BEIJING, July 24 (Xinhua) — China's locally-controlled state-owned enterprises have operated stably this year despite various difficulties, according to the State-owned Assets Supervision and Administration Commission under the State Council.

According to official data, the added value of local enterprises was 3.7 trillion yuan (about 518.32 billion U.S. dollars) in the first half of 2025, with their total fixed asset investment reaching 2.7 trillion yuan.

During the reporting period, local SOEs' R&D expenditures grew steadily, reaching 265.55 billion yuan, amid efforts by enterprises to accelerate scientific and technological innovation.

At a meeting earlier this year, the State Property Supervision and Administration Committee called on all local state-owned enterprises to strengthen scientific and technological innovation potential and improve effective mechanisms for stimulating innovation, identifying this as a key task for the current year.

Chinese Premier Li Qiang, European Council President António Costa and European Commission President Ursula von der Leyen co-chaired the 25th China-EU leaders' meeting at the Great Hall of the People in Beijing on Thursday.

Over the past 50 years since the establishment of diplomatic relations, cooperation between China and the EU has shown steady development and produced fruitful results.

History has repeatedly proven that when there is mutual respect, mutual understanding and mutual openness, China-EU cooperation runs smoothly and benefits both sides; when there is alienation and discord in their relations, cooperation encounters obstacles that cause both sides to suffer, he continued.

DAMASCUS, July 24 (Xinhua) — A powerful explosion rocked northwestern Syria's Idlib province on Thursday, causing casualties and causing fires near the town of Maarat Misreen, Syrian state-run Al-Ikhbariya TV reported.

ZHENGZHOU, July 24 (Xinhua) — A research report on building a community with a shared future for the Shanghai Cooperation Organization (SCO) was released by a think tank in China on Thursday, calling for a closer regional community with a shared future and focusing on expanding dialogue among civilizations and people-to-people cooperation.

BEIJING, July 24 (Xinhua) — China's General Headquarters for Flood and Drought Control on Thursday activated a Level 4 emergency response mechanism over floods in five northern regions of the country, according to the Ministry of Emergency Management.

According to the meteorological service, heavy rainfall is expected in Beijing, Hebei, Shanxi, Jilin provinces, and the Ningxia Hui Autonomous Region from Thursday to Saturday.
