Baku, July 12 /Xinhua/ — Interim President of the Syrian Arab Republic Ahmed al-Sharaa arrived in Azerbaijan on Saturday on a working visit, the main focus of which was the development of energy cooperation and the implementation of a project to export Azerbaijani gas to Syria through Turkey.

KUALA LUMPUR, July 12 (Xinhua) — China hopes to work with Sri Lanka to further develop strategic cooperative partnership based on sincere mutual assistance and lasting friendship, Chinese Foreign Minister Wang Yi said during a meeting with Sri Lankan Foreign Minister Vijitha Herath in Kuala Lumpur on Saturday.

Wang Yi, also a member of the Politburo of the CPC Central Committee, noted that China and Sri Lanka enjoy traditional friendship, and recalled that in January this year, the two heads of state held fruitful talks and reached an important consensus on deepening the China-Sri Lanka strategic cooperative partnership and jointly building a community with a shared future for China and Sri Lanka, indicating the direction and providing guidance for the development of bilateral ties.

The Chinese Foreign Minister noted that China is a reliable partner of Sri Lanka, and the two sides should deepen high-quality joint construction of the Belt and Road and practical cooperation in various fields.

Moscow, July 12 /Xinhua/ — Russian Foreign Minister Sergey Lavrov held talks with North Korean Foreign Minister Choe Son Hee in the city of Wonsan in the Democratic People's Republic of Korea on Saturday as part of the second round of strategic dialogue, the Russian Foreign Ministry reported.

"The heads of the foreign policy departments thoroughly discussed current issues of developing bilateral relations, including the schedule of upcoming political contacts. Particular attention was paid to the prospects for further cooperation in practical areas," the statement published on the official website of the Russian Foreign Ministry noted.

As stated in the report, a keen exchange of views took place on the situation on the Korean Peninsula and in Northeast Asia (NEA). Mutual commitment to a political and diplomatic solution to the problems existing there was confirmed. Moscow, July 12 /Xinhua/ — General Secretary of the Workers' Party of Korea (WPK) and Chairman of the State Affairs Commission of the DPRK Kim Jong-un on Saturday received Russian Foreign Minister Sergey Lavrov, who arrived in the DPRK on a visit, in the city of Wonsan, the Russian Foreign Ministry reported.

According to the report, at the beginning of the meeting, S. BEIJING, July 12 (Xinhua) — China National Nuclear Corporation (CNNC) announced Saturday that the country's largest natural uranium mining project produced its first barrel of uranium, marking a new stage in the country's sustainable and rational uranium mining.

The National Uranium No. 1 Demonstration Project in Ordos City, north China's Inner Mongolia Autonomous Region, the country's largest natural uranium mining base by capacity, also set a new record for construction speed, being completed just one year after the foundation was laid.

"This demonstration project is an important achievement in third-generation uranium mining and processing technologies in China," said Yuan Xu, chairman of China National Uranium Co., Ltd., a subsidiary of CNNC.

He added that the project features environmental safety, remote operation control, intelligent analysis, as well as high quality and efficiency.

According to him, thanks to the complete digitalization of the mining process and intelligent analysis, the project made uranium mining more predictable and controllable.

The technologies used in the demonstration project are expected to be fully applied to the development of uranium deposits in the depressions of northern China to support the establishment of additional large-scale mining bases for the resource, CNNC said. -0-

BEIJING, July 12 (Xinhua) — China's position on the "2016 South China Sea arbitral award" is consistent and clear. The "arbitral award" is just an illegal, invalid and non-binding piece of paper, a Chinese Foreign Ministry spokesperson said Saturday.

A Chinese Foreign Ministry spokesman made the remarks while commenting on the remarks by the Philippine Foreign Ministry on the occasion of the ninth anniversary of the "2016 South China Sea Arbitration Award" and the policy speech by the country's Foreign Minister at a relevant forum.

According to the Chinese diplomat, China does not accept or recognize the so-called “arbitral award” and will never accept any claims or actions based on this award.

Noting that the “decision” does not in any way affect China’s territorial sovereignty, its maritime rights and interests in the South China Sea (SCS), the diplomat emphasized several points.

