovak prime minister added.

Ukrainian officials reported that oil supplies to Slovakia and Hungary were suspended following the attack on the Druzhba pipeline on January 27. Slovakia later declared a state of emergency in the oil industry and accused Ukraine of deliberately cutting off oil product supplies through the Druzhba pipeline.

Brussels, February 23 (Xinhua) — European Union foreign ministers failed to reach agreement on Monday on a 20th round of sanctions against Russia, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said after Hungary refused to support the measures ahead of the fourth anniversary of the start of the Russia-Ukraine conflict.

"This is a setback and a signal we didn't want to send today, but the work continues," K. Kallas emphasized at a press conference following the talks in Brussels, also announcing that she had decided to reduce the maximum number of Russian diplomatic missions to the EU to 40 people.

As Hungarian Foreign Affairs and Trade Minister Péter Szijjártó stated on Monday, Budapest made it clear at the meeting that it will not support or approve the planned sanctions package, and will also block the European Union's proposal to provide Ukraine with a 90 billion euro (US$106 billion) loan.

P. Szijjártó indicated that Hungary will not support any EU decision that is beneficial to Ukraine as long as Kyiv continues to obstruct oil supplies to Hungary via the Druzhba pipeline.

The Druzhba pipeline, which carries Russian oil to Central Europe through Ukrainian territory, has experienced repeated supply disruptions since last year amid the ongoing military conflict between Russia and Ukraine. Hungary claims that, although there are currently "no practical or technical obstacles," Ukraine has decided not to resume crude oil transit.

Dushanbe, February 23 (Xinhua) — Tajik President Emomali Rahmon congratulated service members and veterans on the 33rd anniversary of the country's armed forces, the presidential press service reported on Monday.

In his address, the President noted that the armed forces are one of the main bulwarks of modern Tajik statehood and a reliable shield in protecting the country's independence and freedom, guarding its borders, and ensuring stability and security for society.

The head of state recalled that during the civil war of the early 1990s, the creation of a national army became a vital necessity. He explained that the army was formed under difficult conditions, acquiring combat experience and fortification. The armed forces, along with other military structures and law enforcement agencies, have repeatedly been tested for loyalty, courage, and valor, ensuring national security and protecting the people.

E. Rahmon expressed gratitude to the military personnel for their conscientious service and stated that the state and people will honor the memory of those who gave their lives to restore constitutional order and defend the Motherland.

The President noted the complex and tense situation in the region and globally, drawing attention to threats from transnational organized crime, including terrorism, extremism, and cybercrime. He emphasized that this requires additional measures to strengthen the country's defense capability and the training of personnel with modern military knowledge and high professionalism.

E. Rahmon expressed confidence that the personnel of the armed forces will continue to fulfill their mission of ensuring state security, protecting peaceful life and the creative work of the people with dignity. –0–

BUDAPEST, Feb. 23 (Xinhua) — Hungarian Prime Minister Viktor Orban said Monday his country would confront what he called "open political blackmail" by Ukraine over the suspension of crude oil supplies through the Druzhba pipeline.

Speaking at the opening of the Hungarian parliament's spring session, V. Orbán accused Ukraine of attempting to pressure Hungary by halting oil transit. He stated that Budapest would not make concessions and would remain committed to protecting its national interests.

The Prime Minister criticized the European Union's position on the issue, claiming that Brussels had sided with non-EU member Ukraine.

"As long as there is a national government in Hungary… we will not refuse Russian energy resources, we will not pay Ukraine, and we will not support the war," Orbán emphasized, referring to the conflict between Russia and Ukraine that began four years ago.

As the Prime Minister pointed out, Hungary, together with Slovakia, has taken measures to block certain EU decisions favoring Ukraine, even to the point of resuming oil transit. He stated that refusing Russian energy supplies would undermine Hungary's policy of reducing utility prices and lead to a significant increase in household expenses.

These statements came after Hungarian Foreign Affairs and Trade Minister Péter Szijjártó announced on February 20 that Hungary would block the disbursement of a planned €90 billion EU military loan for Ukraine and the adoption of the 20th package of sanctions against Russia until oil supplies were restored.