First, the “arbitral award” violates the fundamental principles of international law. Without fulfilling the necessary precondition of a full exchange of views with China, the Philippines unilaterally initiated the “arbitration,” which violated the consensus reached between the two countries on the peaceful settlement of disputes through consultations. This violates the articles of the Declaration on the Conduct of Parties in the South China Sea, which states that disputes shall be settled peacefully through friendly consultation and negotiation between the sovereign states directly concerned, as well as the principle of “pacta sunt servanda” (treaties shall be respected), the doctrine of estoppel, and other fundamental principles of international law.

Second, the “arbitral award” violates the United Nations Convention on the Law of the Sea /UNCLOS/. Land territorial issues are not covered by the said Convention. As early as 2006, China explicitly excluded maritime delimitation issues from “binding arbitration” and other procedures. The Philippines ignored China’s statement and insisted on initiating “arbitration proceedings”, which is an abuse of the dispute settlement mechanism provided for in UNCLOS. The “South China Sea Arbitral Tribunal”, by considering the case beyond its jurisdiction and authority, violated China’s right as a State Party to UNCLOS to independently choose dispute settlement methods. Such behavior is completely contrary to the purpose of UNCLOS, seriously undermines the integrity and authority of the Convention, and affects the supremacy of international maritime law. Many authoritative international legal experts, including the former President of the International Court of Justice and a former judge of the International Tribunal for the Law of the Sea, have pointed out serious errors in the “award”.

Third, the “arbitral award” is contrary to the proven facts related to the South China Sea. There are serious shortcomings in the fact-checking and law enforcement of the “arbitral award,” and the “award” it rendered is riddled with obvious errors and flaws. The “award” characterizes Taiping, the largest island of the Nansha Islands with an area of 500,000 square meters, as a reef rather than an island, and then concludes that none of the islands of the Nansha Islands are suitable for establishing an exclusive economic zone or continental shelf, which is completely contrary to the articles of the UN Convention on the Law of the Sea. Based on this “standard,” many countries’ territorial claims are illegal, and the ocean architecture needs to be rewritten.

China is committed to peacefully resolving disputes with other countries concerned through negotiations and consultations, and aims to fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea with ASEAN countries, quickly adopt the Code of Conduct of Parties in the South China Sea, and create reliable institutional guarantees for peace and stability in the region, the ministry representative noted.

“We urge the relevant countries to stop referring to this illegal ‘arbitral award’, much less using it as a pretext to violate China’s sovereignty and provoke,” the Chinese diplomat added, stressing that these counterproductive steps will lead to the realization that the game was not worth the candle and now it is time to reap what was sown. -0-

KUALA LUMPUR, July 12 (Xinhua) — Chinese Foreign Minister Wang Yi, a member of the Political Bureau of the Communist Party of China Central Committee, spoke about the South China Sea issue here Saturday while answering questions from reporters on the sidelines of the annual ASEAN Plus Foreign Ministers' Meeting.

According to him, the situation around the SCS is discussed at these meetings every year, and this year was no exception. “What struck me most this time was the obvious temperature difference between the countries in the region and several countries outside it,” Wang Yi said.

At the meeting of the Chinese and ASEAN foreign ministers, the discussion of the SCS was more calm and confident because, compared with other seas in the world, the SCS is clearly stable and has no problems with freedom of navigation and overflight, he said.

According to Wang Yi, China and ASEAN countries have agreed to update the Declaration on the Conduct of Parties in the South China Sea by developing a Code of Conduct that is effective, meaningful and consistent with international law. The parties have agreed to try to adopt the code on schedule next year, the minister said, noting that consultations will be more frequent and the process will be accelerated in the next stage.

Wang Yi stressed that during the meetings, he also outlined China's position on the arbitration case surrounding the dispute in the South China Sea. The case has serious shortcomings in terms of establishing facts and applying the law, and during the proceedings, actions were taken that were justified by the UN Convention on the Law of the Sea, but in fact violated it, the foreign minister said. The damage from the case to regional peace and stability, as well as the maritime order, is becoming increasingly obvious, he added.
